February 17, 1981
Pursuant to due call and notice thereof, a regularmeeting of the City Council of the
City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road
in said City on February 17,-1981 at 6:30 P.M.
The following members were present: Anderson, Johnson, Mitchell, Stockman and
Thorsen. Also present were: City Manager, Jeff Sweet, City Attorney, Bob Skare,
Eingineer, Lowell Odland, and Secretary, Joan Thompson.
Approval of Minutes.- -Special Meeting - February 13, 1981
MOVED by Anderson, seconded by Stockman and carried to approve the minutes of the
special meeting of February 13, 1981 as amended:
Page 35, Paragraph 3, •last sentence, change to read: "reviewed the statement with
Councltrnember Johnson by phone, and,Johnson concurred with the changes."
Approval of Minutes -- February 3, 1981
MOVED by Anderson,.seconded by Johnson and carried to approve the minutes of the
regular meeting of February 3, 1981 as amended:
Page 27, Flood Plain Management and Zoning District, insert this
paragraph prior to the opening of the meeting, "The Council noted that
the ordinance was being given second reading at this time, so that
residents in the City could continue to qualify for federal flood insur-
ance."
Page 32, Open Space & Recreation Commission - Youth Athletic Fields,
first paragraph, second sentence.should read, "upgraded for the coming
year for Little League, and Lion's Club Park to be used in 1982 for
Little League."

MOVED by Johnson, seconded by Anderson and carried to receive and file the minutes
of the Tax Exempt Financing Committee of February 11, 1981.
*Plans & Specs for Traffic Control Signal at Glenwood Hills Hospital - Resolution
Member Johnson introduced and read the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member
Anderson and upon vote being taken thereon, the following voted in favor thereof:
Johnson, Stockman, Anderson, Mitchell and Thorsen and the following voted against
the same: none, whereupon said resolution was declared duly passed and adopted, signed
by the Mayor and her signature attested by the Clerk. See Resolution Book Page JE.
*Authorizing Petition to the Minnesota Department of Transportation for Certain
Crossings in the City of Golden Valley - Resolution
Member Johnson introduced and read the following resolution and moved its adoption:

AUTHORIZING PETITION TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION
FOR CERTAIN CROSSINGS IN THE CITY OF GOLDEN VALLEY
The motion for the adoption of the foregoing resolution was seconded by Member
Anderson and upon vote being taken thereon, the following voted .n favor.thereof:
Johnson, Stockman, Anderson, Mitchell, and Thorsen and the following voted against
the same: none, whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and her signature attested by the Clerk. See Resolution Book Page
*Membership Appointments - HECO & SPRS
MOVED by Johnson, seconded.by Anderson and carried to approve the appointments of
Director of Public Safety as Director and Assistant Director of Support Services as
Alternate Director to HECO and SPRS.
*Quotations - Compressor Repair
MOVED by Johnson, seconded by Anderson and carried.to approve the quotation from Zeco
Company for the repair of the Holman Compressor. Zeco was the only company who quoted,
totaling $2,150.97 for the repair estimate.
*CCS Management Plan - Request Extension for Filing
MOVED by Johnson, seconded by Anderson and carried to approve the request for extension
to file for CCS Management Plan to.April 7, 1981.
*Announcement of Meetings
No meetings to be announced.
Liquor Ordinance Violation — Golden Hills Liquor
MOVED by Stockman, seconded by Johnson to receive and file the information regarding
the violation .of the liquor ordinance by Golden Hills Liquor and defer action until the
court disposition has been made.
Regular Meeting - February 17, 1981
Solicitors License - American Cancer Society
MOVED by Johnson, seconded by Mitchell and carried to approve.the issuance of a
solicitors license for the American Cancer Society.
Burnet Realty re "Zero Lot Lines"
MOVED by Johnson, seconded by Mitchell and carried to receive and file the information
on the Burnet Realty request and refer it to the Planning Commission requesting that
they present a recommendation to the City Council by April 21.
Hennepin County Solid Waste Progress Report
Nancy Grim§by from.the Hennepin County Solid Waste Commission presented a progress
report regarding the Hennepin County Solid Waste Commission noting that each county
is responsible to select five sites for this use if the need arises. She discussed
criteria and handed out an informational sheet.
Vantage Company - Request Withdraw] of Application to Rezone
MOVED by Johnson, seconded by Stockman.and carried to receive and file the Vantage Company
request for withdraw.] of their application to.rezone property at 700 Xenia in Golden
Valley.
Set Executive Session — Humane Society Litigation
MOVED by Johnson,'seconded.by Mitchell and carried to schedule an executive session re.
the Animal Humane Society litigation for March 10, 1981 at 5:45 P.M. in the Gold Room.
Position Statement Re. Cortlawn Pond Design
MOVED by Anderson, seconded.by Johnson and carried to adopt the position statement
regarding Cortlawn Pond Design as amended:
Last sentence to read,."Followi.ng those meetings, a final plan would
be presented by staff to Open Space and'Recreation for information and
then to the City Council, at which time the residents would have an oppor-
tunity for comment at a City Council informal hearing prior to the City Council
making a final decision."
Commission Appointment - Civil Service
MOVED by Johnson, seconded by Mitchell and carried to approve the Mayor's reappointment
of John Taborn to -a three-year term on the Civil Service Commission from January, 1981
to January, 1984.
Commission Appointments
The Council set February 23 and 2.4 as dates for scheduling commission interviews.
Councilmembers.Stockman and Mitchell will interview on the 24th, Councilmember
Anderson and Mayor.Thorsen on the 23rd.

Update on 1-394
Mayor Thorsen summed up her discussion with Dirk deVries, Chairman of the Metropolitan
Transportation Subcommittee and Pat Hasselmo regarding the 1-394 position statement.
The joint position statement will be discussed with each member of the Metropolitan
Council through Representative Hasselmo. Mayor Thorsen explained that there is very
little support from the City .of Minneapolis and Minnetonka for Golden Valley's position.
Met Councilmember Hasselmo will be certain that the statement will be considered
as an alternative at the transportation subcommittee.
Pondwood Request for Tax -Exempt Financing
Member Johnson introduced.and read the following resolution and moved its adoption:

Public Safety Awards
Jim Crawford, Director of Public Safety.introduced Mr. Zigenhagen of Pako Corp., which
sponsors the awards.
Dave Thompson, Fire Chief of Golden Valley, presented an award to Mr. Ed Anderson of the
New Hope Fire Department for Fireman of the Year, 1980.
Deputy Director, Glen Olson presented an award to Detective James Berge for Police
Officer of the Year, 1980.
Deputy Director, Dean Mooney, presented an award to Corporal Marvin Doeden for Blue
Max,, 1980.

City Code - Referral to the Planning Commission

Appointment of Ray Stockman to Sewer Service Board
Mayor Thorsen requested the appointment of Ray Stockman as representative for
Golden Valley on the Sewer Service Advisory Board.

ment of Ray Stockman as Golden Valley representative to the Sewer Service Advisory Board
