City Council
February 1, 1994
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on February 1, 1994 at 6:34 PM.
The following rnembers were present: Johnson, Micks, Russell , Thompson and
Tremere. Also present were: William Joynes, City Manager; Allen Barnard,
City Attorney; and Judy Nally, Administrative Secretary.

MOVED by Russell , seconded by Micks and motion carried to receive and file
following minutes:
City Council Minutes of January 18, 1994 as amended - Public Hearing - RSL 194 -
Lee Avenue North, Cross Lane to 34th Avenue North - Continued - change resolution
94-3 to read: Member Johnson moved for denial of the foregoing resolution.
Executive Session Statement of January 15, 1994 as submitted

Special Council/Manager Meeting of January 25, 1994 as submitted
Approval of Agenda
MOVED by Russell , seconded by Johnson and motion carried unanimously to approve
the agenda of February 1, 1994 as submitted.
Approval of Consent Agenda
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*), removing Depart-
mental Item - Receipt of Lockup Inspection Report from Sheriff's Office; and
Manager's Item - Bids - Trimming and Removal of Trees and Stumps on Public and
Private Property.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize
payment of the bills as submitted.
*Licenses
MOVED by Johnson, seconded by Thompsn and motion carried unanimously to authorize
the issuance of licenses #14913 - #14914.
*Gambling License Exemption - The Optimist Club of Golden Valley
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the gambling license exemption for The Optimist Club of Golden Valley.

and file the minutes received as follows:
Planning Commission - January 24, 1994
Black History Committee - January 13, 1994
Letter from Northwest Suburbs Cable Communications Commission Regarding Special
Orientation Session
The Council discussed the special orientation to be held by the Northwest Suburbs
Cable Communications Commission on February 17, 1994 entitled "Cable Television
and the Telecommunications Industry: You and Your City". Most of the Council
will be able to attend the meeting and it will be available on tape for those
unable to attend.
*Notice from Metropolitan Waste Control Commission Regarding Public Information
Meetings on the Centralization/Decentralization Study
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the notice from the Metropolitan Waste Control Commission regarding
public information meetings which are scheduled on February 22 and 23, 1994 on
the centralization/decentralization study.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the thank you letter from Carl Anderson, dated January 24, 1994.
*Preliminary December, 1993 General Fund Budget Report
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the preliminary December, 1993 general fund budget report.
Call for Public Hearing - 90 SS 8 - 8085 Wayzata Boulevard - 3/8/94
William Joynes and Fred Salsbury introduced the agenda item.
Member Thompson introduced the following resolution and moved its adoption:

ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS

The motion for the adoption of the foregoing resolution was seconded by Member
Johnson and upon a vote being taken thereon, the following voted in favor
thereof: Johnson, Micks, Russell , Thompson and Tremere; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.

Setting Employee Mileage Reimbursement Rates and Employee Car Allowances
Consistent with IRS Rules
Don Taylor, Finance Director, introduced the agenda item.
Member Johnson introduced the following resolution and moved its adoption,
as amended - second paragraph . . . .after positions should be: monthly car
allowances be increased. . . . :

RESOLUTION SETTING THE EMPLOYEE MILEAGE REIMBURSEMENT RATE
AND EP•1PLOYEE CAR ALLOWANCES CONSISTENT WITH IRS RULES
The motion for the adoption of the foregoing resolution was seconded by Member
Thompson and upon a vote being taken thereon, the following voted in favor
thereof: Johnson, Micks, Russell , Thompson and Tremere; and the following
voted against the same: none, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the City
Clerk.
Staff was requested to report back to the Council information regarding the
regulations for tax deductions available to board and commission members who use
their vehicle for city business.
Receipt of Lockup Inspection Report from Sheriff' s Office
William Joynes introduced the agenda item.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the Lockup Inspection Report from Hennepin County Sheriff, dated
December 20, 1993.
Bids - Trimming and Removal of Trees and Stumps on Public and Private Property
William Joynes and Fred Salsbury introduced the agenda item.
P�OVED by Thompson, seconded by Russell and motion carried unanimously to award
the bid for trimming and removal of trees and stumps on public and private
property from the only bidder, Tim's Tree Service.
Announcements of Meetings
Hennepin County Commissioner Sandra Hilary will hold a meeting to discuss Social
Services in Hennepin County on Wednesday, February 2, 1994 at 7:30 PM at the
Golden Valley City Hall .
Jazz Fest' 94 is scheduled for February 6, 1994 at the Holiday Inn Minneapolis
4Jest in St. Louis Park and the Gospel Jamboree will be held on February 27, 1994
at Calvary Lutheran Church.
A forum titled Joe Camel Wants Your Kids - What Local Communities can do to
Reduce Tobacco Advertising will be held on February 7, 1994 at 3:30 PM at the
American Cancer Society, MN Division offices.

Announcements of Meetings - Continued
MOVED by Micks, seconded by Russell and motion carried unanimously to reset the
April 19 Council Meeting to April 12, 1994.
MOVED by Russell , seconded by Johnson and motion carried unanimously to request
staff to prepare an amendment to the City Code to allow the Council/Manager
meetings to be set by resolution, changing the time to 6:30 PM, the second
Tuesday of each month.
Staff was requested to review the bylaws and provide information to the Housing
and Redevelopment Authority for their next meeting to change their meeting time
to 6:00 PM.
The Council discussed possible dates for the Staff/Council Retreat. The proposed
dates are February 26 or March 5. Staff will inform the Council at the next
Council Meeting of the date.
Set Date for Board of Review
MOVED by Russell , seconded by Thompson and motion carried unanimously to set
May 5, 1994 at 7:00 PM in the Council Chambers as the date for the annual
Board of Review.
William Joynes stated the Principal Appraiser, Glen Busitzky, will attend the
April Council/Manager meeting to review Board of Review procedures.
Mayor's Communications
Mayor Tremere will attend the State Environmental Quality Council meeting and
report back to the Council .
Mayor Tremere updated the Council on the Highway 100 Council meeting he attended.
He will provide background information for the next meeting for Council discussion
and requested staff to prepare the necessary resolution.
Board/Commission Appointments
The Council discussed the vacancies and the appointment process.
Staff was requested to call the people whose applications for boards and
commissions are on file to find out if they are still interested in serving
and prepare a list for distribution at the February Council/Manager meeting.
It is the Council 's intent to reinterview those candidates who are still
interested in serving.
Staff was also requested to prepare a press release about the vacancies for
the SunPost and cable TV.

MOVED by Russell , seconded by Thompson and motion carried unanimously to adjourn
the meeting at 7:30 PM.
