City Council
February 20, 1990
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 8200 Wayzata
Boulevard in said City on February 20, 1990 at 6:30 PM.
The following members were present: Anderson, Bakken, Johnson, Stockman and
Thompson. Also present were: William Joynes, City Manager; Lowell Odland,
Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Deputy
City Clerk.
Approval of Agenda
MOVED by Thompson, seconded by Bakken and motion carried unanimously to approve
the agenda of February 20, 1990 as submitted.
Approval of Consent Agenda
MOVED by Bakken, seconded by Johnson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*).
*Bills and Claims
MOVED by Bakken, seconded by Johnson and r�otion carried unanimously to authorize
payment of the bills as submitted.
*Licenses
MOVED by Bakken, seconded by Johnson and motion carried unanimously to autho rize
the issuance of license #12918 to #12921 and #6116.
*Taxicab Driver Licenses
MOVED by Bakken, seconded by Johnson and motion carried unanimously to approve
the taxicab driver licenses as recommended by staff.

1989 Public Safety Awards: Police Officer of the Year - Rodney Dehmer;
Firefighter of the Year - Eric Sherman; Stephen J. Mickus Community Service
Award - Barbara Nafstad; and Departmental Commendations - Robert Shellum, David
Larson, Amy Jones, Janna MacFarland and Dennis Arons
Mayor Anderson welcomed the families, friends and staff to the award presentation.
Dean Mooney, Di rector of Public Safety, introduced Christa P1eyer, Golden Val ley
Rotary Club, Co-sponsor of the Awards.
Robert Shellum, Captain, presented the departmental commendations to Dennis Arons,
David Larson, Amy Jones and Janna MacFarland (out of town).
Dean Mooney presented a departmental commendation to Robert Shellum and the
Community Service Award to Barbara Nafstad.
Roger Johnson, Captain and Gary Quarnstrom, Sergeant, presented the Police
Officer of the Year Award to Rodney Dehmer.
Dean Mooney, Director of Public Safety, presented the Fire Fighter of the Year
Award to Eric Sherman.
The Council expresssed their appreciation to the recipients and their families
for their dedication.

MOVED by Bakken, seconded by Johnson and motion carried unanimously to grant the
following requests for 20' inflatable balloon displays - Crown Shoes Store, 7820
Olson P1emorial Highway, March 1 - 8, 1990 and Schlotzky's Sandwich Shop, 5320
Wayzata Boulevard for February 26 - March 2, 1990.
*Authorization to Hire Vicom for Phone Systern Renovations at Remodeled City Hall
P10VED by Bakken, seconded by Johnson and motion carried unanimously to authorize
the hiring of Vicom to provide additional phone locations at remodeled city hall
for $5,840.00.
*Authorization to Hire Consultant to Design Golf Course Greens
MOVED by Bakken, seconded by Johnson and motion carried unanimously to authorize
the hiring of Herfort, Inc. , golf course architect, to provide design work on
the second and fourth greens for $6,700.00.
*Authorization to Si n Contract with Home Free Shelter for pomestic Assault
ntervention Project
MOVED by Bakken, seconded by Johnson and motion carried unanimously to authorize
the Playor and City Manager to sign the agreernent with Home Free Shelter for the
Domestic Assault Intervention Project for 1990.

one new 1990 Ford Aerostar Cargo Van fran the lowest responsible bidder, Southdale
Ford for $11,989.00. The quotes were as follows:

MOVED by Bakken, seconded by Johnson and motion carried unanimously to purchase
a plasma cutter for the maintenance shop from the lowest responsible bidder,
Gopher Welding for $2,160.00. The quotes were as follows:

MOVED by Bakken, seconded by Johnson and motion carried unanimously to purchase

Conway Fire and Safety for a total of $6,600.00. The quotes were as follows:

MOVED by Bakken, seconded by Johnson and motion carried unanimously to purchase
two used Chevrolet Lumina Sedans for the Zoning and Inspections and Utility
Departments, from the lowest responsible bidder, Walser Chevrolet for $20,400.00.

MOVED by Bakken, seconded by Johnson and r�otion carried unanimously to purchase
an out front rotary mower to mow roughs around greens and tees from the lowest
responsible bidder, Polfus Impler�ent Inc. for $7,737.00. The quotes were as
follows:

*Bids - Purchase and Installation of Council Chamber Cable Equipr�ent
MOVED by Bakken, seconded by Johnson and motion carried unanimously to award the
bid for the purchase and installation of cable equipment in the Council Chambers
for $136,838.98, plus accept alternate #3 to upgrade the VCR for an additional
$6,095.00 from the only bidder, Vaughn Communications for a total of $142,933.
Sergeant's Contract
William Joynes introduced the agenda itern.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the changes and authorize the City Manager to draft the 1990 Sergeant's contract.
Announcements of Meetings
A Legislative Breakfast is scheduled for February 24, 1990 at 8:00 AM at Crystal

Set Date for Executive Session - Malik Lawsuit
Allen Barnard introduced the agenda item.
The Council set March 13, 1990 at 5:30 PP1 at the Brookview Community Center for
the executive session regarding the tlalik lawsuit.
Mayor's Communications
Mayor Anderson stated she had received notice the Waste Control Commission will
be holding budget meetings on Plarch 12 at 7:30 AP� at the Sheraton Northwest and
March 14 at 7:30 AM at the Radisson South.
The City of Robbinsdale will be Capital for a Day on February 23, 1990.
Appointment to Highway 100 Advisory Committee
Council Member Bakken introduced the agenda item.

the following people to the Nighway 100 Advisory Committee: Roger Becklund, Jim
Vanderlinden, and Joe Boisclair.

Mayor Anderson and Council Member Johnson will attend the State of the Region
