September 20, 1994
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on September 20, 1994 at 6:30 PM.
The following members were present: Johnson, Micks, Russell , Thompson and
Tremere. Also present were: Jeanne Andre, Assistant to the City Manager; Allen
Barnard, City Attorney; and Judy Nally, Administrative Secretary.
Approval of Minutes: City Council Meeting - August 2, 1994
MOVED by Johnson, seconded by Micks and motion carried unanimously to approve
August 2, 1994 City Council meeting minutes as amended.
Approval of Agenda
MOVED by Johnson, seconded by Thompson and motion carried unanimously to approve
the agenda of September 20, 1994 as amended: Addition of Departmental Item -
Authorization to Hire Realtor to Sell House at 1001 Orkla Drive; Manager's Item -
Reset Reconvened Budget Hearing Date; Mayor and Council Items - Arrangements for
Interviews for Community Standards Task Force At-Large Members; Budget Concerns,
and Update on Survey Status.

MOVED by Thompson, seconded by Russell and motion carried unanimously to approve
the items on the consent agenda, indicated by an asterisk (*).

payment of the bills as submitted.

MOVED by Thompson, seconded by Russell and motion carried unanimously to authorize
the issuance of licenses �15281 and #6626 - �6627.

MOVED by Thompson, seconded by Russell and motion carried unanimously to receive
and file the minutes received as follows:
Human Rights Commission - August 11 and September 8, 1994
Human Services Foundation - September 12, 1994
Mayor Tremere requested staff prepare a memo for Council regarding the waiving
of the $18,770 payment and where the money will come from for the Westbrook Road
Culvert Project.
MOVED by Mayor Tremere, seconded by Johnson and motion carried unanimously to
receive and file the August 18, 1994 B�ssett Creek Water Management Commission
minutes.

Continued Public Hearing - First Consideration - Ordinance #119 - General Plan
Approval - PUD #65 - Golden Valley Shopping Center
The following ordinance was MOVED by Thompson, seconded by Johnson:
ORDINANCE #119, 2ND SERIES
AN ORDINANCE AMENDING THE CITY CODE
Approval of the General Plan of Development for PUD #65
7901 Golden Valley Road, 505 Winnetka Avenue,
7860-8040, 8200, and 8224 Olson Memorial Nighway
Trach Properties, Applicant
Jeanne Andre stated staff recommends continuing the hearing until October 4, 1994
until the matters have been resolved between MnDOT and Trach Properties.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no
one, the Mayor closed the public hearing.
MOVED by Johnson, seconded by Micks and motion carried unanimously to continue
the public hearing for consideration of Ordinance #119 until October 4, 1994.
*Letter from Mick Sletten Regarding Traffic on Kelly Drive
MOVED by Thompson, seconded by Russell and motion carried unanimously to receive
and file the letter from Mick Sletten, dated August 25, 1994 regarding traffic
on Kelly Drive.
*Letter from Robert Schafer Regarding Parking Near Olson School
MOVED by Thompson, seconded by Russell and motion carried unanimously to receive
and file the letter from Robert Schafer, dated September 6, 1994 regarding
parking near Olson School .
*Letter from Larry Smith Regarding Resignation from Board of Zoninq Appeals
MOVED by Thompson, seconded by Russell and motion carried unanimously to receive
and file the letter from Larry Smith, received September 15, 1994, regarding
resignation from Board of Zoning Appeals and authorize the Mayor to send him a
letter of appreciation.
Letter from Daisy Roca Requesting Return of Bus Routes 19 and 58 to St. Croix
Avenue
Council Member Micks had some questions regarding the timing of the pedestrian
crosswalk push buttons located at Douglas Drive and Duluth Street and previous
petitions submitted.
MOVED by Micks, seconded by Johnson and motion carried unanimously to receive
and file the letter from Daisy Roca, dated September 10, 1994 requesting the
return of bus routes 19 and 58 to St. Croix Avenue.
Staff was requested to check if the pede5train crosswalk push buttons have been
fixed and are working properly at the corner of �ouglas Drive and Duluth Street.

MOVED by Thompson, seconded by Russell and motion carried unanimously to call a
public hearing for a utility and drainage easement vacation for 5929 St. Croix
Avenue for October 18, 1994.

MOVED by Thompson, seconded by Russell and motion carried unanimously to call a
a public hearing to consider approval of preliminary design plan, Amendment #1 ,
PUD #61, Dahlberg Commerce Center for October 18, 1994.
Authorization to Hire Realtor to Sell House at 1001 Orkla Drive
Jeanne Andre introduced the agenda item.
MOVED by Johnson, seconded Thompson and motion carried unanimously to authorize
staff to hire of a realtor to sell the home at 1001 Orkla Drive.
Set Budget Workshop Dates
MOVED by Johnson, seconded by Thompson and motion carried unanimously to set the
following budget workshop dates:

Jeanne Andre introduced the agenda item. Don Taylor, Finance Director, reviewed
the dates for other taxing jurisdictions and answered questions from the Council .
MOVED by Johnson, seconded by Thompson and motion carried unanimously to reset
the reconvened Truth and Taxation budget hearing date to December 19, 1994 at
6:30 PM, if needed.
Honeywell Program Discussion
Don Taylor, Finance Director, introduced the agenda item.
Brenda Poa�ell and Bob Huber, from Honeywell presented the Municipal Services
Partnership Program offered by Honeywell , and reviewed the information received
from their survey of the city hall , streets and parks garage, water and sewer
garage, vehicle maintenance garage, fire stations 2 and 3, Brookview Golf Course
and Park and Recreation Departments, golf maintenance garage and the solutions
and financial impact of the survey. �

*1994 Police Sergeant and Community Service Officer Contract
MOVED by Thompson, seconded by Russell and motion carried unanimously to direct
appropriate city officials to draft and execute contracts with the Golden Valley
Police Sergeants Association and the International Association of Firefighters
L-3435, based on the terms established for the Police Officers and non-union
employees.

*Information Superhighway lJorkshop
MOVED by Thompson, seconded by Russell and motion carried to receive and file the
information from the LMC regarding the October 6, 1994 workshop on the Information
Superhighway for city officials.
Mayor' s Communications
Mayor Tremere reviewed the communications from the Tree Trust.
*Proclamation for Cities Week
MOVED by Thompson, seconded by Russell and motion carried unanimously to proclaim
September 25 - October 2, 1994 Cities Week in Golden Valley.
Arrangements for Interviewing for Community Standards Task Force At-Large Members
The Council will interview candidates for the Community Standards Task Force
At-Large ��embers on September 26, 1994 beginning at 6:00 PM and September 29,
1994 beginning at 6:30 PM.
Budget Concerns
Council Member Micks expressed her concerns regarding some budget items - pay
equity, setting of the tax levy, debt service, street reconstruction and budgetary
goals. The Council suggested she provide them with copies of her memos.
Update on Survey Status
Jeanne Andre updated the Council on the status of the survey conducted by Decision
Resources LTD. Staff was requested to invite Dr. Bill Morris to attend the
October 4, 1994 Council Meeting at 6:00 PM to make his presentation of the survey
resul ts.

the meeting at 6:00 PM.
