Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on September 12, 1994 at 7 :05 PM.
The following members were present: Johnson, Micks, Russell , Thompson and
Tremere. Also present were: William Joynes, City �anager; Paul Kaminski ,
�cting City Attorney; and Judy Nally, Administrative Secretary.
Approval of Minutes: City Council Meeting - July 19, 1994
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the July 19, 1994 City Council meeting minutes as submitted.
Approval of Agenda
MOVED by Johnson seconded by Thompson and rnotion carried unanimously to approve
the agenda of September 12, 1994 as submitted.
Approval of Consent Agenda
MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*).

payment of the bills as submitted.

MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize

On Sale and Sunday Sale Liquor License - Golden Valley ^1otel , Inc. , d/b/a/ Best
tJestern Golden Valley Inn
tJilliam Joynes stated that all information has been submitted to the City as
required and so the license can be approved unconditionally.
t�ilo Berg, applicant , updated the Council on the plans for the restaurant.
MOVED by Thompson, seconded by Johnson and motion carried unanimously to authorize
the issuance of an on sale and Sunday sale liquor license to Golden Valley h1otel ,
Inc. , d/b/a Best l�lestern Golden Valley Inn.
*Gambling License Exemptions - Ladies Auxiliary to Veterans of Foreiqn Wars
MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive
and file the gambling license exemption for �adies Auxiliary to Veterans of Foreign
Wars.

Public Hearing - Stop Sign Removal - Olympia Street
William Joynes introduced the agenda item and answered questions from the Council .
Fred Salsbury, Director of Public Works, reviewed the staff recommendation and
answered questions from the Council .
The '�ayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Richard Ozer, 1565 Quebec Avenue North, does not feel the benefit outways the
risk involved, is concerned about safety of children as commuters drive through
stop signs.
Michael Plitman, 7601 Olympia Street , feels the signs help to slow down the
speed of the traffic and reduce the traffic flow, and is concerned over safety
of children and pedestrians.
Annette Ozer, 1565 Quebec Avenue North, asked questions about how the item got
on the agenda and who requested removal of the signs, concerned over children
waiting for the school bus, and feels that although not all people stop at the
signs at least they slow down.
Susan Phelps, 7845 Olympia Street , feels if the signs are removed there will be
an increase in traffic and is concerned over safety of children.
Sue Holly, 7701 Olympia Street , feels at least the cars slow down at the signs
is concerned over the speed of cars if the signs were not there.
i�arija Graversen, 1620 Quebec Avenue ?�orth, feels that people should use ��edicine
Lake Road or Golden Valley Road if anyone is inconvenienced by the signs, and
stated the area is full of young families.
George Logan, 1551 Quebec Avenue idorth, agrees with the neighbors that unless
there is a compelling reason for removal the signs they should remain.
Buddy Harris, 1560 Quebec Avenue "dorth, feels there is no rationale for removal
of the signs.
Richard ��lnarik, 1540 Quebec Avenue North, it is no in the best interest of the
neighborhood to have the signs removed.
Joan Mlnarik , 1540 Quebec Avenue North, stated before the signs were installed
Olympia was like a raceway and is concerned over visibility near the rise in the
street. '

Public Hearing - Stop Sign Removal - Olympia Street - Continued
Kevin Kittleson, 1012 ��innetka Avenue Pdorth, feels the safety concerns should
outway the convenience of using the street.
S. J . Berlstein, 1621 Pennsylvania Avenue North, feels it could be a real speed
area if the signs are removed and the signs remind drivers to reduce speed.
The P�ayor closed the public hearing.
MOVED by Tremere to amend Resolution 94-68 by striking Sumter Avenue North and
Quebec Avenue North and insert Kelly Drive. Staff stated the notice sent to
property owners did not include the Kelly Drive intersection. Mayor Tremere
withdrew the motion.
Member Thompson introduced the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member
Russell and upon a vote being taken thereon, the following voted in favor
thereof: none; and the following voted against the same: Johnson, Micks,
Russell , Thompson and Tremere; whereupon said resolution was declared duly
defeated, signed by the Mayor and his signature attested by the City Clerk.
Public Hearing - First Consideration - Ordinance tt119 - General Plan Approval -

William Joynes stated staff recommends continuing the hearing until September
20, 1994 because they are waiting for information from MnDOT regarding easement
and road configurations.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Micks, seconded by Russell and motion carried unanimously to continue
the public hearing for consideration of Ordinance #119 until September 20, 1994.

MOVED by Thompson, seconded by Johnson and motion carried unanimously to approve
the requests for beer and/or wine at Brookview Park as recommended by staff.
*Call for Public Hearing - Special Assessments - 10/4/94
MOVED by Thompson, seconded by Johnson and motion carried unanimously to call
for a public hearing to consider for October 4, 1994 at 7:00 PM as the date for
the special assessment public hearing on the follo��ring projects: RSL 205,
Wasatch Lane and �dary Hills Drive; delinquent utility bills, building demolition
and mischellaneous charges.

and file the quarterly litigation status report from Best & Flanagan, dated
September 1 , 1994.
Attorney Report - Human Services Foundation
William Joynes reviewed the attorney report and answered questions from the
Council .
MOVED by Johnson, seconded by Thompson and motion carried unani�nously to receive
and file the attorney report, dated September 6, 1994.
The Council requested staff to place the item on a future Council /Manager Meeting
agenda for further discussion and forward copies of the report to the Foundation.
Call for Public Hearing: 1994 Budgets (General , Water and Sewer Utilities,
Brookvievr Golf, Conservation/Rec clin , Human Services Foundation, Storm Sewer
Utility, and �4otor Vehicle Licensing Funds
William Joynes introduced the agenda item.
MOVED by Johnson, seconded by Micks and motion carried unanimously to set
December 8, 1994 at 7:30 PM as the date for the formal Truth in Taxation public
hearing and December 14, 1994 at 7:00 PM as the date for the reconvened public
hearing (if needed) for consideration of the 1995 budget.

questions from the Council .

as the proposed tax levy for 1995. Council Member Micks voted no.
