12-06-94 CC Minutes unsigned Regular Meeting of the City Council December 6, 1994 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Ualley Road in said City on December 6, 1994 at 6 :30 PM. The following members were present: Micks, Russell , Thompson and Tremere; and the following was absent: Johnson. Also present were: William Joynes, City Manager; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Minutes: City Council Meetinq - October 4 and 18, 1994, and �ouncii /Manaqer Meetinq - October 11, 19 MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the City Council Meeting minutes of October 4 and 18, 1994; and Council /Manager Meeting minutes of October 11, 1994. Approval of Aqenda MOVED by Russell , seconded by Thompson and motion carried unanimously to approve the agenda of December 6, 1994 as submitted. Approval of Consent Aqenda MOVED by Thompson, seconded by Micks and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVEO by Thompson, seconded by Micks and motion carried unanimously to authorize payment of the bills as submitted. *Licenses MOVED by Thompson, seconded by Micks and motion carried unanimously to authorize the issuance of licenses #15285 - #15299 and #6639. *Minutes of Boards and Commissions MOVED by Thompson, seconded by Micks and motion carried unanimously to receive and file the minutes received as follows: Planning Commission - November 14, 1994 Board of Zoning Appeals - November 9, 1994 Human Services Foundation - November 14 and November 21, 1994 Civil Service Commission - November 7, 1994 Community Standards Task Force - November 16, 1994 Human Rights Commission - October 15, 1994 � Regular Meeting of the City Council December 6, 1994 Page 2 Public Hearinq - RSL 213 - Turnpike Road and Lawn Terrace Fred Salsbury, Director of Public Works, presented the project and reviewed the difference between overhead and ornamental lighting. Bill Joynes outlined the procedure if the lighting district is enlarged. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Arthur lde, 541 Turnpike Road, wanted to know if additional lights could be added to the district. Roger Sorenson, 517 Turnpike Road, reivewed the petition that was circulated, and the timing of installation of lights. Jane Sorenson, 517 Turnpike Road, petitioner, stated she knows other people who live outside the district who would also like to have lights, and asked questions about ornamental lighting. Bob McCoy, 549 Turnpike Road, he would like a light in his area of the neighborhood but does not live in the lighting district and asked if his area could be added to the district. The Mayor closed the public hearing. MOVEO by Russell , seconded by Thompson and motion carried unanimously to defer on the Resolution 94-83 for thirty days to allow the residents in the lighting district to decide if they would like ornamental or overhead lighting. Public Hearinq - First Consideration - Ordinance #122 - General Plan Approval - �� ��� - weszwood LaKe Uffice ark 2nd Addition The following ordinance was MOVED by Thompson, seconded by Russell : ORDINANCE #122, 2ND SERIES AN ORDINANCE AMENDING THE CITY CODE Approval of the General Plan of Development Westwood Lake Office Park 2nd Addition, PUD #67 Mark Grimes, Director of Planning and Development, introduced the agenda item. John Bowden, representing the applicant, reviewed the general plan. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Russell , seconded by Micks and motion carried unanimously to adopt Ordinance #122, 2nd Series. Authorization to Siqn Agremeent with Rosenthal , Rondoni and MacMillan, LTD. for Legal 3ervices William Joynes introduced the agenda item. MOVED by Russell , seconded by Thompson and motion carried unanimously to authorize the Mayor and City Manager sign the agreement with Rosenthal , Rondoni and MacMillan, LTD. Announcements of Meetinqs Truth in Taxation Meeting is scheduled for Thursday, December 8, 1994 at 7:00 PM and reconvened (if necessary) is December 19, 1994 at 6:30 PM. 1 Regular Meeting of the City Council December 6, 1994 Page 5 Mayor' s Communications Mayor Tremere received a letter from Gregg Malick and will forward a copy to the Council . Mayor Tremere stated he and Council Member Thompson have not met with the residents regarding the Schaper Park area and will meet with then after the budget process. Presentation bv Hennepin County Librar Staff and Librarv Board Members Milt Goldstein, President, Hennepin County Library Board; Charles Brown, Director of Hennepin County Library System; Helen Halvorson, Chief Librarian Golden Valley, and Janet Kinney, Library Aide, presented background information to the Council on the library's current program and services and plans for the future. Cable Interactive Bulletin Board William Joynes reviewed the recommendation. MOVED by Tremere, seconded by Thompson and motion carried unanimously to approve the staff recommendation to include Golden Valley's name in the drawing for the bulletin board. Mayor Tremere and Council Member Russell will contact NW Cable regarding possible assistance in playing of other Council meetings on Golden Valley' s channel . The Council also requested that anyone who is interested in volunteering to input information on the cable channel should contact Cheryl Weiler. Appointments to Human Services Foundation and Civil Service Commission The Council discussed the process for making appointments. MOVED by Thompson, seconded by Micks and motion carried unanimously to defer action on the appointments to the Human Services Foundation and Civil Service Commission until the December 20, 1994 Council Meeting.
