October 3, 1989
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, h1innesota was held at 8200 Wayzata
Boulevard in said City on October 3, 1989 at 6:30 PM.
The following rnembers were present: Anderson, Bakken, Johnson, Stockman and
Thompson. Also present were: William Joynes, City P1anager; Lowell Odland,
Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Deputy
City Clerk.
Approval of Agenda
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the agenda of October 3, 1989 as submitted.
Approval of Consent Agenda
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*), except removal of
Organizational Item - Gambling License Renewal - Animal Numane Society of
Hennepin County and Departmental Item - Recall Public Hearing - Street Vacation -
Indiana Avenue - 11/8/89

MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize
payment of the bi 1 ls as submi tted.
*Licenses
MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize
the issuance of license #12825 to #12826 and #6099 to #6100.
*Taxicab Drive r's Licenses
P10VED by Stockman, seconded by Thompson and motion carried unanimously to approve
the taxicab driver's licenses as recommended by staff.
Gambling License Renewal Application and 4Jaiver of Disapproval Period - Animal
Humane Society of Hennepin County
Mayor Anderson stated the Numane Society has requested the Council waive the 60
day disapproval period so they can hold a raffle.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive
and file the gambling license renewal application and approve the waiver of the
disapproval period for the Animal Humane Society of Hennepin County.
*Solicitor's License - Citizens for A Better Environment
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the solicitor's license for Citizens for A Better Environment.

and file the 1989 Summer Park Program Report.
Public Nearing - SPecial Assessments - Resolution Adopting and Confirming
Assessments
Lowell Odland outlined the projects assessed in 1989.
The �tayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Playor closed the public hearing.
Plember Johnson introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING AND CONFIRMING ASSESSP1ENTS
FOR VARIOUS PUBLIC IMPROUEMENTS
The motion for the adoption of the foregoing resolution was seconded by Member
Thor�pson and upon a vote being taken thereon, the following voted in favor
thereof: Anderson, gakken, Johnson, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was decla red duly
passed and adopted, signed by the Playor and her signature attested by the Deputy
City Clerk.

MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive,
file and approve the following request: General �1ills, Inc. (Yoplait), dated
September 19, 1989, to serve champagne on October 7, 1989, from 11:00 AM to 4:00
PM at the large shelt er at Brookview Park.
*Authorization for Inter-Fund Loan for Park and Vehicle Maintenance Buildings
Mernber Stockman introduced the following resolution and r�oved its adoption:

the hiring of Dar�on Farber Associates to provide landscape architect and
construction observation services for the Civic Center Block for an amount not
to exceed $20,000.
*Authorization to Sicln Amendment to Project Air A�reement
MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize
the h1ayor and ��anager to sign the Amendment to Project Ai r Agreement for the
Energy Program.

William Joynes stated that staff is negotiating with the property owners and
recommended calling the public hearing at a later date.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to delete
the item until the project is ready to proceed.
*Bids - Brookview Golf Course Outdoor Fencing
h10VED by Stockman, seconded by Thompson and motion carried unanimously to award
the bid for the installation of cyclone style fencing along the westerly portion
of Nole #3 and Boone Avenue, and minor fencing next to Golf Maintenance Shop
f rom the lowest responsible bidde r, Fenco, Inc. fo r $20,645.00. The bids were
as follows:

Gearty and Lion's Club Parks from the lowest resoonsible bidder, Ryan Roofing
for $10,150.00. The quotes were as follows:

Mayor's Communications
�9ayor Anderson stated she received a letter from School District Board P�ember
Pat Neils requesting to appear before the Council to update the Council on the
uocoming school referendum. P�ayor Anderson will try and schedule her for the
October 17, 1989 Council Meeting.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to proclaim
October 15 - 21, 1989 as National Business Women's t�leek.
Mayor Anderson wi 11 di stribute copi es of the Celebrate ��1i nnesota i nformation she
received. An Open House for the remodeled city hall was suggested as an activity
which could be held in conjunction with the Celebrate Minnesota program.
Regi stration for LMC Policy Adoption R�eeting
Council �lembers Bakken and Johnson plan on attending the LMC Policy Ado�tion
Pleeting on November 16, 1989 at the Hotel Sofitel .
Appointment to Flousing Task Force and Distribution of Certificates of Appointment
Mayor Anderson presented Certificates of Appointments to the members of the
Housing Task Force. Council P�lember Thompson stated staff will be sending them
i nformation for the fi rst meeting.
Human Rights Comr�ission - Proposal for Group Homes Seminar
Gene Sylvestre, Human Rights Commission Consultant, reviewed the proposal for
the Group Homes Seminar.
MOVED by Stockman, seconded by Johnson and motion carried unanimously to support
the proposal for a Group Homes Semi nar, request the Conmi ssion proceed with the
planning and bring back the final proposal to the Council for their review.

Human Rights Commission
Mayor Anderson stated received a letter from the HRC Chair regarding Fair
Housing Amendments Act of 1988.
MOVED by Bakken, seconded by Thompson and riotion carried unanimously to receive
and file the letter from Edward Hara, dated September 28, 1989 regarding the
Fair Housing Amendments Act of 1989 and refer the letter to the Attorney for his
review and request the Attorney to update the Council .
