01-04-83 CC MinutesRegular Meeting of the City Council January 4, 1983 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on January 4, 1983 at 6:30 PM. The following members were present: Anderson, Johnson, Mitchell, Stockman and Thorsen. Also present were: City Manager, Jeff Sweet; City Engineer, Lowell Odland; City Attorney, Robert Skare; and Deputy City Clerk, Judy Nally. Approval of Minutes - December 21, 1982 MOVED by Anderson, seconded by Stockman and motion carried unanimously to approve the minutes of the City Council meeting of December 21, 1982 as submitted. Approval of Agenda ,- MOVED by Mitchell, seconded by Anderson and motion carried unanimously to approve the agenda of January 4, 1983 as amended: Addition of Item 6E: Council Retreat Agenda Approval of Consent Agenda MOVED by Johnson, seconded by Mitchell and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*), except Item 1H: • Designation of Depositories. Set Time and Place of Agenda Closing MOVED by Anderson, seconded by Stockman and motion carried unanimously to set the Wednesday before the council meeting at 4:30 PM in the City Manager's Office as the closing time and place for the agenda. Appointment of Mayor Pro Tem MOVED by Mitchell, seconded by Johnson and motion carried unanimously to reappoint Council Member Anderson as Mayor Pro Tem for a period of one year. *Designation of Official Publication MOVED by Johnson, seconded by Mitchell and motion carried unanimously to designate the Golden Valley Post as the City's official newspaper. Designation of Depositories MOVED by Anderson, seconded by Johnson and motion carried unanimously to accept the recommendation of the Director of Administrative Services and designate the following as depositories for the City of Golden Valley: Golden Valley State Bank; First Plymouth National Bank; Northwestern National Bank - North American Office; Fidelity Bank and Trust Company; First National Bank of Saint Paul; Midwest Federal Savings and Loan; Fifth Northwestern National Bank and Shelard National Bank, subject to the depositories providing collateral as required by Statute. Regular fleeting of the City Council Bills and Claims January 4, 1983 • MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Johnson, seconded by Mitchell and motion carried unanimously to authorize the issuance of licenses #7940 to #7952 and #5416 to #5417. Mayor Thorsen abstained from voting on license #7940 stating a potential conflict of interest. Public Hearing - Second Reading - Rezoning to R-2 - 5525-5527 and 5535-5537 Lindsay Street MOVED by Stockman, seconded by Mitchell and motion carried unanimously to bring on the table for second reading the ordinance amendment herein entitled: &Rb1ni Rt.!C C-- W0. q AN ORDINANCE AMENDING THE Z014ING CODE (Two -Family R-2 Residential Zoning District) 5525-5527 and 5535-5537 Lindsay Street Don Singer, Planning Commissioner, was present to answer questions from the Council. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Leaque of Minnesota Cities Reqardinq Leqislative Policies MOVED by Mitchell, seconded by Johnson and motion carried unanimously to receive and file the letter from Donald Slater, League of Minnesota Cities, dated December 6, 1982, regarding Legislative Policies and respond with the priorities the Council had selected. *Receive Feasibility Study - 83 SS 1 - 10th Avenue and Mendelssohn MOVED by Johnson, seconded by Mitchell and motion carried unanimously to receive and file the feasibility study for 83 SS 1. Regular fleeting of the City Council January 4, 1983 *Call for Public Hearing - 83 SS 1 - 10th Avenue and Mendelssohn - 2/1/83 rlember Johnson introduced the following resolution and moved its adoption: 2ES6LO 1tN NC- �3-/ RESOLUTION PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS 83 SS 1 The motion for the adoption of the foregoing resolution was seconded by Member Mitchell and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, Mitchell, Stockman and Thorsen, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the Deputy City Clerk. Announcements of Meetings Council Members Anderson, Stockman and Flayor Thorsen will attend the Legislative Breakfast on January 14, 1983 at 7:00 AM at the Maple Grove Fire Station on Hemlock. Council Member Anderson and Mayor Thorsen will meet with Jeff Sweet on January 10, 1983 at 3:00 PM at the Brookview Golf Course regarding fiscal consultant selection. Council Flember Anderson and Flayor Thorsen will meet with Jeff Sweet on January 12, 1983 at 2:00 PM in the Manager's Conference Room to interview prospective f i nanci al consultants. • Council Appointments and Representation MOVED by Johnson, seconded by Mitchell and motion carried unanimously to make the following appointments: Legislative Liaison and Spokesperson Thorsen 1 year term Legislative Liaison and Spokesperson Anderson 1 year term Association of Metro Hunicipalities Thorsen 1 year term Association of Fletro Municipalities Flitchel1 Alternate 1 year term League of Minnesota Cities Johnson 1 year term League of Minnesota Cities Stockman Alternate 1 year term Assistant Weed Inspector Tom Klatt 1 year term MOVED by Mitchell, seconded by Johnson and motion carried unanimously to approve the Flayor's reappointment of Ann Gallagher to the Civil Service Commission for a three year term, expiring January 1, 1986. The City Manager was asked to outline the previous and present duties of the Civil Service Commission. MOVED by Johnson, seconded by Anderson and motion carried unanimously to appoint • Council Hember Mitchell and Mayor Thorsen as a subcommittee to meet with the Civil Service Commission. Q Regular fleeting of the City Council Board and Commission Vacancies January 4, 1983 • The Mayor reviewed the list of those who wish to be reappointed to various boards and commissions. The Council will discuss the board and commission vacancies at the February Council/Manager meeting. The Council requested that the Golden Valley Post put a notice in the paper stating the Council is now accepting applications from the public for openings on various boards and commissions. 0 Set Date for Board of Review MOVED by Johnson, seconded by Anderson and motion carried unanimously to set flay 31, 1983 as the date for the annual Board of Review at 7:00 PM in the Council Chambers. Council Retreat Agenda The City Council will meet on January 8, 1983 in the Public Safety Building from 8:00 AM to 1:00 PM to discuss the 1983 Project Activity Schedule.
