05-11-93 CC Minutes Regular Meeting of the City Council P1ay 11, 1993 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on May 11, 1993 at 6:30 PM. The following members were present: Bakken, Russell , Stockman and Thompson; and the following was absent: Johnson. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Agenda MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve the agenda of May 11, 1993 as amended: ��ayor and Council Items - Addition of In Focus Newsletter and Removal of Hopkins School District Facilities Task Force Update. Approval of Consent Agenda MOVED by Stockman, seconded by Thompson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize the issuance of licenses #14766 - #14842 and #6499. Public Hearing - Minor Subdivision - 8179-8181 Medicine Lake Road William Joynes introduced the agenda item. Allen Barnard stated they are reviewing the covenants and they will be available for the June l, 1993 meeting. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Dr. Don Jardine, 2390 Wisconsin Avenue North, when he purchased his lot he was under the impression the area was zoned for single-family homes only, and is concerned over setting a precedent. Ken Tschannen, 2375 Wisconsin Avenue North, stated he is also concerned over setting a precedent. Eric Lerdall , applicant, reviewed his request for the minor subdivision. The Mayor closed the public hearing. MOVED by Russell , seconded by Thompson and motion carried unanimously to continue the public hearing to consider approval of the minor subdivision for 8179-8181 Medicine Lake Road to June 1, 1993. Gary Prazak, Planning Commissioner, stated the Commission recommended approval of the conditional use permit. Steve Schulberg, applicant, reviewed the request for the conditional use permit. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Stockman, seconded by Thompson and motion carried unanimously to adopt Ordinance #101, 2nd Series. Upon a roll call vote, the vote was as follows: BAKKEN - YES JOHNSON - ABSENT RUSSELL - YES STOCKMAN - YES THOMPSON - YES MOVED by Thompson, seconded by Stockman and motion carried unanimously to suspend the rules and hold first and second consideration of the ordinance. The Historical Society will be holding a meeting on May 13, 1993 at 7:00 PM in City Hall . The AP1M Annual Meeting will be held on t4ay 26, 1993. Mayor Bakken stated that Council Member Johnson was injured in an accident and is in the hospital , but will be back as quickly as she can. William Joynes updated the Council on the State of the City Address which was held at 7:30 AM on May 11, 1993 at city hall . Mayor's Communications No action taken. Northwest Hennepin Human Services Council Update William Joynes stated that because of problems with the audio system the item will be postponed to a future meeting. Regular Meeting of the City Council May 11, 1993 Page 5 Black History Committee Update Walter Gray, Co-chair, reviewed the semi-annual report, and introduced Jerry Searcy, the Co-chair, for the Committee. He also stated that he has been appointed by the Governor to the PERA Board and will no longer be able to serve as Co-chair, but will continue to serve on the Committee. MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive and file the 1993 semi-annual report, dated May 11, 1993. MOVED by Thompson, seconded by Russell and motion carried unanimously to reluctantly accept the resignation of Walter Gray as Co-Chair of the Black History Committee. The Council expressed their appreciation to Walter Gray for his hard work and dedication as Co-chair. Hopkins School District Facilities Task Force Update Council Member Thompson stated he will update the Council after the next Task Force Meeting. In Focus Newsletter William Joynes displayed a copy of the newly published In Focus Newsletter. The newsletter will be available to residents and businesses who wish to subscribe. Each newsletter will have in-depth coverage on one topic.
