08-10-93 CC Minutes unsigned Regular Meeting of the City Council August 10, 1993 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on August 10, 1993 at 6:30 PM. The following members were present: Johnson, Russell , Stockman and Thompson; and the following member was absent: Bakken. Also present were: Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Agenda MOVED by Russell , seconded by Thompson and motion carried unanimously to approve the agenda of August 10, 1993 as submitted. Approval of Consent Agenda MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize the issuance of licenses #14855 and #6509. *�1inutes of Boards and Commissions MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the minutes received as follows: Open Space and Recreation Commission - June 28, 1993 Informal Public Hearin - No Parkin Restrictions - lJayzata Boulevard (I-394 out rontage oad etween enera i s ou evar an ag venue out Fred Salsbury introduced the agenda item. The Mayor Pro Tem opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Terry Trickett, Carousel Automobiles, 8989 Wayzata Boulevard, stated he is in favor of the parking restrictions, feels the roadway is to narrow, parking cars along the roadway is dangerous, especially during winter, and feels Wilkins should park their cars on their property. MOVED by Russell , seconded by Johnson and motion carried unanimously to call a public hearing to consider parking restrictions on Miller Street, from T.H. 169 to General Mills Boulevard on September 7, 1993. Letter from Vernon Peterson Regarding Parking of Equipment on Commercial Lot ��ayor Pro Tem Stockman reviewed the background and history surrounding the lot. Vernon Peterson reviewed his request for payment for the parking of equipment on his lot by a contractor hired by the City and offered to sell his lot to the City. Allen Barnard reviewed the options the Council and Staff have in considering the request. MOVED by Johnson, seconded by Russell and motion carried unanimously to direct staff to review any proposal submitted by Mr. Peterson and come forward with a recommendation for Council action. *Letter from King Videocable Company Regarding Cable Re-Regulation P�OVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the letter from James Commers, Vice President and General Manager for King Videocable Company, dated August 3, 1993 regarding cable re-regulation. *Approval of Requests for Beer and/or Wine at Brookview Park P10VED by Thompson, seconded by Russell and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. H. 55 for an amount not to exceed the MSAS allowable engineering costs. *Call for Public Hearin - Preliminar Desi n Plan A roval and General Plan pprova - #6 - aturn ddition - 9 9 MOVED by Thompson, seconded by Johnson and motion carried unanimously to call a public hearing to consider approval of the preliminary design plan and general plan for PUD #63, Saturn Addition for September 7, 1993. *Call for Public Hearin - Street Easement Vacation - Portion of Market Street - t�IOVED by Thompson, seconded by Johnson and motion carried unanimously to call a public hearing to consider a street easement vacation for a portion of Market Street, east of Louisiana Avenue for September 7, 1993. Safety Camp Summary Dean Mooney, Director of Public Safety, introduced the item and some of the staff who participated in the Safety Camp. Dennis Arons, Juvenile Officer, reviewed the background, goals and objectives of the camp and presented the Council with a photo of the participants of the first safety camp. Joanne Paul , Community Service Officer, displayed camp pictures and summarized some of the activities. Ed Anderson, Fire Inspector, showed a brief video which highlighted the two day event. The Council expressed their appreciation to the staff and volunteers who helped to make the Safety Camp such a great success. Public Works Wages Fred Salsbury introduced the agenda item. P4ember Thompson introduced the following resolution and moved its adoption: RESOLUTION 93-65 RESOLUTION ESTABLISHING GENERAL WAGES FOR 1993 FOR CERTAIN PUBLIC WORKS EMPLOYEES The motion for the adoption of the foregoing resolution was seconded by Member Johnson and upon a vote being taken thereon, the following voted in favor thereof: Johnson, Russell , Stockman and Thompson; and the following was absent: Bakken, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the P4ayor Pro Tem and his signature attested by the City Clerk. Mayor's Communications Council Member Russell stated she had a phone conversation with residents regarding Regent Avenue traffic and referred them to staff. Mayor Pro Tem Stockman thanked the staff for responding to Mr. Anderson's letter.
