September 19, 1989
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 8200 6dayzata
Boulevard in said City on September 19, 1989 at 6:30 PM.
The following mernbers were present: Anderson, Bakken, Johnson, Stockman and
Thompson. Also present were: �Jilliam Joynes, City Manager; Lowell Odland,
Qirector of Public Works; Allen Barnard, City Attorney; and Judy Nally, Deputy
City Clerk.
Approval of Agenda
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the agenda of September 19, 1989 as submitted.

Informal Public Hearing - No Parking Request - Glenwood Avenue at Turner's
C ros sroad
Lowell Odland introduced the agenda item.
The r�1ayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express thei r vi ews thereon.
Marilyn Olson, Principal , P1eadowbrook School , stated they are concerned over the
proposed parking restrictions because it will interfere with the dropping off
and picking up of children for their day care, kindergarten and school programs.
She stated school enrollment has increased and they are having parking problems
but the school district plans to upgrade the parking lot next year.
June Sirney, 130 Nevada Avenue South, confirmed the peak times for dropping off
of children is in the morning, lunch and after school . She stated sor�e people
have to park in the clinic area to drop off their children.
The hlayor closed the public hearing.
MOVED by Johnson, seconded by Bakken and motion carried unanimously to refer the
item to staff to work with the School District to solve the parking situation at
the school and report back to the Council for action.

Thursday, and 11:00 A.P�1. to 1:00 A.M. , Friday and Saturday.
3. The two dedicated patron parking spaces shall be clearly marked with the
appropriate restrictions, and patrons shall not be allowed to "double-park"
in the aisle off the front parking lot; if such a probler� becomes noti-
ceable, employees shall advise patrons that they must use the rear parking

4. Delivery vehicles shall be restricted to the real parking lot, with the

1. No rr�re than three boats that are being serviced for engine or electrical
repairs may be aarked on the site as shown on the site plan on file with the
City of Golden Valley. The repair of boats shall be limited to April 1 to
Novmeber 1 of each year.
2. No boat parked for engine or electrical repairs shall be larger than 22 feet
long (no included trailer).
3. No boats on their respective trailers shall be higher than 12 feet above the
ground.
4. No boats shall display a "for sale" sign.
5. No repairs shall be made outside and only the southernmost bay of the station
shall be used for marine engine repair.
6. Any failure to comply with one or more of the conditions shall be grounds
for revocation of the conditional use perrnit.

The Council has been invited to the League of Women Voters meeting on December
12, 1989 at the Brookview Community Center.
Human Rights Commission - Proposal for Group Homes Seminar - 6:30 PP�
MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive
and file the Proposal for Seminar on Group Nomes, dated August 31, 1989, and
consider the proposal when members of the Commission are present to review the
proposal with Council .
Appointments to Housing Task Force
MOVED by Thor�pson, seconded by Johnson and motion carried unanimously to appoint
the following to the Housing Task Force: Ptary Hepokoski , Emilie Johnson, Fred
Aldrich, and Alexander Azemove.

Council 's action. Council ��ember Thompson will talk to staff regarding the
