06-19-90 CC Minutes neyuiar i�ieet7ng of the City Council June 19, 1990 Pursuant to due call and notice thereof a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on June 19, 1990 at 6:30 PM1. Approval of Minutes: City Council - June 5, 1990 P10VED by Johnson, seconded by Stockman and motion carried unanimously to approve the City Council minutes of June 5, 1990 as amended: Public Hearing - Second Consideration - Ordinance #40 - Rezoning to Business and Professional Offices - 6155 St. Croix Avenue - Amend Johnson vote to no. Approval of Agenda MOVED by Bakken, seconded by Stockman and motion carried unanimously to approve the agenda of June 19, 1990 as amended: Addition of Communications and Petitions Letter from Jim and Karen Oman Regarding Street Closures on Sumter Avenue and Petition Regarding Construction Projects on Woodstock and Clover Leaf Drive; and Departmental Item - Request to Serve Beer and/or Wine at Brookview Park from Honeywell (P1ilitary Avionics Division) ; and Mayor and Council Item - Update on Human Rights Commission Proposals. On Sale, Sunday Sale Liquor License Renewals William Joynes introduced the agenda item. MOVED by Stockman, seconded by Thor�pson and motion carried unanimously to authorize the renewal of the liquor license for Pearl City, Inc. d/b/a Pearl Garden Restaurant. P�OVED by Johnson, seconded by Thompson and motion carried unanimously to approve the solicitor's license for Junior Careers, Inc. Waiver of License Fees - Vallev Days William Joynes introduced the agenda item. MOVED by Johnson, seconded b Bakken and motion carried unanimouslx to waive the license fees for vendors par�icipating in the Valley Days celebrat�on. Fireworks Display - Valley Days William Joynes introduced the agenda item. MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the issuance of a permit for a fireworks display to be held on June 23, 1990 at Brookview Park. Temporary Beer License - Optimist Club - Valley Days William Joynes introduced the agenda item. MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the issuance of a temporary license to the Optimist Club of Golden Valley to serve beer during the Valley Days Celebration to be held June 21 - 23, 1990. *Minutes of Board and Commissions MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive and file the minutes received as follows: Housing Task Force - May 21, 1990 Civil Service Co�mission - February 5 and June 4, 1990 Building Board of Review - June 4, 1990 Planning Commission - June 11, 1990 Black History Month Committee - June 14, 1990 Public Hearing - Street Closures - Sumter and Rhode Island Avenues at I-394 The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Paul t�cEnroe, 815 Sumter Avenue South, petitioner, thanked the council for temporarily closing Sumter Avenue and reviewed the requests outlined in the petition. Glenn Brown, 611 Sumter Avenue South, opposed to closing Su�ter Avenue permanently, feels the installation of a flashing light on Laurel and posting of a speed limit of 20 MPH would help. Regular Meeting of the City Council June 19, 1990 Page 3 Public Hearing - Street Closures - Sumter and Rhode Island Avenues at I-394 - Continued Kevin Berger Yates, 723 Sumter Avenue South, in favor of closing Sumter permanently and installing a cul -de-sac and feels a stop light on Sumter and Laurel will help the speeding of traffic. Dan Helicher, 7600 Wayzata Boulevard, feels Rhode Island should be left open. Karen Oman, 843 Sumter Avenue South, feels cul -de-sac is the only solution to problems on Sumter. Richard Proman, 7600 6Jayzata Boulevard, Frederick Sherry, opposed to closure on Rhode Island. Bruce tloss, 7600 Wayzata Boulevard, Frederick Sherry, opposed to closing Rhode Island Avenue South. Lyle Larsen, 830 Rhode Island Avenue South, keep Rhode Island Avenue South open to I-394 but approves of cul -de-sac on Sumter. The P�ayor closed the public hearing. MOVED by Thompson, seconded by Stockman and motion carried unanimously to close the access to I-394 at Sumter Avenue South, and form a Council Subcommittee (Playor Anderson and Council Member Bakken) to work with residents in the neighborhood to find short and long term solutions to the traffic problems in the area. Letter from �1r. and Mrs. Albin Winkels Regarding Street Closures on Sumter Avenue The Council considered the letter from P1r. and P�rs. Albin Winkels, dated June 14, 1990, regarding closing of Sumter Avenue South at I-394 during the public hearing. Regular Meeting of the City Council June 19, 1990 Page 4 Petition Regarding Construction Projects on Woodstock Avenue Mayor Anderson introduced the agenda item. The ��ayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Helen Ekman, 440 Clover Leaf Drive, petitioner, asked the Council to consider scraping the project and/or not to cut the trees down. Plarie Shaw Wolpert, 500 Lilac Drive North, asked the Council not to cut the trees down and feels the trees provide privacy for the neighborhood and resale value for the property. The Mayor closed the public hearing. Regular Meeting of the City Council June 19, 1990 Page 5 Request by Flower City for Patio Furniture/Silk Flower Sale Council Member Stockman stated the applicant has requested the sale dates from Thursday, June 28 to July l. P10VED by Johnson, seconded by Thompson and motion carried unanimously to grant the request submitted by Flower City to hold a patio furniture/silk flower sale on the property west of the Red Lobster restaurant on June 28 - July 1, 1990, subject to the conditions outlined in the Director of Zoning and Community Services memo dated June 18, 1990. *Receipt of Lock-up Inspection Report from Hennepin County Sheriff MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive and file the Lock-up Inspection Report from Hennepin County Sheriff, dated P�ay 21, 1990. Timeframe for Retreat Follow-Up Items P�OVED by Thompson, seconded by Stockman and motion carried unanimously to receive and file the memo from the City Manager, dated June 18, 1990 and request the Council review the list and report back any comments and/or suggestions. Announce�ents of Meetings The Council will hold a special �eeting on June 20, 1990 at 4:30 PM in the Council Conference Room to discuss the information from A1 Pint, P1nDOT regarding the pedestrian bridge over I-394. Bassett Creek Water Management Commission Update Ed Silberman, BCWMC updated the Council on the Commission 's current activities and proposed projects as outlined in the Bassett Creek Plan. Ken Hedberg, 5125 Minnaqua Avenue, stated he is concerned over the flooding of homes in the area and requested the Council review the area and provide possible solutions. Stuart Bear, 5120 Minnaqua Avenue, concerned over the flooding of his property and requested the council take some action to help the residents. Playor Anderson will set up a meeting with Mr. Hedberg and Mr. Bear, the City Engineer and Len Kremer, Barr Engineering to discuss the possible solutions. Regular �1eeting of the City Council June 19, 1990 Page 6 Update on Human Riqhts Commission Proposals Council �lember Stockman updated the Council on the meeting he had with Gene Sylvestre regarding the Group Homes Meeting and the HRC informational brochure. Council Member Johnson and Stockman will review the information from the HRC regarding the brochure and report back to the Council . Gene Sylvestre is going to meet with members of the HRC regarding the group homes meeting and will report back to the Council .
