Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on November 16, 1993 at 6:30 P��.
The following members were present: Bakken, Johnson, Russell , Stockman and
Thompson. Also present were: William Joynes , City Manager; Fred Salsbury,
Director of Public Works ; Allen Barnard, City Attorney; and Judy Nally,
Administrative Secretary.
Approval of Agenda
P40VED by Johnson, seconded by Thompson and motion carried unanimously to approve
the agenda of November 16, 1993 as amended: Addition of Communications and
Petitions - Letter from Jean Lewis Regarding 93 SS 3; Addition of Departmental
Items - Call for Public Hearing - Street Vacation - Portion of Turner's Crossroad,
Circle Down to I-394 - 12/7/93; and Call for Public Hearing - Conditional Use
Permit - 1114 Zane Avenue North - 12/7/93; Addition of t4ayor and Council Items -

Approval of Consent Agenda
��OVED by Stockman, seconded by Thompson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*) , adding Communication
and Petition - Letter from Jean Lewis Regarding 93 SS 3.

MOVED by Stockman, seconded by Thompson and motion carried unanimously to authorize
payment of the bills as submitted.

MOUED by Stockman, seconded by Thompson and motion carried unanimously to receive
and file the gambling license exemption and approve the waiver of notice requirement
for the Ladies Auxiliary to Veterans of Foreign Wars Post 7051.

Public Hearing - 93 SS 3 - Drainage Improve�ent - Westbend Road
William Joynes stated the neighborhood met and decided they did not want to
proceed with the project. Fred Salsbury presented the project and updated the
Council on the meeting held with the neighborhood.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Betty Culhane, 4925 Westbend Road, feels it is not fair that a handful of property
owners should pay for the assessment when other streets water runoff drains to the
area and accumulates.
The Mayor closed the public hearing.
Allen Barnard reviewed the procedure for voting on the project.
Me�ber Johnson introduced the following resolution and moved its adoption:

RESOLUTION ORDERING CONSTRUCTION OF
CERTAIN PROPOSED PUBLIC IP�PROVEMENTS

The motion for the adoption of the foregoing resolution was seconded by Member
Russell and upon a vote being taken thereon, the following voted in favor
thereof: none, and the following voted against the same: Bakken, Johnson
Russell , Stockman and Thompson; whereupon said resolution declared duly defeated,
signed by the Mayor and his signature attested by the City Clerk.
Resolution 93-88, Resolution Approving Plans and Specifications and Ordering
Manner of Construction - 93 SS 3 - Westbend Road, was not considered.
Request by Marilyn Harry for Removal of Stop Signs on Olympia Street
William Joynes introduced the agenda item.
MOVED by Thompson, seconded by Russell and motion carried unanimously to receive
and file the letter from Marilyn Harry, dated June 7, 1993, and request staff to
report back at a Council Meeting in December, 1993.

MOVED by Stockman, seconded by Thompson and motion carried unanimously to receive
and file the October, 1993 General Fund Budget Report.
*Approval of Plat - Valley Square 5th Addition
Member Stockman introduced the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Bakken, Johnson, Russell , Stockman and Thompson ; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
*Authorization to Sign Contract with North Suburban Towing for Towing Services
MOVED by Stockman, seconded by Thompson and motion carried unani�ously to authorize
the t�ayor and City Manager to enter into a contract with North Suburban Towing
for towing services until November 15, 1996.

Award Sale of $6,725,000 General Obligation Tax Increment Refunding Bonds,

recommendation to award the sale to Clayton Brown & Associates, Incorporated; and

Fred Salsbury introduced the agenda item.

public hearing to consider vacating a portion of Turners Crossroad, from Circle
Down on the north to I-394 on the south for December 7, 1993.
Call for Public Hearing - Conditional Use Permit - 1114 Zane Avenue North - 12/1/93
William Joynes introduced the agenda item.
MOVED by Thompson, seconded by Russell and motion carried unanimously to call a
public hearing to consider approval of a conditional use permit to allow the
packaging and processing of food at 1114 Zane Avenue North in a light industrial
zoning district for December 7, 1993.
Announcement of Meetings
Council Member Russell updated the Council on the Legislative Breakfast she
attended on November 12, 1993 where Representative Myron Orfield presented his
proposed legislation.
Mayor Bakken updated the Council on the P�etropolitan Council Program on Economic
Development where he was a panelist held on November 15, 1993.

Black History Committee Update - Walter Gray
Walter Gray, Black History Committee P�ember, and hlayor Bakken updated the Council
on the Corporate Forum held on November 15, 1993. Mr. Gray reviewed the plans
for the Gospel Jamboree and Jazz Fest and requested the ticket price for the
Jamboree be increased by $1.00 and to sell tickets to the Jazz Fest for $5.00.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize
Gospel Jamboree ticket price to increase to $6.00 per person, and approve selling
tickets to the Jazz Fest for $5.00 per person.
Deer hlanagement
William Joynes introduced the agenda item.
P�OVED by Johnson, seconded by Russell and r�otion carried unanimously to approve
the charge as outlined in the memo from Bill Joynes, dated November 15, 1993,
and direct it to the Open Space and Recreation Commission for their recommendation
by t�arch, 1994.
