07-02-91 City Council MinutesRegular Meeting of the City Council July 2, 1991 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on July 2, 1991 at 6:30 PM. The following members were present: Bakken, Johnson, Russell, Stockman and Thompson. Also present were: William Joynes, City Manager; Lowell Odland, Director of Public Works; Robert Meller, Acting City Attorney; and Patricia Butler, Administrative Secretary. Approval of Minutes: City Council Meeting - June 25, 1991 MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file the City Council minutes of June 25, 1991 as submitted. Approval of Aqenda MOVED by Thompson, seconded by Stockman and motion carried unanimously to approve the agenda of July 2, 1991 as amended: Addition of Departmental Item - Requests for Beer and/or Wine at Brookview Park - add request from General Mills; and Addition of Mayor/Council Item - Valley Square/Winnetka Avenue. Approval of Consent Agenda MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*), adding Departmental Item - Request for Beer and/or wine at Brookview Park - add request from General Mills. *Bills and Claims MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize payment of the bids as submitted. *Licenses MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize the issuance of license #13901 to #13905 and #6308 to #6309. On Sale and Sunday Sale Liquor License Renewals William Joynes introduced the agenda item. MOVED by Stockman, seconded by Johnson and motion carried unanimously to authorize the renewal of the On Sale and Sunday Sale Liquor License for Pearl City, Inc. d/b/a The Pearl Garden. • Regular Meeting of the City Council July 2, 1991 Page 2 *Minutes of Board and Commissions MOVED by Thompson, seconded by Russell and motion carried unanimously to receive and file the minutes received as follows: Planning Commission - June 24, 1991 *Call for Public Hearin Lutheran Church - 8/6/9 I - General Plan Amendment Approval - PUD #46 - Calva MOVED by Thompson, seconded by Russell and motion carried unanimously to call for a public hearing to consider approval of a general plan amendment for PUD #46, Calvary Lutheran Church, Amendment #3 for August 6, 1991. *Request for Beer and/or Wine at Brookview Park MOVED by Thompson, seconded by Russell and motion carried unanimously to receive, file and approve the following requests to serve beer and/or wine at Brookview Park: Oppenheimer Wolff & Donnelly, dated June 21, 1991 to serve beer at the small shelter on July 29, 1991 from 5:00 PM until dusk; Graco Inc., dated June 26, 1991 to serve beer and wine at the small shelter on July 17, 1991 from 5:00 PM until dusk; and General Mills, received July 1, 1991 to serve beer and wine at the large shelter on July 15, 1991 from 11:00 AM until dusk. Request by Hardrives, Inc. for Noise Waiver for I-394 Construction Lowell Odland introduced the agenda item. MOVED by Stockman, seconded by Johnson and motion carried unanimously to grant the request submitted by Hardrives, Inc. for a noise waiver for bituminous surfacing of I-394 from Winnetka Avenue to Turners Crossroad as outlined in their letter dated June 26, 1991. *Quotes - Public Safety Building Lighting MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize the relocation and installation of signage and lighting for the public safety building from the lowest responsible bidder, Medina Electric for $2,100.00. The quotes were as follows: Medina Electric $2,100.00 Gopher Electric 2,845.00 *Quotes - Public Works Building Signage MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize the purchase and installation of lettering for the public works buildings from the lowest responsible bidders, Midway Sign Company for $2,838.00. The quotes were as follows: Midway Sign Company $2,838.00 Nordquist Sign Company 2,990.00 Regular Meeting of the City Council July 2, 1991 Page 3 • Future of Recycling William Joynes reviewed the options presented by Hennepin County and stated the County wants to reinstate the Solid Waste Committee and hold another household waste collection day. MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the participation with Hennepin County in a one day household hazardous waste collection day within the City sometime in August. Staff was requested to review and report back to the Council regarding how other cities encourage greater participation in recycling by offering prizes or incentives, any statistics related to their programs and if Golden Valley should participate. Announcements of Meetings No action taken. Mayor's Communications The Mayor and Council received a letter from Stephen F. Litton, regarding the widening of Winnetka Avenue. Black History Committee Update 0 Walter Gray, Co -Chair, Black History Committee, updated the Council on the sale of tickets for the Gospel Jamboree. .7 MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the Black History Committee to proceed with the plan to sell 1,200 tickets for the Gospel Jamboree for $5.00 each. Valley Square/Winnetka Avenue Council Member Thompson distributed copies of background information that was reviewed and discussed by the Valley Square Commission in 1982.
