September 29, 1980
Pursuant to due call and notice thereof, a special meeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road
in said City on September 29, 1980 at 6:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present were: City Manager, Jeff Sweet, Attorney, Robert Skare, Engineer, Lowell
Odland and Secretary, Terri Schroetke.
Approval of Minutes - September 15, 1980
MOVED by Anderson, seconded by Mitchell and carried to approve the minutes of September
15, 1980 as amended:
Page 160, Announcement of Council/Manager Meeting: The last sentence, change
to read "The October 6 meeting is to begin at 7:30 P.M."
Page 161, Jim Lupient Oldsmobile Re Status of Project: Add "compliance" to
end of sentence.

*Motion Authorizing Lease of Safety Deposit Box
MOVED by Johnson, seconded by Mitchell and carried to authorize the City Manager to
lease a safety deposit box from the Golden Valley State Bank for the purpose of
storing tapes from Executive Sessions.
*Appointment of Election Judges for General Election
MOVED by Johnson, seconded by Mitchell and carried to appoint the election judges for
the general election as recommended by the Director of Administrative Services. Said
list of election judges attached hereto as Exhibit A.

MOVED by Anderson, seconded by Stockman and carried to approve the issuance of license
#6537.
Perishable Food Vehicle License - General Mills
MOVED by Anderson, seconded by Stockman and carried to approve the issuance of perishable
food vehicle license #6536 to General Mills Employee Club.
Perishable Food Vehicle License - Fisher Brothers Fisheries
MOVED by Mitchell, seconded by Anderson and carried to approve the issuance of perishable
food vehicle license #6535 to Fisher Brothers Fisheries.
Hennepin County - Request for Reimbursement of Filing Fee Re Sheriff's Tower
MOVED by Johnson, seconded by Anderson and carried to deny the request from Hennepin
County for reimbursement of second filing fee relative to rezoning of Sheriff's Radio
Tower, 9300 Naper Street.
Anfinson, Hendrickson & Co. - Letter of Agreement for Services for 1980
MOVED by Mitchell, seconded by Johnson and carried to authorize the Manager to confirm
the engagement of Anfinson, Hendrickson & Co. for audit services for 1980.
Central Minnesota Legal Services - Proposal for West Hennepin Legal Services Office
MOVED by Johnson, seconded by Stockman and carried to refer the proposal from Central
Minnesota Legal Services for a West Hennepin legal services office, to the Northwest
Hennepin Human Services Council for evaluation, accompanied by a letter expressing
certain concerns and questions raised by the Council.
Harriet T. Nees - Assessment of Street Lights
MOVED by Anderson, seconded by Johnson and carried to receive and file the letter from
Harriet T. Nees relative to assessment for street lights, and to consider at the time
of public hearings on assessments, to be held later at this meeting.
Remodeling of Office/Reception Area
MOVED by Johnson, seconded by Mitchell and carried to approve the expenditure of
$19,000 from the Building Fund and authorize the transfer of $19,000 from the Motor
Vehcile License Fund to the Building Fund for that expenditure for the remodeling of
the office/reception area.
Regular Meeting of the City Council - September 29, 1980
*Reimbursement for Employee Losses at Brookview
MOVED by Johnson, seconded by Mitchell and carried to authorize the reimbursement for
stolen property from Brookview to Kathy A. Muske in the amount of $187.50 and Robin J.
Peterson in the amount of $321.71.

*Deferred Compensation Contract Change
MOVED by Johnson, seconded by Mitchell and carried to authorize the City Manager to
enter into a new contract with Aetna Life Insurance and Annuity Company for partici-
pation in the contract for Account C.
Special Meeting of the City Council - September 29, 1980
Approval of Noncontiguous Parking for Jewelmont Corporation
MOVED by Anderson, seconded by Johnson and carried to approve the request from
Jewelmont Corporation for noncontiguous parking conditioned upon the City being
furnished with evidence of control of that site and upon continued evidence of
that control.
Employment of Consultants for Training and Review of Hiring Practices
MOVED by Stockman, seconded by Mitchell and carried to authorize the hiring of Jayne
Kahlifa at $25.00 per hour not to exceed $750.00 for the purpsoe of reviewing the City's
employment practices; authorize the hiring of BTW Associates at $2,150 to conduct three
training sesssions; and authorize the transfer of $2,150 from general contingency fund
to the affirmative action budget to fund the cost of the three training sessions.
Announcement of Meetings
MOVED by Johnson, seconded by Anderson and carried to set November 25, 7:30 P.M. City
Council Chambers, for a public hearing on the proposed community Center.
The City Manager reviewed the agenda for the October 6, 1980 Council meeting.
MOVED by Anderson, seconded by Johnson and carried to set October 28, 7:00 P.M. as a
public meeting to receive the auditor's report from Anfinson, Hendrickson & Co.
October 16, 4:30 P.M. - Stockman and Anderson to discuss Council salaries
October 14, 5:45 P.M. - Johnson and Thorsen to discuss the Manager's salary
The Mayor called for a three minute recess.
Public Hearing - Special Assessments
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
The City Engineer outlined the projects assessed in 1980.
Don H. Williams, 1975 Kyle Place - question on where sewer will drain, doesn't feel he
should be included in the drainage district (79 SS 1 - Zimmerman Terrace Acres).
The Council discussed the letter from Harriet Nees regarding assessment for street
lights. The Council requested the Mayor write to Mrs. Nees outlining the procedure
used in street light improvements and subsequent assessments.
Myron Anderson, 530 Kelly Drive - feels he was assessed too high for the benefits he
receives compared to other residents (Dust Abatement - 1979)
Mayor Thorsen closed the public hearing.

MOVED by Anderson, seconded by Mitchell and carried to approve the certificat as to
delingeunt weed control and dutch elm removal charges for 1980 and assessment therefor.
Certification of Unpaid Charges, Delinquent Utility Bills
MOVED by Johnson, seconded by Mitchell and carried to approve the certificate as to
delinquent utility service charges for 1980 and assessment therefor.
1981 Budget
1. Resolution Adopting 1981 Budget and levying Taxes
Mayor Thorsen opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Carol Tinkham, 1522 Kaltern Lane - Expressed concern over the closing of South Tyrol
area skating rink.
Tom Brandt, 2200 Xylon Avenue - Questioned what City was doing to provide athletic
fields now that Golden Valley Middle School is closed and the athletick fields are not
available for public use.
Mayor Thorsen closed the public hearing.
Member Anderson introduced and read the following resolution and moved its adoption:
RESOLUTION
ADOPTION OF THE BUDGET FOR 1981 AND ESTABLISHING THE
CITY PROPERTY TAX LEVY FOR 1980 AND COLLECTIBLE IN 1981
The motion for the adoption of the foregoing resolution was seconded by Member Johnson
and upon vote being taken thereon, the following voted in favor thereof: Anderson,
Johnson, Mitchell, Stockman and Thorsen and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor and

Closed Skating Rink - South Tyrol
MOVED by Johnson, seconded by Mitchell and carried to request the Open Space & Recreation
Commission appear before the City Council on October 20, regarding the issue of the closing
of the South Tyrol skating rink, informing Carol Tinkham, spokesperson for residents, of
any recommendations made by staff. (It was brought to the Council's attention that a
request to reopen the skating rink had been made at a meeting of the Open Space &
Recreation Commission meeting but a formal request had never been brought before the
Council for consideration).

MOVED by Johnson, seconded by Stockman and carried to appoint Jan Prazak to the Human
Rights Commission.
