City Council
December 8, 1994
Pursuant to due call and notice thereof, a special meeting of the City Council
of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden
Valley Road in said City on December 8, 1994 at 7:00 PM.
The following members were present: �1icks, Russell , Thompson and Tremere; and
the following member was absent: Johnson. Also present were: William Joynes,
City Manager; and Judy Nally, Administrative Secretary.
Receipt of Letters Regardinq Proposed 1995 Budqet
MOVED by Russell , seconded by Micks and motion carried unanimously to receive
and file the following letters regarding the 1995 budget and consider them at the
public hearing: Dorothy Trow, dated November 24, 1994; Anne and Jackson Hershbell ,
dated November 25, 1994; Reese Williams, dated November 16, 1994; Terry and Julianne
Zuehlke, dated November 11, 1994; Don Haroldson, dated December 1 , 1994; Harold
and Winifred Jones; and Ruth Skythe, dated November 2, 1994.
Public Hearing
Mayor Tremere presented an overview of the budget hearing process.
William Joynes presented the 1995 Recommended Budget, outlining the budget
schedule, budget assumptions before September 1994, the general fund tax levy,
city tax levy, allocation of city tax base, property tax breakdown for both
school districts, breakdown of proposed pavement management program, major items
included in 1995 recommended budget, additional requests, new information since
the September presentation, breakdown of increase since September presentation,
Brookview Golf Course, cost comparisons of other products and services, the types
of services provided by the City, consolidated cooperative efforts, services
financed from user fees. Don Taylor, Finance Director, assisted with the
presentations and was available to answer questions.
The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon.
Dennis Wyszynski , 7200 Glenwood Avenue, feels 9.2� increase is too high, that
the government should be able to be run on the increase in the tax valuations,
asked about the comparison to the 94 budget.
George Hubbs, 1301 South Tyrol Trail , feels spending is going up faster than
revenue, and that the city is not living within its means, feels the city should
bring spending down.
Barney Rosen, 4820 Killarney Orive, asked why the taxes vary between cities if
the value of the homes are the same, asked what the cost for administration is,
feels senior citizens have a hard time with the increases and are being pushed
out of their homes, asked questions about the Area C property.
Lance Nelson, 824 Meadow Lane South, feels that expenses are driving away
residents, stated his taxes more than trippled, feels that it is the accumulation
of the little things that add up and that the city should pay more attention to
the small budget items.

Public Hearing - Continued
Don Haroldson, 1324 Valders Avenue North, stated his taxes have more than doubled
over the last 8 years and that the city should start to the cut the budget as he
can't afford to stay in his home.
Mike Doctor, 1122 Tyrol Trail North, moved in in 1991, feels the city provides
great services but there has to be a point at which residents have to give up
some of the services and the city should be fiscally responsible, asked questions
about the State Auditor's report.
Roger Wilde, 1761 Valders Avenue North, stated he enjoys living in the city but
at the rate the costs are increasing he will not be able to afford living here
within the next five years.
Harry Nouck, 1100 Tyrol Trail , asked about the cost of the survey, if the Council
voted as a group to conduct the survey and if the survey was worth the $12,000.
The Mayor closed the public hearing.
The Council took a 15 minute recess.
The Council requested that staff provide them with new information incorporating
the following suggested amendments to the budget: road reconstruction (program
go to 30 years), and cost of increased street maintenance; remove the Honeywell
program from the budget; set the salary reserve at 3%; reduce the conference and
schools and dues and subscriptions by 10%; reduce the city forester to part-time;
remove the clipping service; remove the InFocus publication; remove complaint
software; reduce computer hardware by 10�; consider dispatching at County facility;
and contract with a service for council meeting minutes.
MOVED by Thompson, seconded by Micks and motion carried unanimously to hold a
budget workshop on Monday, December 19, 1994 at 7:00 PM.

MOVED by Thompson, seconded by Micks and motion carried unanimously to adjourn
the meeting at 10:40 PM.
