REGULAR MEETING

MARCH 3, 1981
Pursuant to due call and notice thereof, a regular meeting of t
City of Golden Valley, Hennepin County, Minnesota was held at 7
in said City on March 3, 1981 at 6:30 P -'M.

Member Stockman introduced and read the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member Anderson
and upon vote being taken thereon, the following voted in favor therof: Anderson,
Stockman and Thorsen and the follwoing voted against the same: none, whereupon said
resolution was declared duly passed and adopted, signed by the Mayor and her signature

Laurel Greenbelt - Proposal from Landscape Architect
MOVED by Anderson, seconded by Stockman and carried to authorize Robert Close for design
work on the Laurel Avenue Green Belt for an amount not to exceed $2,000.00.

Contingency Fund to the Park Maintenance budget.
Employee Handbook
Member Anderson introduced and read the following resolution and moved its adoption:

Vallee D'or Acquisition Settlement
MOVED by Stockman, seconded by Anderson and carried to recind the action of October 20,
1980, transferring $68,000 to the Park Maintenance budget and authorize $75,000 from the
Public Land Fund to cover this purchase and its attendant costs in 1981.
Manager's Update in Lieu of Council/Manager Meeting
General discussion - no action taken.
Council Response to Citizen Complaint Re Sale of "Pornoiraphic Material"
MOVED by Stockman, seconded by Anderson and carried to request that a letter be drafted
and be sent to area businesses concerned, advising them of Section 515 of the City Code,
(disorderly conduct), and in separate letter, inform the concerned citizen of her right
to file a complaint.

MOVED by Anderson, seconded by Stockman and carried to approve the following appoint-
ments to city advisory commissions:
One-year Term to Board of Zoning Appeals: Glen Christiansen, Mahlon Swedbert, Art

Planning Commission Reponse to January 22, 1981 Memo

the Planning Commission in response to the Council's memo of January 22, 1981.
Meeting Announcements
Councilmember Anderson noted that there is a league of MinnesotallCities meeting March 12.
Councilmember Stockman informed the Council of a Metroplitan Council meeting March 18.
I-394 Update
Mayor Thorsen informed the Council that General Mills, Inc. is going to adopt a position on
I-394 and that they do oppose HOV. The Mayor alos stated that the Northwest Chamber of
Commerce is adopting a position on I-394.
Community Center Solicitation Update
Mayor Thorsen summarized her meeting with Bob Provost and the Col cil agreed that he
will be a great help in solicitation efforts for the Community C�nter.
Valley of Peace Lutheran Church - Food Licensing Inspection Fee
Councilmember Anderson received a complaint from Valley of Peace Lutheran Church regarding
the City's food licensing inspection fee, stating that it was "out of line" for kitchens
seldom used. Deferred to March 17 Council meeting pending review.
