Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on May 5, 1987 at 6:30 PM.
The following members were present: Anderson, Bakken, Johnson, Stockman and
Thompson. Also present were: William Joynes, City Manager; Lowell Odland,
Director of Public Works; Robert Skare, City Attorney; and Judy Nally, Deputy
City Clerk.
Approval of City Council Minutes - April 21, 1987
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the minutes of the Regular Council meeting of April 21, 1987 as submitted.
Approval of Agenda
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the agenda of May 5, 1987 as submitted:

Public Hearing - RSL 165 (Residential Street Lighting) - Culver Road and Dawnview
Terrace
• Lowell Odland presented the project.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Sally Goldberg, 2900 Scott Avenue North, opposed, questioned the data collected
on whether or not lighting deters crime and doesn't feel she will benefit from
the project.
David Thiede, 5320 Culver Road, opposed, feels the residents could put their
private yard lights on for additional light, stated the petitioner did not
discuss the lighting options available and questioned how the lighting districts
are designated.
David Berget, 2805 Scott Avenue North, in favor, feels safety is an issue for
children and walkers in the neighborhood, feels private lighting is not
sufficient, asked about the costs between overhead and ornamental and lighting
difference between the two.
Kevin Abram, 5360 Dawnview Terrace, in favor, stated the neighborhood is very
dark, vegitation planted years ago has grown and covers the existing lighting,
and feels lighting would deter crime.
The Mayor closed the public hearing.
• Member Stockman introduced the following resolution and moved its adoption:
RESOLUTION ORDERING CONSTRUCTION OF
CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The ration for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy
City Clerk. See Resolution Book Pages
Continued Public Hearing - RSL 164 (Residential Street Lighting) - Major Avenue
Robert Skare informed the Council of the procedure to allow submission of a
petition from residents affected by project.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to amend
the agenda to permit the submission of a petition by David Morton, 3215 Major
Avenue North, dated April 30, 1987 to have ten names removed from the original
petition.
Robert Ska re stated the petition is valid and the names can be removed from the
original petition.
The Mayor opened the meeting for public input and persons present to do so were
afforded the oportunity to express their views thereon.

Continued Public Hearing - RSL 164 (Residential Street Lighting) - Major Avenue -
Continued
• Larry Rasmussen, 3126 Major Avenue North, stated he knew two people who signed
the petition submitted tonight who thought they were signing a petition to keep
the lights at the intersection and not for removal of their names from the
petition, and wanted to know if the names being removed from the petition were
on the original petition.
Bob Merriman, 3339 Major Avenue North, asked where the people live whose names
were removed from the petition, had questions regarding the original petition
and the changing of the lighting district.
David Morton, 3215 Major Avenue North, stated he submitted the petition because
he felt some residents didn't understand what they were signing and they wanted
to submit an alternate proposal.
Catherine Westbrook, 3120 Major Avenue North, had questions regarding the signatures
on both petitions.
Greg Merth, 3201 Major Avenue North, in favor of lights as long as the overhead
light at Adell and Major is not removed.
Daniel LaFontaine, 2944 Major Avenue North, stated the original petitioner didn't
follow due process when the petition was distributed in the neighborhood and that
the information was incomplete.
• John Obinger, 3343 Major Avenue North, in favor, asked if the corner light would
be removed.
Gary Prazak, 2016 Ensign Avenue North, asked questions regarding the percentage
of residents in favor of the petition.
The Mayor closed the public hearing.
MOVED by Stockman, seconded by Johnson and motion carried to deny the petition
for RSL 164.
Informal Public Hearinq - Request to Remove "No Right Turn" Sign - Duluth Street
and Brunswick Avenue North
Lowell Odland introduced the agenda item.
Madeline Drilling, 6101 Westbrook Road, asked what happens when people start
using Brunswick Avenue to bypass Duluth.
Joseph Mastrian, 2101 Brunswick Avenue North, would like the sign removed.
John Stoltzfus, 6050 Westbrook Road, asked what authority the Council uses to
install and remove signs, and how the data to make the decision is collected.
Nancy Newman, 2301 Brunswick Avenue North, feels that cars speed to much, asked
if a stop sign could be installed on Brunswick.

