11-20-90 CC Minutes Regul ar h1eeti ng of the City Council Plovember 20, 1990 � Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, ��innesota was held at 7800 Golden Valley Road in said City on November 20, 1990 at 6:30 PP1. The following mer�bers were present: Anderson, Bakken, Johnson, Stockman and Thompson. Also present were: William Joynes, City Planager; Lowell Odland, Director of Public tJorks; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Agenda MOVED by Thor�pson, seconded by Johnson and motion carried unanimously to approve the agenda of November 20, 1990 as amended: Addition of Communications and Petitions: Letter from Peggy Leppik Regarding Resignation from Planning Commission; and Playor and Council Item: West Suburban �lediation Center Update and Request for Installation of Stop Sign at Winsdale and Quebec. Approval of Consent Agenda MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize payment of the bills as submitted. *Licenses �10VED by Johnson, seconded by Thompson and motion carried unanimously to authorize the issuance of license #13459 to #13470. *P�inutes of Board and Comr�issions MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive and file the minutes received as follows: Bassett Creek Water Management Cor�mission - October 11, 1990 Public Hearing - 1991 Budget William Joynes outlined the proposed budget. Don Taylor, Finance Director, was present to answer questions from the Council and public. The P4ayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Glen Brown, 611 Sumter Avenue South, stated that property values in the State have gone down and asked if the property taxes will also go down. Leonard Ness, 7410 Ridgeway Road, asked if the property taxes are based on the assessed value or market value. Regular Meeting of the City Council November 20, 1990 Page 2 � Public Hearing - 1991 Budget - Continued Alvin Ostrow, 2400 Winfield, asked when the Council uses the reserve fund to lower the taxes the residents would pay. Wanda Smith, 717 Westwood Drive South, questioned what the tax increase was for and stated that people are being taxed out of their homes, that pensions have not increased as much as taxes have. The Playor closed the public hearing. The t1ayor thanked the residents for coming and stated that the official action of formalizing the 1991 Budget will be held at the reconvened public hearing which will be held on December 11, 1990 at 7:30 PP4. Public Hearing - Second Consideration - Ordinance #51 - Conditional Use Permit 830 Boone Avenue North The following ordinance was MOVED by Stockman, seconded by Johnson: ORDINANCE #51, 2ND SERIES AN ORDINANCE AMENDING THE CITY CODE Approval of Conditional Use Permit No. 49, to Allow a Truck/Van Terminal in a Light Industrial Zoning District 830 Boone Avenue North Airborne Express, Applicant The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. Upon a roll call vote, the vote was as follows: ANDERSON - YES BAKKEN - YES JOHNSON - YES STOCKPIAN - YES THOMPSON - YES Letter from Peqgy Leppik Reqardinq Resiqnation from the Planning Commission Mayor Anderson stated she had received a resignation letter from Peggy Leppik. P10VED by Johnson, seconded by Stockman and motion carried unanimously to receive and file the letter from Peggy Leppik regarding her resignation from the Planning Commission and request the P4ayor send her a letter of appreciation in recognition of her service to the community. *Request for Inflatable Balloon for pown in the Valley MOVED by Johnson, seconded by Thompson and motion carried unanimously to grant permission to Down in the Valley to install a 30' inflatable Godzilla at their store located at 8020 Olson Memorial Highway from December 5 to 9, 1990. Regular Meeting of the City Council November 20, 1990 Page 3 *October, 1990 General Fund Bud et Report P10VED by Johnson, seconded by Thompson and motion carried unani�ously to receive and file the October, 1990 General Fund Budget Report. � *Call for Public Hearin - Ordinance A�endment - On-Sale 6�Jine Licensin and Regulation - December 11, 1990 F10VED by Johnson, seconded by Thompson and motion carried unanimously to call for an informal public hearing to consider an ordinance amendment regarding On-Sale Wine licensing and regulations for December 11, 1990. Announcements of Meetin s The League of Women Voter's Dinner will be held on December 11, 1990. A meeting between the cities of Golden Valley and St. Louis Park will be held on January 9 or 10, 1991 in the Government Center to discuss the I-394 corridor. The Playor will extend the invitation to St. Louis Park. The Council discussed the Planning Commission vacancy and will review the applications on file and received and will interview any candidates after the first of January 1991. The Council was asked to submit the name of another resident from the South Tyrol Area to be on the I-394 Landscape Committee. Mayor Anderson and staff will meet with residents of Natchez Avenue regarding the Do Not Enter Sign on November 30, 1990 at 9:00 AM at the Government Center. Mayor Anderson updated the Council on the "Just for Kids" meeting she attended and will update the Council as meetings proceed. Mayor's Communications No action taken. Appointments to Human Rights Commission The Council will discuss the Human Rights Commission between the HRA meeting and City Council �leeting on December 11, 1990. A�piontments to Outdoor Pool Task Force The Mayor introduced the agenda item and reviewed the background of the candidates who applied for the the openings. MOVED by Stockman, seconded by Bakken and motion carried unanimously to appoint the following to the Outdoor Pool Task Force: A1 Anderegg, George P�urad, Dede Scanlon, Kathy Gottsacker, Charles Cahill , Plichael Mauren, Marti P9icks and Linda Farnha�. The �layor will interview the other candidates who applied and will report back to the Council . Regular Meeting of the City Council November 20, 1990 Page 4 West Suburban Plediation Center Update Sue Nelson from the Plediation Center updated the Council on the center's activities and the Golden Valley cases they have handled and answered questions from the Council . Request for Installation of Stop Sign at Winsdale and Quebec MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive and file and refer to staff the request for installation of a stop sign at Winsdale and Quebec and request staff to make a reco�mendation to the Council for action.
