08-04-87 CC MinutesRegular Illeeti ng of the City Council August 4, 1987 • Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on August 4, 1987 at 6:35 PM. The following members were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: William Joynes, City Manager; Lowell Odland, Director of Public Works; Robert Skare, City Attorney (arrived 6:52 PM); and Judy Nally, Deputy City Clerk. Approval of Minutes - Judy 21, 1987 The minutes will be approved at the August 18, 1987 meeting. Approval of Agenda MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve the agenda of August 4, 1987 as submitted. Approval of Consent Agenda MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims . MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize the issuance of licenses #11529 to #11536. Taixcab Driver's License MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize the issuance of taxicab driver's licenses as recommended by staff. *Solicitor's License - Junior Careers MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the solicitor's license for Junior Careers. *Solicitor's License - Women Against Military Madness MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the solicitor's license for Women Against Military Maddness. I 0 11 Regular Meeting of the City Council *Minutes of Boards and Commissions August 4, 1987 MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the minutes received as follows: Civic Center Task Force - July 23, 1987 Planning Commission - July 27, 1987 *Call for Public Heari Midtown - 9/1/87 - Preliminar, Design Plan for Amendment to PUD #24 - MOVED by Thompson, seconded by Johnson and motion carried unanimously to call a public hearing to consider approval of the preliminary design plan amendment for PUD #24, Midtown for September 1, 1987. Informal Public Hearing - Parking Restrictions - South Side of T.H. 55 at Ottawa Avenue Lowell Odland introduced the agenda item. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Matt Carpenter, 4825 Olson Memorial Highway, concern over drinking, trash, vandalism, in favor of parking ban. Ken Graboe, 4901 Olson Memorial Highway, asked how the parking ban will be policed. The Mayor closed the public hearing. Menber Johnson introduced the following resolution and moved its adoption: RESOLUTION RESTRICTING PARKING ON THE SOUTH FRONTAGE ROAD OF T.H. 55 The motion for the adoption of the foregoing resolution was seconded by Member Thompson and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the Deputy City Clerk. See Resolution Book Page 0� Regular Meeting of the City Council August 4, 1987 Public Hearing - RSL 166 (Residential Street Lightinq) - Major Avenue • Lowell Odland presented the project. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Ann Carlson, 3317 Major Avenue North, opposed to installation, questioned if the installation will actually prohibit crime, feels it will detract from the area, likes the country look (no sidewalks or street lights). David Peterson, 3100 Major Avenue North, opposed to installation because of costs and does not like the "look" of the lights. The Mayor closed the public hearing. Member Stockman introduced the following resolution and moved its adoption: /��SC�UTiG/✓ /YG. � J- �� RESOLUTION ORDERING CONSTRUCTION OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS RSL 166 The motion for the adoption of the foregoing resolution was seconded by Member Thompson and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the Deputy City Clerk. See Resolution Book Page Request to Waive "Resident Only Parking" Restrictions on Circle Down William Joynes reviewed the ordinance regulations and answered questions from the Council. MOVED by Thompson, seconded by Johnson and motion carried unanimously to indicate the Council would agree to waive the $1.00 fee for the temporary parking permit but not the permit itself. *Letter from Edward Chesen Regarding Colonial Drive Road Alignment MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the letter from Edward Chesen, dated July 23, 1987, regarding Colonial Drive road alignment. *Thank You Letter from Golden Valley Babe Ruth League, Inc. L Regular Meeting of the City Council August 4, 1987 *Request by Women's Club for "Banner" Signage • MOVED by Thompson, seconded by Johnson and motion carried unanimously to grant permission to the Women's Club to install banners advertising their sale on September 17, 1987 for a one week period. Announcements of Meetings Mayor Anderson is attending the AMM Regional meeting on August 5 and asked the Council to inform her of any items they wanted to relay to the AMM. Mayor's Communications No action taken. Sidewalk Committee Recommendations Mayor Anderson introduced the agenda item. Lowell Odland answered questions about the sidewalk recommendations. MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the Sidewalk Committee Recommendations, dated June 30, 1987, and refer it to staff for implementation, with the understanding the Council will review the Committee's recommendations during consideration of the Capital Improvement Program, particularly Golden Valley Road near the City Hall. Civic Center Task Force Interim Report The Council held a discusson of the interim report options, costs, land use compatibility, moving of city buildings. The Council will continue the discussion at its August 18 meeting.
