June 24, 1980
Pursuant to due call and notice thereof, a special meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota was held at the NE Fire Station in
Golden Valley, Minnesota on June 24, 1980 at 4:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present was City Manager Jeff Sweet.
Dave Thompson, Fire Chief, gave the City Council a tour of the NE Fire Station.
Review of Need for Local Storm Sewer Proiects
Lowell Odland reviewed the background on the proposed projects.
Future Timetable for Actions on Senior/Community Center
Due to a lack of time, the report from Councilmember Johnson on the timetable for the
Community Center was deferred to the July 7, 1980 council meeting.
Councilmember Mitchell was excused and left the meeting at 6:45 P.M.
Discussion of Extension of License for Golden V Liquor
The City Manager reviewed a request from Golden V Liquor for a 30 -day extension to
permit liquidation of their inventory.
MOVED by Stockman, seconded by Anderson and carried to direct the City Attorney to
investigate the feasibility of granting the 30 -day extension.
Appointments to 1-394 Impact Study Committee (West)
MOVED by Stockman, seconded by Johnson and carried to appoint the following members to
the 1-394 Impact Study Committee (West): David Sattinger, Donald Dorff, Ed Grotz, Don
Carlson, Jim Dodson, Jess Root, George Harris, David Kohner, Paul Chaddock, Dean Hansen,
Sue Eastes, and Peggy Specktor.
The Council complimented the Mayor on her work in developing this list of appointments.

Pursuant to due call and notice thereof, a special meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota was held in the Gold Room of City
Hall, 7800 Golden Valley Road, in said City on June 30, 1980 at 7:00 P.M.
The following members were present: Anderson, Stockman and Thorsen. Also present
were City Manager, Jeff Sweet, City Attorney, Robert Skare and Director of Public
Safety, James Crawford.
Ted Jameson as a financial lender, made a statement on behalf of Golden V Liquors and
Richard Baker.
City Attorney, Robert Skare reviewed his memo to the City Council outlining the type
of procedure which the City Council could follow if they wished to reconsider granting
an off -sale liquor license to Mr. Baker.
MOVED by Stockman, seconded by Anderson and carried to authorize the Mayor and Manager
to enter into an agreement with Richard Baker in the form already signed by Mr. Baker
and made a part hereof as Exhibit A.
MOVED by Anderson, seconded by Stockman and carried to bring back for consideration
t -e application for off -sale liquor license for Golden V Liquors.
MOVED by Stockman, seconded by Anderson and carried to approve the issuance of an
off -sale liquor license for Golden V Liquors in accordance with the agreement with
Richard Baker as owner thereof.

THIS IS AN AGREEMENT made this 30th day of June, 1980
between the City of Golden Valley, a municipal corporation under
the laws of the State of Minnesota (hereafter "City") and Richard -
Baker, an individual residing in Hennepin County, Minnesota
(hereafter "Baker").
Baker has applied to the City Council of the City for an
off -sale liquor license for the Golden V liquor store at 8665 Wayzata
Boulevard in the city for the period July 1, 1980 to June 30, 1981.
The City Council for City has indicated that it does not
wish to issue an off -sale license to Baker for the above -referenced
liquor store at the above -referenced location, except for certain
limited purposes and subject to the terms of an agreement which
will permit Baker a period of time within which to liquidate all
or a portion of his present inventory at the above -referenced
location.
In consideration of the City issuing an off -sale liquor
license as hereinafter provided, Baker is willing to agree to the
terms hereof,and in consideration of Baker's agreement to terminate
his operations at the subject location in accordance with the terms
hereof City is willing to issue an off -sale liquor license to
Baker.
THEREFORE the parties agree as follows:
1. City agrees, represents and states that it is this
day taking official action, through its City Council, to approve
the issuance of an off -sale liquor license to Richard Baker, for
the Golden V Liquor store at 8665 Wayzata Boulevard, within the
City, effective commencing July 1, 1980.
2. Baker agrees that between said date of July 1, 1980
and August 1, 1980 he will operate the aforesaid liquor store,
pursuant to the aforesaid license, in full accord with all the
applicable statutes of the State of Minnesota, ordinances of the
City of Golden Valley, and rules and regulations of the State
Liquor Control Commission, and that on said last mentioned date
of August 1, 1980 he will terminate all liquor sales at the subject
location in accordance with the terms hereof.
3. Baker further agrees that in the event he is charged
with any violation of any of the above -referenced statutes, ordinances
or regulations during the period July 1, 1980 to August 1, 1980, as

evidenced by an official sworn complaint served upon him by any
duly authorized law enforcement officer of City, he will, effective
on the date of such service upon him of said complaint, immediately
terminate all further offering or sale of liquor at the subject
location.
IN WITNESS the parties have signed this agreement the day
a. -Id year above written, the execution on behalf of the City by its
Mayor and its City Manager being at the express direction of and
pursuant to a duly adopted motion of the City Council of City, and
the execution by Baker being his free act and deed made on his own
individual behalf for the reasons and purposes above set forth.
