City Council
December 9, 1992
Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on December 9, 1992 at 7:00 PM.
The following members were present: Bakken, Johnson, Russell, Stockman and
Thompson. Also present were: William Joynes, City Manager; and Judy Nally,
Administrative Secretary.
Receipt of Letters Regarding Proposed 1993 Budget
MOVED by Johnson, seconded by Russell and motion carried unanimously to receive
and file the following letters regarding the 1993 budget and consider them at
the public hearing: Harry Kries, dated November 16, 1992; David DeSmit, dated
November 27, 1992; Norman Helvig, dated November 25, 1992; John R. Paulson,
dated December 1, 1992; G. Johnson, dated December 4, 1992; Arne Rydland, dated
December 7, 1992; Lisa Westerlund, dated December 5, 1992; and Bill and MaryKaye
Champa, dated December 7, 1992.
Public Hearing
William Joynes presented the 1993 Budget, outlining the timeline for the 1993
budget, original September, 1993 Budget Recommendations, significant trends,
additional adjustments and factors since the September recommendation,
cooperative agreements with other governmental agencies, allocation of city
tax base, (net tax capacity) 1992 vs 1993, percent of taxes supported by
commercial/industrial property and residential property and services provided
by the City. Don Taylor, Finance Director, reviewed the State Auditor's report,
and per capita expenditures.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Fred Kickertz, 8000 Duluth Street, had questions regarding 911 response sites,
and suggested all cities follow consistent accounting principles.
Blair Tremere, 1309 Jersey Avenue North, had questions regarding the Housing and
Redevelopment Authority and how it is funded, and asked if the consolidation of
dispatch services will save the City any money.
Tom LeBold, 217 Hanley Road, had questions regarding public employee benefits,
questions about the Trach shopping center, and doesn't want to see consolidate
the Public Safety Department.
Tom Sweeney, 8510 Nancy Lane, suggested reducing city services or cooperative
efforts instead of increasing taxes.
Chic Horn, 1855 Hampshire Lane, asked if the city has its own lobbist, had
questions regarding HRA projects and how they relate to the taxes, and related
concerns over the trip to England by the Mayor and staff.

John Werrell, 1820 Wisconsin Avenue North, asked how the tax capacity effects
the taxes paid by the property owner.
Gary Edelson, 170 Maryland Avenue South, sked what percentage of the budget is
paid by commercial/industrial property taxes versus residential property taxes.
Dorothy Prest, 6000 Duluth Lane, has been trying to sell her house and no one
will purchase the house because taxes are too high, and asked when the house was
last appraised.
Ross House, 1413 Gettysburg Avenue North, feels that each agency is asking for
their share and it is too much of a burden for property owners to pay.
The Mayor closed the public hearing.
MOVED by Stockman, seconded by Thompson and motion carried to reduce the proposed
1993 tax levy by $90,000. Council Member Johnson voted no.
Member Thompson introduced the following resolution and moved its adoption as
amended:
RESOLUTION 92-88
RESOLUTION OF THE CITY OF GOLDEN VALLEY, MINNESOTA
AUTHORIZING A TAX LEVY FOR 1993
The motion for the adoption of the foregoing resolution was seconded by Member
Stockman and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Thompson introduced the following resolution and moved its adoption as
amended:
RESOLUTION 92-89
RESOLUTION ADOPTING THE 1993 BUDGET OF THE GENERAL FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.

RESOLUTION ADOPTING THE 1993 BUDGET OF THE WATER AND SEWER UTILITY FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Stockman and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Johnson introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING THE 1993 BUDGET OF THE BROOKVIEW GOLF FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Russell and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Thompson introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING THE 1993 BUDGET OF THE MOTOR VEHICLE LICENSING FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Stockman and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Johnson introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING THE 1993 BUDGET OF THE CONSERVATION/RECYCLING FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Russell and upon a vote being taken thereon, the following voted in favor

voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City

The motion for the adoption of the foregoing resolution was seconded by Member
Stockman and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Russell introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING THE 1993 BUDGET OF THE STORM SEWER UTILITY FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor

voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Member Johnson introduced the following resolution and moved its adoption:

RESOLUTION ADOPTING THE 1993 BUDGET OF THE VEHICLE MAINTENANCE FUND
The motion for the adoption of the foregoing resolution was seconded by Member
Russell and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell, Stockman and Thompson; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Dean Mooney, Director of Public Safety, reviewed the background and history of
the officer exchange program, and the benefits received from the officers, staff
and council who have had the opportunity to participate in the program.

MOVED by Russell, seconded by Thompson and motion carried unanimously to adjourn
