09-06-88 CC MinutesRegular fleeting of the City Council September 6, 1988 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on September 6, 1988 at 6:30 P11. The following members were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: William Joynes, City Manager; Lowell Odland, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Deputy City Clerk. Approval of Minutes - August 16, 1988 MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive and file the minutes of the City Council meeting of August 16, 1988 as submitted. Helen DeAlwis, Proponent, was present to answer questions from the Council. Joan Russell, Planning Commission, stated the Commssion recommended approval of the Conditional Use Permit. The t1ayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no • one, the t1ayor closed the public hearing. Upon a roll call vote, the vote was as follows, subject to the following conditions: 1. The I1ontessori School/day care center be limited to 30 children. 2. The t1ontessori School/day care center be operated in the area shown on the building plans and site plan on file in the City of Golden Valley. 3. The Hontessori School/day care center receives all other necessary permits from the State and City of Golden Valley before operation begins. 4. Any failure to comply with one or more of the conditions of approval shall be grounds for revocation of the Conditional Use Permit. Hearing and seeing no one, the Mayor closed the public hearing. Upon a roll call vote, the vote was as follows, subject to the following conditions: 1. The site plan dated June, 1988 be made a part of the Conditional Use Permit. 2. Of the parking spaces indicated on the site plan, 10 of these spaces shall be designated for customers and the remainder for employee and display cars. Cars may be parked only in designated spaces as shown on the site plan. 3. The entire parking area shall be paved. Curb and gutter shall also be placed around the parking area. The work shall be completed by October 31, 1988. Avis shall submit a financial guarantee to the City based on the value of the work as determined by the City Engineer. 4. The property shall be landscaped as per City landscape standards. The landscaping shall be guaranteed for two growing seasons. 5. The outdoor lighting plan shall be reviewed and approved by the Director of Zoning and Community Services. Outdoor lighting shall be turned off during non -business hours except for security lighting as designed in the outdoor lighting plan. 6. No repair or maintenance work will be done on site other than car washing. 7. Any failure to comply with one or more of the conditions of approval shall • be grounds for revocation of the Conditional Use Permit. N Regular Meeting of the City Council Announcements of Meetin September 6, 1938 . Mayor Anderson and Council Members Bakken and Johnson will attend the LMC Regional meeting on September 12, 1988. The Council/Manager meeting will be held on Wednesday, September 14, 1988 following the Housing and Redevelopment Authority meeting in the City Manager's Conference Room. Mayor's Communications Mayor Anderson stated she had recieved a copy of the 1987 Annual Report from the Greater Minneapolis Food Bank if any Council Member wished to review it. Mayor Anderson stated she and Lowell Odland had met with residents who are concerned over the lack of water in the ponds in the area of Hampshire and Western Avenue. Lowell Odland will prepare a memo outlining possible options the Council can consider. VFW Donation to Fire Department Dean Mooney, Director of Public Safety; Robert Hennessey, Fire Chief; and Jim Murphy, Assistant Fire Chief; and members of the Fire Department were present to recognize the VFW for their donation of $13,300 to the Fire Department for the purchase of rescue and fire prevention education equipment. Fire Chief Hennessey appointed VFW Commander Vern Erickson as Honorary Fire Chief.
