September 2, 1980
Pursuant to due call and notice thereof, a regular meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road
in said City on September 2, 1980, 6:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet, Assistant City Attorney, Allen Barnard,
Engineer, Lowell Odland and Secretary, Terri Schroetke.
Approval of Minutes - August 18, 1980
MOVED by Stockman, seconded by Mitchell and carried to approve the minutes of August
18, 1980 as amended:
Page 146, Call Public Hearing - M.A. Mortenson Project: Change the date of
the public hearing from September 2 to September 15
Page 146, Part-time Hiring Policy: Add "Staff to review and make recomm-
endations to the Council"

MOVED by Johnson, seconded by Mitchell and carried to accept the resignation of
Linda Ross from the Human Rights Commission, requesting the Mayor send a letter
of appreciation.

MOVED by Johnson, seconded by Mitchell and carried to accept the nomination of John
Schaaf of Crystal to the District #281 Community Education Service Advisory Council.

MOVED by Johnson, seconded by Mitchell and carried to approve the request from Van Sickle,
Allen & Associates for a 90 -day extension to complete the special use permit for Pondwood
(PUD #28).

MOVED by Johnson, seconded by Mitchell and carried to approve the license listed as #6527.
Perishable Food Vehicle License - Redford's Inc.
MOVED by Anderson, seconded by Stockman and carried to deny the issuance of a perishable
food vehicle license to Redford's Inc., directing staff to notify the applicant of re-
applying for a license at the September 15 Council meeting when the recommended policy
regarding these types of license requests will be discussed by the Council.
Richard Baker - Request Reimbursement of Liquor License Fee
MOVED by Stockman, seconded by Johnson and carried to reimburse Mr. Baker in the amount
of $200.00 as fee paid for off -sale license that was previously denied by the Council.
Set Executive Session Re Vallee D'or
MOVED by Anderson, seconded by Stockman and carried to set an executive session for
the purpose of discussing Vallee D'or, on Monday, September 8, 5:00 P.M. in the Gold
Room at City Hall.
1981 Budget Distribution
MOVED by Johnson, seconded by Mitchell and carried to receive and file the 1981 budget
for further consideration at the Council work session of September 16 and Council
meeting of September 29, 1980.
Referral to Human Rights Commission of Canadian Financial Housing Corporation and CCS
Developments and Management Plan Review
MOVED by Anderson, seconded by Stockman and carried to refer the Canadian Financial
Housing Corporation and CCS developments to the Human Rights Commission for development
of management plans.
Budget Newsletter
MOVED by Johnson, seconded by Stockman and carried to delay the distribution of the
budget questionnaire to the general public until May, 1981.

Charge to Olson School Committee
MOVED by Stockman, seconded by Johnson and carried to approve the recommended charge to
the Olson School Committee.

Auditor's Report
MOVED by Stockman, seconded by Johnson and carried to set a meeting date of September 29,
6:30 P.M. in the Gold Room at City Hall, to meet with the City's Auditor.
Announcement of Meetings
Stockman announced he was attending the Met Council informational meeting on September 11
and asked the other Councilmembers for any questions or comments he could relay.

Policy.
Reschedule Budget Meeting
MOVED by Mitchell, seconded by Anderson and carried toreschedulethe Council budget
meeting from September 9, 4:30 - 6:30 to immediately following the public hearing on
CCS on September 8, September 9 being primary election day and no meetings can be held
until after 8:00 P.M.
The Mayor called for a three-minute recess.
Public Hearing - Second Reading - Rezoning of 4920 Olson Memorial Highway
The City Manager presented a request from the proponent to postpone the second reading
of the rezoning of 4920 Olson Memorial Highway to September 15, 1980. 7:30 P.M.
