December 23, 1980
Pursuant to due call and notice thereof, a special meeting of the City Council of
the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley
Road in said City on December 23, 1980 at 4:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen.
Also present was City Manager, Jeff Sweet.
Request for Revision to Fire Relief Association By-laws
Mark Bernhardson, President, Fire Relief Association - present to review the pro-
posed revisions with the Council.
MOVED by Johnson, seconded by Anderson and carried to approve the revised Fire Relief
Association By-laws.
Status Report on Comprehensive Plan
MOVED by Johnson, seconded by Anderson and carried to receive and file the memo from
Marty Farrell on the status of the comprehensive plan.
Community Development Block Grant Program
MOVED by Johnson, seconded by Anderson and carried to receive and file the communi-
cations from the Commissioner of Transportation and the Metropolitan Council re-
garding 1-394•
1981 Project Activity Schedule
MOVED by Johnson, seconded by Anderson and carried to defer action on this item until
the Janury 5, 1981 City Council meeting.
Budget Adjustments

MOVED by Anderson, seconded by Johnson and carried to make the following budget adjust-
ments: transfer $4,100 from general contingency to Division #68 and transfer $3,700
from general contingency to Division #72•
Comprehensive Storm Sewer Policy
MOVED by Johnson, seconded by Anderson and carried to defer action on this item to a
special meeting to be held on January 13, 1981 prior to the scheduled HRA meeting.
Approval of Purchase Agreement (Lot in Janelle Addition)
MOVED by Johnson, seconded by Anderson and carried to authorize the Manager to enter
into the purchase agreement for the acquisition of a lot described as Lot 6, Block 1,
Janelle Addition, in the amount of $15,000 for drainage purposes.
MOVED by Johnson, seconded by Anderson and carried to authorize the expenditure of
$15,000 fromthe Public Works Reserve Fund for the purpose of purchasing the lot in
Janelle Addition.

Labor Relations Update
The City Manager distributed a summary of the agreement he had reached with the policy
officers bargaining unit, sergeants bargaining unit, and the public works maintenance
employees bargaining unit.
MOVED by Johnson, seconded by Anderson and carried to receive and file the communications.
Authorization for Cortlawn Pond Stud
MOVED by Johnson, seconded by Stockman and carried to authorize the expenditure of
$2,000 from the Public Works Reserve Fund to pay Barr Engineering to evaluate an
alternative storage capacity for this pond.
Adjournment
MOVED by Mitchell, seconded by Johnson and carried to adjourn at 6:40 P.M. to December
31, 1981 for the purpose of signing year-end bills.
