July 21, 1987
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on July 21, 1987 at 6:30 PM.
The following members were present: Anderson, Bakken, Johnson, Stockman and
Thompson. Also present were: William Joynes, City Manager; Lowell Odland,
Director of Public Works; Robert Skare, City Attorney; and Judy Nally, Deputy
City Clerk.
Approval of Council/Manager Minutes - July 14, 1987
MOVED by Johnson, seconded by Stockman and motion carried unanimously to approve
the minutes of the Council/Manager meeting of July 14, 1987 as submitted.
Approval of City Council Minutes - July 7, 1987
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the minutes of the Regular Council meeting of July 7, 1987 as submitted.

Informal Public Hearing - Road Alignment - Colonial Drive (I-394)
Mayor Anderson introduced the agenda item.
Lowell Odland outlined the proposed road alignment and answered questions from
the Council.
In answer to a question concerning the subject Mr. Skare discussed the potential
issue of the City's liability if the realigned road is not reconstructed, based
upon the public safety consideration that the plan favored by the neighborhood
calls for a cul-de-sac dead-end, which would prohibit through traffic passage of
emergency vehicles on Colonial Drive, with possible weather and road condition
problems on the return trip out of the area in question.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Edward Chessen, 5031 Colonial Drive, he submitted a petition requesting the
Council leave the road as it is, and stated his concerns about the environmental
damage and feels with proper snow removal and sanding the road will cause no
problems in winter.
John Carney, 5100 Colonial Drive, doesn't want to loose property, feels the road
could be regraded and that may make some difference.
Donald Komro, 5010 Colonial Drive, likes the area because of its remoteness and
view, and asked what other options are available.
Randall Last, 5020 Colonial Drive, asked if Colonial Drive could be hooked up to
the outlet at the end of the Highway.
Carol Chessen, 5031 Colonial Drive, met with MnDOT and they stated the trees
would all be cut down, is concerned they will be in the middle of two drainage
. area.

Informal Public Hearing - Road Alignment - Colonial Drive (I-394) - Continued
Walter Ellingson, 5000 Colonial Drive, opposed to change because of environment
and visual reasons.
Richard Reilly, 5201 Colonial Drive, asked if the ponding area is going to be
built or if it is just proposed and thinks it would be tragic to tear the trees
down.
Fred Held, 5001 Colonial Drive, reviewed the history of the area.
Gloria Kanis, 5030 Colonial Drive, opposed to removal of the trees, keep area as
it is.
At the conclusion of the public discussion Councilmember Bakken stated that the
record of the meeting will reflect that the residents of the area indicated
their acceptance of the impact on the public safety question by wanting to
construct only the cul-de-sac leaving a dead end on Colonial Drive.
The Mayor closed the public hearing.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to request
MnDOT to proceed with the plans for I-394 and leave Colonial Drive as it is, with
the addition of a cul-de-sac at the east end.
Informal Public Hearing - Second Reading - Ordinance Amendment - Adoption of 1987
Minnesota State Building Code

on the table for second reading of the ordinance amendment herein entitled:
AN ORDINANCE AMENDING THE CITY CODE
(Amendment to the City Building Code)

The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Johnson, seconded by Stockman and motion carried unanimously to approve
on second reading the ordinance amendment herein quoted by title.
Designation of Building Official
MOVED by Thompson, seconded by Stockman and motion carried unanimously that
pursuant to Section 400:10 of the City Code for the City of Golden Valley,
Minnesota, as established by Ordinance Number 702 duly adopted on second reading
and effective as of the date of its publication as required by law, Lloyd Becker
be and he hereby is designated as the Building Official for the City of Golden
Valley to serve for an indefinite term hereafter and until his successor is duly
qualified and appointed.

Member Stockman introduced the following resolution and moved its adoption:

RESOLUTION SUSPENDING NO PARKING RESTRICTIONS ON KILLARNEY DRIVE
The motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and her signature attested by the Deputy

Mayor Anderson and Council Member Thompson updated the Council on the Planning
Commission meeting they attended on July 13, 1987.

Citizens Comments - Wayne Detuncq, Judy Horvick
Judy Horvick, 8200 23rd Avenue North, distributed and reviewed a letter requesting
the Council consider changing policies regarding parks and public facilities.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive
• and file the letter, dated July 21, 1987, and request that staff prepare a written
response for the Council.

Citizens Comments - Wayne Detuncq, Judy Horvick - Continued
• Mayor Anderson stated she had met with Wayne Detuncq, 1830 Glenwood Parkway, and
outlined his concerns which were: 1) neighbors in back had grass and tree clippings
which started on fire and would like to see the area cleaned up, 2) neighbor to
the north has partial gravel driveway and when it rains the gravel collects in
front of his driveway and he would like to see the driveway paved, and 3) he
would like to see the Ewald site cleaned up.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to request
staff to prepare a written response for the Council.
Mr. Detuncq arrived at the meeting and the Mayor informed him of the Council's
action.
Reset December 15 Council Meeting
MOVED by Stockman, seconded by Johnson and motion carried unaimously to reset
the December 15 meeting to December 8, 1987.
National League of Cities Conference
The Council was requested to inform the staff regarding their reservation for
the National League of Cities conference.

the proclamation supporting United Ways 1987 Community Campaigns.
Expansion of North Wirth Redevelopment District - Lund Use Study Highway 55
Corridor
Mayor Anderson introduced the agenda item.
MOVED by Thompson, seconded by Johnson and notion carried unanimously to request
the Planning Commission to review and comment on the current and future land use
in the expanded district and submit said comments to the HRA and HRA staff.
Mayor Anderson will write a letter to the Chair of the Planning Commission informing
him of the Council's actions.
