June 20, 1989
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, tlinnesota vras held at 8200 Wayzata
Boulevard in said City on June 20, 1989 at 6:30 PP�1.
The following rnembers were present: Anderson, Johnson, Stockman and Thompson;
and the following was absent: Bakken. Also present we re: William Joynes, City
Manager; Lowell Odland, Director of Public Works; Allen Barnard, City Attorney;
and Judy Nally, Deputy City Clerk.
Approval of Mi nutes - June 13, 1989
The minutes will be approved at the next meeting.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the agenda of June 20, 1989 as submitted.
Approval of Consent Agenda
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*), except removal

public hearing to consider approval of the preliminary design plan and general
plan for PUD #55, Amendment #1, Public Storage, Inc. for July 11, 1989.

Amendment #3 - Pondwood Office Park - 8/1/89
After reviewing their vacation schedules it was determined that all Council
Members would be available for the August 1, 1989 meeting.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to call a
public hearing to consider approval of the preliminary design plan for PUD #28,
Amendment #3, Pondwood Office Park for August 1, 1989.

approve for discussion purposes the following ordinance, subject to the
following conditions:

AN ORDINANCE AMENDING THE CITY CODE
(Conditional Use Permit to Allow an Oil
Facility in a Commercial Zoning District)

1. Site layout shall be as indicated on the site plan dated April 10, 1989 and
filed in the City Planning Office, except that signage must be approved by
the City's Zoning and Inspections Department, and any necessary variances
must be granted by the Board of Zoning Appeals.
2. Landscaping on the site shall be as indicated on the landscaping plan dated
April 10, 1989, except for changes requi red by the Buil di ng Board of Revi ew.

3. To the extent possible, employee parking shall be limited to the row of
stalls at the east end of the site. The three parallel parking spaces on
the south side of the site shall be used primarily by customers who for some
reason need to leave their cars rather than waiting in the stacking area.
4. Exterior lighting on the site shall be hooded so as to prevent spillage onto
adjacent lots, and shall be limited to security levels when the business is
closed for the night.
5. The business shall conform to all other City and State requirements.
6. Failure to comply with any of the terms of this permit shall grounds for its
revocation.

Williar� Joynes stated the proponent requested the Council delay action on this
item until July 11, 1989 when a full Council will be in attendance.
The h1ayor opened the meeting for public input and pe rsons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Thompson, seconded by Stockman and r�otion carried unanimously to continue
the public hearing regardi ng the mi nor subdivi sion at 309 Meander Road to July
11, 1989 at 7:00 PM.

1. No more than three boats that are being serviced for engine or electrical
repairs may be parked on the site as shown on the site plan on file with the
City of Golden Valley. The repair of boats shall be limited to April 1 to
Novmeber 1 of each year.
2. No boat parked for engine or electrical repairs shall be larger than 22 feet
long (no included trailer).
3. No boats on their respective trailers shall be higher than 12 feet above the
ground.
4. No boats shall display a "for sale" sign.
5. No repairs shall be made outside and only the southernmost bay of the station
shall be used for marine engine repair.
6. Any failure to comply with one or more of the conditions shall be grounds
for revocation of the conditional use permit.

use permit for 1900 Douglas Drive to August 1, 1989. Council Member Stockman
voted no.

�Alcoholic Beverages Licensing and Regulations
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
for discussion purposes the following ordinance:
ORDINANCE 22, 2ND SERIES
AN ORDINANCE AMENDING THE CITY CODE
(Amendments Respecting Alcoholic Beverages Licensing and Regulations)
William Joynes stated the amendments are needed to bring our ordinances into
compliance with laws passed this legislative session. He requested the Council
consider first and second consideration because some changes are effective prior
to the July 4th holiday.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.

shelter and Univ�rsal International , Inc. , dated June 9, 1989, to serve beer on
June 28, 1989 from 5:00 PM until dusk at the large shelter at Brookvi ew Park.

MOVED by Stockman, seconded by Thompson and motion carried unanimously to purchase
600 feet of 1" ID SRECO brand heavy duty sewer cleaning hose from Flexible Pipe
Tool Company for $1 ,350.00.
*Quotes - Driving Range Lighting
MOVED by Stockman, seconded by Thompson and motion carried unanimously to relocate
the existing lights from the south sid� of the driving range to the north side
of the range from the lowest responsible bidder, Sherwood Electric. The quotes
were as follows :

*Quotes - Brookview Park Master Plan and Pond Improvement
MOVED by Stockman, seconded by Thompson and motion ca rried unanimously to authorize
the hiring of Brauer and Associates to prepare a master plan for the Brookview
Recreation Area for $6,350.00 and pond improvements on the north end of the park
for $5,525.00. Brauer and Associates were hired because they provided pond
improvement services in 1987 and to insure an orderly plan for future improvements
to Brookvi ew Park.
Bids - Remodeling Driving Range
William Joynes recommended the Council reject the bids, delay action on the
project and use the funds to renovate the Brookview Clubhouse.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to reject
all bids fo r Brookview driving range improveme nts because of the high bids, and
to revi ew the project for rebiddi ng at a future date.
Announcements of Meeti n�s
Mayor Anderson updated the Council on the Hennepin County Recycling Task Force
Meetings. P�ayor Anderson and staff will be meeting with other cities to discuss
recycling issues.
Bill Zimmerman, Valley Day Committee, was present to review activities scheduled
for the Valley Days Celebration.
Mayor's Communications
No action taken.
Regional Transit Board Appointrnent
MIOVED by Johnson, seconded by Thompson and motion carried unanimously to request
Mayor Pro Tem Stockman sign a letter on behalf of the Council in support of Mayor
Ande rson's nomination for appointment to the Regional Transit Board.
