February 4, 1992
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on February 4, 1992 at 6:30 PM.
The following members were present: Bakken, Johnson, Russell, Stockman and
Thompson. Also present were: Jeanne Andre, Assistant to the City Manager;
Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and
Judy Nally, Administrative Secretary.
Approval of Minutes: Council/Manager Meeting - January 14, 1992 and City
Council Meeting - january 21, 1992
MOVED by Thompson, seconded by Stockman and motion carried unanimously to receive
and file the Council/Manager Meeting minutes of January 14, 1992 as submitted.
MOVED by Johnson, seconded by Stockman and motion carried unanimously to receive
and file the City Council minutes of January 21, 1992 as submitted.
Approval of Agenda
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the agenda of February 4, 1992 as amended: Addition of Communications and
Petitions: Letter from Elloyd Hauser, United Check Clearing Company Regarding
Schuller's Tavern; and Manager's Item - 1992 Sergeants Contract.

*1992 Patrol Officers Contract
MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize
the Mayor and Manager sign the 1992 contract with the Patrol Officers as outlined
in the Manager's memo dated January 27, 1992.
*1992 Sergeants Contract
MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize
the Mayor and Manager sign the 1992 contract with the Sergeants as outlined in
the Manager's memo dated January 31, 1992.
Announcements of Meetings
Council Member Russell stated she attended the first in a series of panel
discussions sponsored by the American Institute of Architects entitled "Design
in the Suburbs" and recommended the Council attend the remaining sessions.
Council Member Stockman updated the Council on the transfer of ownership of the
Cable TV company.
Mayor's Communications
No action taken.
Administrative Hearin - Liquor License Violation - Schuller's Tavern
is Mayor Bakken asked Allen Barnard, City Attorney, to conduct the administrative
hearing. Allen Barnard explained the procedure to be followed and asked the
court reporter to swear all witnesses who would be testifying regarding the
item. Then the witnesses presented their testimony.
Dean Mooney, Director of Public Safety, presented information regarding
the violation.
John Swanson, Attorney representing Schuller's Tavern, reviewed the circumstances
of the violation and requested the Council consider the violation not willful.
Ramez Jacob, owner, reviewed his background in the restaurant/liquor business,
his upgrading of the restaurant and his plans for the future and requested the
Council consider the violation not willful.
After affording all persons present the opportunity to present evidence and be
heard on the matter, Allen Barnard closed the administrative hearing and submitted
the matter to the Council for its deliberation and decision.
MOVED by Johnson, seconded by Thompson and motion carried unanimously that the
Council find the liquor license violation for R.Z.M.P. d/b/a Schuller's Tavern
was not willful and that all liquor licenses of R.Z.M.P. d/b/a Schuller's Tavern
are suspended for 30 calendar days beginning Monday, February 10, 1992.

Manager's Salary
Council Members Johnson and Stockman reviewed the recommendation.
MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the City Manager's compensation for 1992 as follows: the base salary remain the
same as 1991; the City contribute $4,000 per year towards his ICMA retirement
fund; and his severance pay be increased to payment of all accumulated sick
leave up to a maximum of 800 hours.

the meeting at 7:40 PM.
