June 14, 1994
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 1800 Golden
Valley Road in said City on June 14, 1994 at 6:42 PM.
In honor of Flag Day the Pledge of Allegiance was recited.
The following members were present: Johnson, Micks, Russell , Thompson and
Tremere. Also present were: William Joynes, City Manager; Allen Barnard,
City Attorney; and Judy Nally, Administrative Secretary.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the City Council minutes of April 12, 1994 as submitted.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the Executive Session Statement, Special Meeting and Council/Manager minutes of
April 26, 1994 as submitted.
Approval of Agenda
MOVED by Russell , seconded by Johnson and motion carried unanimously to approve
the agenda of June 14, 1994 as amended: Addition of Departmental Item - Call for

William Joynes introduced the agenda item.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Nearing and seeing no
one, the Mayor closed the public hearing.

Mark Hendrickson, 4945 Winsdale Street, asked what happens after the ordinance
beco�es adopted and when does it become effective.
The Mayor closed the public hearing.

MOVED by Johnson, seconded by Thompson and motion carried unanimously to receive
and file the letter from Hank and Jacque Blankemeyer, dated May 31, 1994 regarding
Olson Elementary School .
Authorization to Request Submittal of Proposals for City-Wide Storm Water
Management Plan
William Joynes introduced the agenda item. Mark Grimes, Director of Planning
and Development, answered questions from the Council .
MOVED by Johnson, seconded by Thompson and motion carried unanimously to authorize
the City Manager to seek proposals for the development of the City's Storm Water
Management Plan.
Appropriation Adjustment to 1994 General Fund Budget for Community Attitude
Survey and the In Focus Newsletter
William Joynes introduced the agenda item.
Member Thompson introduced the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member
Tremere and upon a vote being taken thereon, the following voted in favor
thereof: Micks, Thompson and Tremere; and the following voted against the same:
Johnson and Russell ; whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by the City Clerk.

public hearing to consider approval of a conditional use permit to allow for an
automobile showroom located at 6126-28 Olson Memorial Highway in the industrial
zoning district for July 19, 1994.

Quotes - Sanitary Sewer Repair on Winnetka Avenue
William Joynes introduced the agenda item. Allen Barnard and Jeff Oliver,
Assistant Engineer, answered questions from the Council .
MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize
the hiring of the lowest reponsible bidder, VisuSewer Clean and Seal , Inc. for
the emergency repair of the sanitary sewer with no excavation for $44,330.00.
The quotes were as follows:
Insituform $52,500.00

Approval of 1995 Budqet Calendar
William Joynes introduced the agenda item. The Council discussed the budget
process and schedule. Mayor Tremere requested staff that informal reports be
presented to the Council during the budget process.
Community Attitude Survey Update
William Joynes stated staff has met will Bill Morris from Decision Resources Inc.
and stated the survey at this point will contain about 60 questions and they hope
to have the draft survey to the Council for their review by July 5, 1994.
Announcements of Meetinqs
The Council discussed the possibility of cancelling the July 5, 1994 Council
meeting and rescheduled any public hearings tentatively scheduled for that date
to July 19, 1994. Staff will advise the Council of the status of holding the
July 5, 1994 Council meeting and rescheduled public hearings.
The Council was requested to notify staff if the plan on attending the Northwest
Community Television training session scheduled for June 23, 1994.
There will be a meeting held on June 15, 1994 at Sandburg Middle School at 7:00
PM regarding the reopening of Olson Elementary School .

Mayor' s Communications -
No action taken.
Hopkins School District 270 Presentation - Michael Kremer and David Shaple
Michael Kremer, Superintendent; and David Shapley, Director of Business Affairs;
updated the Council on the School District's financial conditions, highlighting
a number of concerns including: property tax abatements and delinquencies,
property tax shift, adjustments in the District's general fund budget, increased
pupils and funding per pupil .
Reopening of Olson Elementary School - Robert Schafer
Robert Schafer, 7230 Green Valley Road, appeared before the Council to outline
some of the neighborhoods concerns over the leasing of Olson School to the
Minneapolis School District. Some of the concerns expressed included: does it
conform to the existing laws, parking, increased traffic, off-street parking, use
of park by school district, busing of students, day care programs, and emergency
vehicle access. He also submitted a petition requesting the installation of
various signs: "resident only parking" signs on Green Valley Road, "no thru
street" signs, "stop" signs, "parking restriction" signs.
Len Lewicki , 7205 Green Valley Road, expressed his concern over busing of children
for long periods of time, economic impact, and decline in property values.
Beverly Fredrickson, 7250 Green Valley Road, stated the no parking signs along
Kelly were bagged frequently when activities were held at the school .
William Joynes and Allen.Barnard presented background information and answered
questions from the Council .
MOVED by Johnson, seconded by Thompson and motion carried unanimously to direct
staff to report back to the Council at its July 19, 1994 Council Meeting the
issues outlined in the petition, including land use, signage and useage of the
park and requested staff notify the Superintendent of some of the Council 's
concerns.
Mayor Tremere will contact School Board President Keith Moberg and review the
Council 's concerns.
Appointment to Open Space and Recreation Commission
MOVED by Tremere, seconded by Thompson and motion carried unanimously to appoint
Jim Sicora to the Open Space and Recreation Commission for a term to expire March
1 , 1995.