Informal Public Hearing - Request to Remove "No Right Turn" Sign - Duluth Street
and Brunswick Avenue North - Continued
• Nancy Holzer, 6035 Wynnroad Road, in favor of removing sign, asked questions
regarding traffic counts.
Steve Schroll, 2450 Brunswick Avenue North, opposed to removing the sign, feels
speed is a problem and that if the sign is removed the traffic will increase
and feels the police department should monitor the area for speeders more often.
Angela Erickson, 2540 Brunswick Avenue North, requested a stop sign be installed
and the "No Right Turn" sign removed.
Marietta Walker, 2435 Brunswick Avenue North, would not like to see the sign removed,
feels if the sign is removed it will increase traffic.
Doreen Murray, 2401 Brunswick Avenue North, had questions regarding the traffic
count.
Dan Johnson, 2129 Brunswick Avenue North, would not like the sign removed and
had questions regarding the traffic count, and concerns over speeding cars.
Charles D. Morrissey, 2545 Brunswick Avenue North, would not like the sign
removed and has concerns over the speed of the cars.
Jack McCarthy, 5900 Westbrook Road, is concerned over the speed of the cars, not
necessarily the volume.
Paul Erickson, 2540 Brunswick Avenue North, feels stop signs should be installed.
Abram Baerge, 2145 Brunwsick Avenue North, concerns over speed limit, suggested
installing a 20-25 flPH sign.
The Mayor closed the public hearing.
MOVED by Bakken, seconded by Johnson and motion carried unanimously to authorize
the removal of the sign; and 1) take traffic counts in the area of Brunswick and
Adell before the sign is removed 2) take traffic counts in the same location at
an appropriate time after the sign has been removed, 3) direct staff to develop
a speed monitor program for the area, and inform the Council of the program;
4) install additional 30 MPH signs along Brunswick Avenue North and 5) report
the following information to the Council within three months: traffic counts
before and after removal of the sign and any safety violations and/or ticks
issued.

. the rate for weed eradication by $2.00 to $50.00 per hour with a one hour minimum.

MOVED by Stockman, seconded by Thompson and motion carried unanimously to award
the bid for the bituminous surfacing of the Brookview parking lot and park trails
from the lowest responsible bidder, Bury & Carlson for $42,572.50. The bids

Regular Meeting of the City Council May 5, 1987
Announcements of Meetings
• Mayor Anderson and Council Member Thompson will meet tentatively meet with the
Planning Commission on June 8, 1987.
Mayor Communicatons
School District 287 will hold a Job Fair for Older Workers on Thursday, May 7,
1987 from 1:00 PM to 4:00 PM at Eisenhower.
School District 281 will hold an Advisory Council meeting on May 7, 1987 at 4:00 PM
SchoolDistrict281 will hold a Compliance Meeting on June 9, 1987 at 7:00 All
in the Board Room.
There will be a Light Rail Transit Seminar on Play 6, 1987 from 2:00 - 4:00 PM
Flay 15 - 21 has been declared Drug Awareness Week. The Council requested that
the Juvenile Officer attend a future Council/Manager meeting to discuss drug
programs offered within the school districts.
Board/Commission Dinner Arrangements
The Council discussed the arrangements for the Board/Commission dinner and
approve the staff recommendation.
*Proclamation for National Public Works Week
. MOVED by Stockman, seconded by Thompson and motion carried unanimously to proclaim
Play 17-23, 1987 as National Public Works Week in Golden Valley.
Metropolitan Council Strategic Planning - Dottie Rietow
Dottie Rietow, Metropolitan Council Member, was present to review the Council's
Strategic Planning process. The Council discussed the issues they felt were
important, such as, long-range look into social ills, affordable housing,
transportation, fiscal planning for long-term infrastructure, quality of life
as it affects the region's human resources and water management.
Council Salaries
Council Member reviewed the Council Subcommittee's recommendation.
MOVED by Thompson, seconded by Bakken and motion carried unanimously to approve
the Subcommittee's salary recommendation and authorize the City Attorney to
prepare an ordinance for first reading at the May 19, 1987 Council meeting.
