August 4, 1980
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota, was held,at 7800 Golden Valley Road
in said City on August 4, 1980 at 6:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet, Attorney, Robert Skare, and Secretary,
Terri Schroetke.
City Engineer, Lowell Odland arrived at 7:40 P.M.
Approval of Mintues - July 21, 1980
MOVED by Mitchell, seconded by Johnson and carried to approve the minutes of July 21, 1980
as amended:
Page 130 - Re Health Central Storage Building: "MOVED by Johnson, seconded
by Anderson to direct staff to proceed with necessary action to have Health
Central obtain a building permit, not requiring a penalty. MOVED by Johnson,
seconded by Stockman to amend the motion to require Health Central to appear
before the Council". ANDERSON - NO JOHNSON - YES MITCHELL - NO STOCKMAN -
YES THORSEN - NO. Lakc of majority vote, motion fiats, MOVED by Johnson,
seconded by Anderson and carried to direct staff to proceed with necessary
action to have Health Central obtain a building permit, conveying to Health
Central, the Council's feelings about the matter."

and upon vote being taken thereon, the following voted in favor thereof: Anderson,

whereupon said resolution was declared duly passed and adopted, signed by the Mayor and

*Motion to Amend Resolution Re Submitting Golden Valley's Comprehensive Plan
MOVED by Johnson, seconded by Anderson and carried to amend a resolution dated July 7, 1980
entitled, "Resolution Requesting an Extension to Submit Golden Valley's Comprehensive Plan
to the Metropolitan Council" by changing the date of submittal from 12/31/80 to 5/31/81.
Appointment of Election Judges for Primary Election
MOVED by Johnson, seconded by Anderson and carried to appoint election judges for the
primary election, 9/9/80, as recommended by the Director of Administrative Services,
said list of election judges attached hereto and made a part hereof as Exhibit A.

*Monthly Budget Report - June 1980
MOVED by Johnson, seconded by Anderson and carried to receove and file the monthly budget
report for June 1980.
Application for Solicitors License - Elextrolux
MOVED by Johnson, seconded by Stockman and carried to approve the issuance of a solicitors
license to the Electrolux Corp., noting exemption of fee pursuant to section 842:05 of the
City's ordinance, pertaining to peddlers and solicitors.
Report on Bedwell Complaint
MOVED by Stockman, seconded by Johnson and carried to receive and file the report from
Sergeant Shellum relative to citizen complaint of Mr. Bedwell.

Indemnification of Officer Doeden
MOVED by Johnson, seconded by Mitchell and carried to approve the indemnification of
Officer Marvin Doedin in the claim, Johnson vs Doeden.
Evaluation of Consent Agenda
MOVED by Johnson, seconded by Mitchell and carried to continue to use the consent agenda
through December 31, 1981, at which time it can be reviewed by the Council seated at that
time for further evaluation.
Discussion of Human Rights Commission Role Relative to Section 8 Housing
MOVED by Johnson, seconded by Mitchell and carried to request the Mayor communicate to
the Human Rights Commission on their role in the process of the proposal for Section 8
housing near Highway 18 and Medicine Lake Road.
Appointment of Alternates to Light Rail Transit Project Coordinating Group
MOVED by Stockman, seconded by Johnson and carried to appoint the City Manager as the
alternate staff person and the Mayor Pro -tem as the alternate Councilmember to the
Light Rail Transit Project Coordianting Group.
Discussion of Direction for 1-394 Response
Preliminary Discussion of the direction for 1-394 response. The Council discussed this
issue for a few minutes and decided to continue after the public hearings have been
conducted.
Public Hearing - Second Reading - Rezoning of Sherrif's Radio Tower
The City Manager made a disclosure of possible conflict of interest.

The Council continued their discussion of the direction to tkae in responding to MNDOT's
