December 15, 1993
Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on December 15, 1993 at 7:30 PM.
The following members were present: Bakken, Johnson, Stockman and Thompson;
and the following member was absent: Russell . Also present were: William
Joynes, City t�anager; and Judy Nally, Administrative Secretary.
Receipt of Letters Regarding Proposed 1994 Budget
h10VED by Thompson, seconded by Johnson and motion carried unanimously to receive
and file the following letters regarding the 1994 budget and consider them at
the public hearing: Walter Kimble, dated November 16, and November 19, 1993;
Deborah Van Slyke, dated November 19, 1993; and Henry Blackburn, dated November
16, 1993.
Public Hearing
William Joynes presented the 1994 Recom�ended Budget, outlining the budget
schedule, budget assumptions before September 1993, the general fund tax levy,
total city tax levy, employee and independent contractors, allocation of city
tax base, new information since the September presentation, Brookview Golf Course,
1994 Park and Recreation Department Fees and Charges ; Options/Considerations for
budget changes of $223,000, additional requests, cost comparisons of other
products and services, the types of services provided by the City, consolidated
cooperative efforts. Don Taylor, Finance Director, assisted with the presenteations
and was available to answer questions. Dean �400ney, Director of Public Safety,
presented the Traffic Management Proposal and proposed budget and was available
to answer questions.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Joe Mastrian, 2001 Brunswick Avenue North, stated he didn 't receive a statement.
John Paulson, 320 Edgweood Avenue, had questions regarding the rating of Golden
Valley in the Minnesota Taxpayer's Association booklet.
Aphrodite Annastos, 1552 Sumter Avenue North, had questions regarding the
valuation of her property, asked when the Assessor was there last, why the taxes
have gone up?
Wayne Bender, 1943 Regent Avenue, had questions about the traffic management
plan, and wanted to know how it will help with the traffic problems on his street.
Meredythe Gray, 2420 Regent Avenue North, feels her street is to dangerous because
of the speeding traffic, feels literature will not help the problem because some
of the people doing the speeding are from other cities and they will not get the
material .

Joan Hammell , 5005 Hampton Road, feels stop signs are the first step in slowing
the traffic along Regent Avenue and the residents along Regent do not endorse
the proposal .
Rex Buxton, 2720 Regent Avenue North, endorses the installation of Regent Avenue.
Alan Nadasy, 5121 Colonial Drive, feels the Council should bring the budget
under control as his taxes have increased 20qo.
Marti Micks, 90 Louisiana Avenue South, feels there should be no increase in the
tax levy, asked about the increase in staff over the years.
Barbara Crowly, 310 Pennsylvania Avenue South, stated she had a 16.4� incease in
taxes and asked how to reduce the budget.
Ignancy Holotka, 6620 Winsdale Street, stated he is retired and living on a fixed
income and each year the taxes are increasing, and requested an Assessor reeva-
luate his home.
P1r. Johnson, 1951 Regent Avenue, requested the City find out where all the cars
are coming from and place an officer on the street to stop the speeders.
The P�ayor closed the public hearing.
P•10VED by Thompson, seconded by Johnson and motion carried unanimously to reduce
the propsed tax levy in the amount of $80,000.

MOVED by Thompson, seconded by Stockman and motion carried unaninously to adjoun
the meeting at 10:05 PM.
