07-17-90 CC Minutes Regular P1eeting of the City Council July 17, 1990 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on July 17, 1990 at 6:30 PP•1. The following members were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: William Joynes, City Planager; Lowell Odland, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Agenda MOVED by Johnson, seconded by Stockman and motion carried unanimously to approve the agenda of July 17, 1990 as amended: Addition of Comr�unication and Petitions - Letter from Tyrol Hills Association Regarding Pedestrian Bridge. Approval of Consent Agenda MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Stockman, seconded by Thor�pson and motion carried unanimously to authorize payment of the bids as submitted. *Licenses MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the issuance of license #13428 to #13434 and #6202. *Minutes of Board and Commissions MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive and file the minutes received as follows: Housing Task Force - June 18, 1990 Black History Month Committee - July 12, 1990 *June, 1990 General Fund Budget Report MOVED by Stockman, seconded by Thompson and r�otion carried unanimously to receive and file the June, 1990 General Fund Budget Report. *Requests to Serve Beer and/or Wine at Brookview Park MOVED by Stockman, seconded by Thompson and motion carried unanir�ously to receive, file and approve the following requests to serve beer and/or wine at Brookview Park: Andcor Companies, Inc. , dated July 6, 1990 to serve beer and wine at the large shelter on July 31, 1990 from 2:00 PM until 7:00 Pf�l and Clark Engineering Company, dated July 10, 1990 to serve beer and wine at the small shelter on August 11, 1990 from 11:00 AP� until 4:00 Pt1. Regular Meeting of the City Council July 17, 1990 Page 2 *Call for Informal Public Hearin - Sto Si n Re uest - A uila Avenue North and ose Manor - P�OVED by Stockman, seconded by Thompson and motion carried unanimously to call for an informal public hearing to consider the installation of a stop sign at Aquila Avenue P�orth and Rose Planor for August 7, 1990. *Authorizing MSA Funds for rledicine Lake Road Project Member Stockman introduced the following resolution and moved its adoption: RESOLUTION 90-43 RESOLUTION AUTHORIZING MSA FUNDS AT P1EDICINE LAKE ROAD - The motion for the adoption of the foregoing resolution was seconded by tlember Thompson and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Bakken, Johnson, Stockman and Thompson; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Letter from Tyrol Hills Association Regarding Pedestrian Bridge P�ayor Anderson reviewed the background regarding the pedestrian bridge. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Bob Provost, 1429 Tyrol Trail , read a prepared statement which requested the Council to call another public hearing to discuss the bridge and reconsider its decision to build the pedestrian bridge. The t1ayor closed the public hearing. Allan Barnard reviewed the procedure the Council could take if it reconsiders the installation of the pedestrian bridge. MOVED by Thompson, seconded by Johnson and �otion carried to call a public hearing to consider the installation of a pedestrian bridge across I-394 for August 14, 1990 at 7:00 Pr1. Council Member Bakken voted no. *Quotes - City Hall Roof Repair MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the hiring of Ryan Roofing Co. to re-roof the city hall building at a cost of $64,000.00. Curbside Brush Pick Up Progra� and City-wide Brush Removal - Quotes William Joynes introduced the agenda item. MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize the hiring of Tim's Tree Service to remove brush city-wide. Regular Meeting of the City Council July 17, 1990 Page 3 *Bids - 90 SI 7 MOVED by Stockman, seconded by Tho�pson and motion carried unanimously to award the bid for 90 SI 7 (Street Improvement - P1eadow Lane at T.H. 55) from the lowest responsible bidder, Alber Construction for $148,203.90. The bids were as follows: Alber Construction $148,203.90 Driveway Design 152,033.00 Hardrives, Inc. 167,865.80 Announcements of Meetings Mayor Anderson and Council Member Bakken will meet with staff regarding I-394 neighborhoods. Staff will notify the Council h1embers of the �eeting date. P�ayor Anderson, Council Member Stockman and staff will meet on July 24, 1990 regarding development and housing issues. Council Member Bakken updated the Council on the AMM Regional meeting. P�ayor's Communications No action taken. Appointment to Building Board of Review Mayor Anderson introduced the agenda item.
