07-20-93 CC Minutes Regular Meeting of the City Council July 20, 1993 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on July 20, 1993 at 6:30 PM. The following members were present: Bakken, Johnson, Russell and Stockman; and the following was absent: Thompson. MOVED by Russell , seconded by Stockman and motion carried unanimously to receive and file the Council/Manager Meeting minutes of June 15, 1993 as submitted. Approval of Agenda MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the agenda of July 20, 1993 as submitted. Approval of Consent Aqenda MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the issuance of licenses #14853 and #6502 - #6505. *Solicitor's License - M & L Furniture Distributor MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the solicitor's license for M & L Furniture Distributor (Michael Thomas Little). Regular Meeting of the City Council July 20, 1993 Page 2 *Taxi Cab Driver License MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the taxi driver licenses as recommended by staff. *Temporary Beer License - Optimist Club MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the sale of beer by the Optimist Club on July 24, 1993 contingent upon a showing of sufficient liability insurance naming the City as co-insured. *Minutes of Boards and Commissions MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file the minutes received as follows: Planning Commissio� - June 28, 1993 Bassett Creek Water Management Commission - June 17, 1993 Continued Public Hearin - First and Second Consideration - Ordinance #104 - onditiona se ermit - en e sso n venue ort The following ordinance was MOVED by Stockman, seconded by Johnson: ORDINANCE #104, 2ND SERIES AN ORDINANCE AMENDING THE CITY CODE Approval of Conditional Use Permit No. 60-01 710 Mendelssohn Avenue North U. S. West Communications, Inc. Applicant Fred Salsbury introduced the agenda item. William Joynes reviewed the conditions for the site. Jerry Krieger, representing the applicant, reviewed the application and answered questions from the Council . Paula Pentel , Planning Commissioner, stated the Commission recommended approval of the conditional use permit. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Stockman, seconded by Johnson and motion carried unanimously to adopt Ordinance #104, 2nd Series. Upon a roll call vote, the vote was as follows: BAKKEN - YES JOHNSON - YES RUSSELL - YES STOCKMAN - YES THOMPSON - ABSENT MOVED by Johnson, seconded by Russell and motion carried unanimously to suspend the rules and hold first and second consideration of the ordinance, due to a lack of Council Members at the July 6 meeting and being a non-controversial item. William Joynes stated the applicant had withdrawn his request for a license so there is n� need to continue with the public hearing. *Approval of Requests for Beer and/or Wine at Brookview Park MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. *June, 1993 General Fund Budget Report MOVED by Johnsn, seconded by Russell and motion carried unanimously to receive and file the June, 1993 General Fund Budget Report. *Authorization for Fireworks Permit - Golden Valley Fire Department MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the fireworks display on July 24, 1993, contingent upon verification of sufficient insurance coverage on the part of the fireworks contractor. *Call for Informal Public Hearin - No Parkin Restrictions - Wa zata Boulevard - out ronta e oad etween enera i s ou evard an a venue out - MOVED by Johnson, seconded by Russell and motion carried unanimously to call for an informal public hearing to consider no parking restrictions on both sides of Wayzata Boulevard (I-394 South Frontage Road) between General Mills Boulevard and Flag Avenue South for August 10, 1993. Regular Meeting of the City Council July Z0, 1993 Page 4 *Bids - 90 SS 1 - Hampshire Brid e Replacement MOVED by Johnson, seconded by Russell and motion carried unanimously to award the bid for 90 SS 1, Hampshire Avenue bridge replacement to the lowest responsible bidder, Landwehr Heavy Moving for $144,244.00. McCrossan, Inc. 219,535.40 *Quotes - Playground Equipment for Golden Oaks Park MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the purchase and installation of playground equipment at Golden Oaks Park from the lowest responsibe bidder, E. F. Andersen for $20,050.00. The quotes were as follows: E. F. The Mayor reviewed the activities planned for the celebration for the 50th Anniversary of the Fire Department scheduled for July 24, 1993. P�ayor's Communications The Mayor received a letter regarding the Golf Department and will refer it to staff. Mary Anderson Campai n Fund Contribution for Council Chamber Art The Council unvailed the water color painted by Michael Gatlin which was donated by Mary Anderson from funds left from her campaign fund. Mary Anderson and Bob Provost were present for the unvailing.
