02-18-86 CC MinutesRegular Meeting of the City Council February 18; 1986 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on February 18, 1986 at 6:30 PM. The following members were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: Lowell Odland, Director of Public Works; Robert Skare, City Attorney; and Judy Nally, Deputy City Clerk. Approval of Minutes - February 4, 1986 MOVED by Stockman, seconded by Johnson and motion carried unanimously to approve the minutes of the Council meeting of February 4, 1986 as submitted. Approval of Agenda MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the agenda of February 18, 1986 as amended: Addition of Mayor and Council Item: Proclamation of March 2-9, 1986 as Volunteers of America Week in Golden Valley Approval of Consent Agenda MOVED by Johnson, seconded by Bakken and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Johnson, seconded by Bakken and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Johnson, seconded by Bakken and motion carried unanimously to authorize the issuance of licenses #10293 to #10314 and #5677. *Taxicab Driver's Licenses MOVED by Johnson, seconded by Bakken and motion carried unanimously to authorize the issuance of taxicab driver's licenses as recommended by staff. *Minutes of Boards and Commissions MOVED by Johnson, seconded by Bakken and motion carried unanimously to receive and file the minutes received as follows: Planning Commission - February 10, 1986 Recreational Facility/Pool Committee - February 10, 1986 Open Space and Recreation Commission - January 27, 1986 • Regular Meeting of the City Council February 18, 1986 Continued Informal Public Hearing - I-394 Frontage Road Change • Lowell Odland updated the Council on the informational meeting held on February 11, 1986 with MnDOT and property owners to discuss alternatives for access to their property. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Steve Winer, 5740 Wayzata Boulevard, thanked the Council for allowing the property owners time to review the plan and find solutions to their traffic concerns. The Mayor closed the public hearing. MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize the City Manager to send a letter to William Crawford, MnDOT, requesting the detachment of the I-394 north frontage road, between Turner's Crossroad and the MN&S Railroad tracks. *Thank You Letter from General Mills, Inc. for Granting Request for Boone Avenue Name Change - MOVED by Johnson, seconded by Bakken and motion carried unanimously to receive and file the thank you letter from Cy Johnson, General Mills, Inc., dated February 6, 1986, regarding granting their request for Boone Avenue name change. *Resolution Authorizing Adjustment to 1986 General Fund Budget for 1985 Budget Carry Forwards Member Johnson introduced the following resolution and moved its adoption: lZkSaL 6� 77C, AJ A!0 , (,� - 1;5- RESOLUTION ;5RESOLUTION AUTHORIZING THE ADJUSTMENT OF THE 1986 GENERAL FUND BUDGET FOR 1985 BUDGET CARRY FORWARDS The motion for the adoption of the foregoing resolution was seconded by Member Bakken and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, Stockman and Thompson, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the Deputy City Clerk. See Resolution Book Pages *Authorization to Si Intervention Project reement with Home Free Shelter for Domestic Assault MOVED by Johnson, seconded by Bakken and motion carried unanimously to authorize the Mayor and Manager to sign the agreement with Home Free Shelter for the Domestic Assault Intervention Project. • a Regular Meeting of the City Council February 18, 1986 *Call for Informal Public Hearing - Ordinance Amendment - Name Change for Portion of Boone Avenue - 7/4/86 • MOVED by Johnson, seconded by Bakken and motion carried unanimously to call for an informal public hearing to consider an ordinance amendment changing the name of Boone Avenue, from T.H. 55 on the north to "tiller Street on the south, to General Mills Boulevard on March 4, 1986. • • *Call for Public Hearing - CDBG Year XII Program - 3/19/86 MOVED by Johnson, seconded by Bakken and motion carried unanimously to call a public hearing for consideration of the CDBG Year XII Program for March 19, 1986. *Bids - Cab Chassis Truck MOVED by Johnson, seconded by Bakken and motion carried unanimously to award the bid for one cab chassis truck from the lowest responsible bidder, Lakeland Ford Truck for $34,635.00. The bids were as follows: Lakeland Ford Truck A.J. Hunt North Star Boyer Ford Trucks Brookdale Ford *Quotes - Softballs $34,635.00 International 36,341.00 34,654.00 34,967.00 MOVED by Johnson, seconded by Bakken and motion carried unanimously to purchase softballs for the adult summer softball leagues from the lowest responsible bidder, Kokesh Athletics for $3,721.50. The quotes were as follows: Kokesh Athletics General Sports All Star Sports $ 3,721.50 3,726.00 3,741.30 *January, 1986 - General Fund Budget Report MOVED by Johnson, seconded by Bakken and motion carried unanimously to receive and file the January, 1986 General Fund Budget Report. Authorization to Advertise for Bids for Demolition of Brookview Pool The Council discussed the staff recommendation to demolish the Brookview pool and agreed it was consistent with the decisions made in 1985 to close the pool. MOVED by Johnson, seconded by Bakken and motion carried unanimously to refer the item to the Open Space and Recreation Commission, for their information, at its February 24 meeting. Announcements of Meetings No action taken. 3 Regular Meeting of the City Council February 18, 1986 Presentation of 1985 Human Rights Award . Mayor Anderson introduced Wilko Schoenbohm, recipient of the 1985 Human Rights Award, highlighted his career as former executive director of the Courage Center, and expressed her appreciation for his hard work and dedication in helping the handicapped. Richard Huntley, Chair, Human Rights Commission, presented the award to Wilko Schoenbohm and congratulated him on behalf of the Commission. Mr. Schoenbohm thanked the Council and Commission for the award. Appointment of Representative to French Park Advisory Council MOVED by Thompson, seconded by Johnson and motion carried unanimously to request the Open Space and Recreation Commission make a recommendation to the Council of a person to serve as Golden Valley's representative on the French Park Advisory Council. Proclamation of March 2 - 9, 1986 as Volunteers of America Week in Golden Valley MOVED by Stockman, seconded by Bakken and motion carried unanimously to proclaim March 2-9, 1986 as "Volunteers of America Week" in Golden Valley.
