July 16, 1985
• Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on July 16, 1985 at 6:30 PM.
The following members were present: Anderson, Johnson, Stockman and Thompson;
and the following member was absent: Bakken. Also present were: William
J oynes, City Manager; Lowell Odland, Director of Public Works; Robert Skare,
City Attorney and Patricia Butler, Acting Deputy City Clerk.
Approval of Council Minutes - July 2, 1985
MOVED by Thompson, seconded by Stockman and motion carried unanimously to approve
the minutes of the Council meeting of July 2, 1985 as submitted.
Approval of Agenda
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the agenda of July 16, 1985 as amended:
Addition of Departmental Item: Authorization to Hire Robert Close for Landscape
Architectural Services at Brookview Golf Course
Addition of Mayor and Council Item: Change Date of Informal Public Hearing for

Taxi Cab Driver's Licenses -Approval of 8 Licenses and Denial of 1 License
• MOVED by Thompson, seconded by Stockman and motion carried unanimously to authorize
the issuance of eight taxi cab driver licenses as recommended by staff.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to deny
the issuance of one taxi cab driver license as recommended by staff.
The Council requested that in the future when taxi cab driver licenses are
placed on the agenda for approval the name of the taxi cab company the driver
works for should also be noted.

the peddler's license for TNT Chemical Corporation.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to call a
public hearing to consider approval of a conditional use permit to operate an
automobile repair shop at 2520 Winnetka Avenue North in a Commercial Zoning
District for August 6, 1985.

*Request to Serve Beer in Brookview Park from Eberhardt Property Management
• MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the letter from Eberhardt Property Management, dated July 9, 1985 and
approve the request to serve beer at Brookview Park Picnic Shelter on August 10,
1985 from 5:00 PM until dusk.
*Letter from Dr. Norman Sterrie Regarding Community Orchestra
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the letter from Dr. Norman Sterrie, dated July 11, 1985 thanking the
Mayor and Council for the financial support of the Golden Valley Community
Orchestra.

Member Johnson introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING THE APPROPRIATION OF $4,000.00 IN
THE GENERAL FUND FOR THE GOLDEN VALLEY COMMUNITY ORCHESTRA
The motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Johnson, Stockman and Thompson; and the following was
absent: Bakken, and the following voted against the same: none, whereupon said
resolution was declared duly passed and adopted, signed by the Mayor and her
signature attested by the Deputy City Clerk. See Resolution Book Page

afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to continue
the public hearing to the August 6 Council meeting as requested by the proponent.

Public Hearing - First Reading - Conditional Use Permit - 1000 Boone Avenue North
is MOVED by Thompson, seconded by Johnson and motion carried unanimously to bring
on the table for first reading the ordinance amendment herein entitled:

(Conditional Use Permit for Industrial Zoning District)

Kevin McAleese, Planning Commissioner, stated the Planning Commission recommended
approval of the conditional use permit and answered questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Stockman, seconded by Johnson and motion carried unanimously to approve
on first reading the ordinance amendment herein quoted by title, subject to the
following conditions:
1. The car cleaning operation be limited to the 1,933 square feet of space,
designated on the site plan submitted by R. L. Johnson dated October 19, 1984.
2. The car cleaning operation be designated four parking spaces as shown on the
above mentioned site plan.
3. All car cleaning must be done inside the building.
4. All cars to be cleaned shall be stored inside or within the four designated
• parking spaces.
5. No body work or painting other than pinstriping will be permitted.

Robert Skare explained that the effective date should be changed to July 1, 1985.

the public hearing to consider amending the zoning code regarding home occupations
for September 18, 1985.
*Request to Serve Beer in Brookview Park from Service Systems Corp.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the letter from Service Systems Corporation, dated July 3, 1985 and
approve the request to serve beer at Brookview Park Picnic Shelter on August 12,
1985 from 5:00 PM until dusk.

Authorization to Hire Robert Close for Landscape Architectural Services at
roo view Golf Course
Lowell Odland reviewed the proposal submitted by Robert Close to prepare a
preliminary concept plan, including cost estimates, for the area adjacent to the
2nd fairway at the Brookview Golf Course.
MOVED by Stockman, seconded by Johnson and motion carried unanimously to authorize
the hiring of Robert Close at $40.00 per hour for an amount not to exceed $1,000.00
as outlined in his proposal dated July 12, 1985.
Preliminary Approval of Multifamily Housing Revenue Bonds and Call for Public
Hearing on House Plan - United Properties - 10/1/85
Tom Bisanz, United Properties and John Utley, Holmes and Graven were present to
answer questions from the Council.
Member Johnson introduced the following resolution and moved its adoption:

PLAN, INCLUDING A HOUSING BOND PROGRAM FOR THE ISSUANCE OF

PROJECT, AND GIVING PRELIMINARY APPROVAL TO THE PROJECT

MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the letter from Dave Latvaaho, Chair, Hennepin County Park Reserve
District Board of Commissioners, dated July 5, 1985, regarding appointments to
the Suburban Hennepin Regional Park District.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the memo from Mayor Anderson, dated July 10, 1985 regarding AMM Policy
Committees.
Change Date of Informal Public Hearing for Street Closings in North Tyrol to
September 3
Mayor Anderson reviewed the request she had received to change the date of the
public hearing for the street closings in North Tyrol to September 3 because
some neighbors will be away on vacation and will not be able to attend.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to reset
the date of the informal public hearing for street closings in North Tyrol to
the September 3, 1985 Council Meeting.
