04-21-87 CC MinutesRegular 11eeting of the City Council April 21, 1987 • Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on April 21, 1987 at 6:30 PM. The following members were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: William Joynes, City 1lanager; Lowell Odland, Director of Public Works; Robert Skare, City Attorney; and Judy Nally, Deputy City Clerk. Approval of City Council Minutes - April 7, 1987 MOVED by Johnson, seconded by Stockman and motion carried unanimously to approve the minutes of the Regular Council meeting of April 7, 1987 as submitted. Approval of Agenda MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the agenda of April 21, 1987 as submitted. N Regular Meeting of the City Council April 21, 1987 Continued Informal Public Hearing - Consideration of Resident -Only Parking Zone - Circle Down/Radisson Road • William Joynes introduced this agenda item. The Mayor opened the meeting for public input and persons present to do so were afforded the oportunity to express their views thereon. Eugene Gje rstad, 5420 Circle Down, he wanted to know why the parking ordinance was not enforced when Ruppert's expanded their restaurant, questioned how the parking requirements are determined and stated that cars are parked on both sides of the street near the bus stop. Dick Kaitz, 5201 Circle Down, he stated the original request submitted by the residents was for the installation of resident -only parking signs. He does not feel the residents should pay a fee for the license. He had questions regarding a possible contract between Ruppert's and Trammell Crow for use of the parking ramp. Joe Burkard, 5301 Circle Down, requested the Council consider restricting parking beginning at 5:00 PM because the parking problems don't start until the evening hours and asked if the signs could state the tagging and/or towing policy. Herm Held, 5400 Circle Down, he had questions regarding clarification of how the resident -only parking situation will effect the nursing home. He also thinks there should be no parking, on Turner's Crossroad, south of Circle Down because of public safety reasons. • Julie Ornfield, 5411 Circle Down, Weldwood Nursing Home, she expressed concern over parking in the evenings when parties are held for the nursing home residents She is also concerned about the walking distance from the street to the home for visitors and requested that the front of the home be posted for handicapped parking only. Shirley Burkard, 5301 Circle Down, she wanted to know why so many resident -only parking signs are required, wanted clarification of what area in front of the nursing home will be available for on -street parking. Mike Perelstein, 5121 Circle Down, he had questions regarding the permit costs and nunber of permits that will be available per household. The ilayor closed 'the public hearing. Regular Meeting of the City Council April 21, 1987 Public Hearing - Drainage/Utility Easement Vacation - 7105 Medicine Lake Road • Lowell Odland introduced the agenda item. James Berg, Attorney representing the proponent, was present to answer questions. The Mayor opened the meeting for public input and persons present to do so were afforded the oportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Thompson, seconded by Bakken and motion carried unanimously to authorize the Mayor and Manager to sign the Sergeant's contract. Regular Meeting of the City Council April 21, 1987 Announcements of Meetings - Miscellaneous Items • The Red Cross Mayor's SwimAcross will be held on Wednesday, April 22, 1987 at 7:00 PM at the Brooklyn Center Pool. A City Official/Legislator breakfast meeting will be held on Friday, April 24, 1987 at 7:00 AM at the Brooklyn Center Civic Center. The Council discussed potential topics that may be discussed at the meeting, such as regulation of ground water, organized collection bill, comparable worth, PERA. Mayor Anderson and Council Members Johnson and Thompson attended the April 8, 1987 presentation of the Human Rights Commission video entitled "This is My City". Mayor Anderson and Barbara Bailey are serving on a Metropolitan Council Task Force which is looking into developing a "guide" for communities to better address the needs of the elderly population. The Council Salaries Subcommittee (Council 'Members Johnson and Thompson) will meet the week of April 27th. Staff will post a notice of the meeting. Mayor Anderson and Council Member Th pson will set a date to meet with the Planning Commission. Mayor Anderson will check with staff to schedule a date. Set Informational Meeting - Parking Situation - Mary Hills Drive, Indiana Avenue and Wasatch Lane The Council will hold an informational meeting on May 11, 1987 at 7:00 PM to . discus the request for "Resident Only" parking on P1ary Hills Drive, Indiana Avenue and Wasatch Lane. Staff will check into possible locations for the meeting. • Mayor's Communications The Council has been invited to attend the Northwest YMCA Anniversary Dinner which will be field on May 9, 1987 at 7:00 PH at the YMCA. Proclamation of Arbor Day MOVED by Bakken, seconded by Johnson and ration carried unanimously to proclaim April 24, 1987 as "Arbor Day" in the City of Golden Valley. Human Rights Commission Video Proposal for Use Gene Sylvestre, Consultant, Human Right Commission and Barbara McKernan, Human Rights Commissioner were present to review the proposal for use of the video. MOVED by Bakken, seconded by Johnson and motion carried unanimously to approve the expenditure of up to $530.00 for the Human Rights Commission video as outlined in the proposal dated April 2, 1987. -1 Regular Meeting of the City Council April 21, 1987 Board/Commission Dinner Arrangements • The Council discussed the proposed arrangements for the Board/Commission dinner and requested staff to submit alternative menu selections at the May 5, 1987 meeting.
