August 15, 1995
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on August 15, 1995 at 6:30 PM.
The following members were present: Johnson, Micks, Russell, Thompson and Tremere.
Also present were: Jeanne Andre, Assistant to the City Manager; Allen Barnard, City
Attorney; and Judy Nally, Administrative Secretary.
Approval of Minutes: Council/Manager Meeting - August 8, 1995 and City Council Meeting -
August 1, 1995
MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the
Council/Manager meeting minutes of August 8, 1995 as amended: 1994 Annual
Comprehensive Financial Report - add GASB statement #10 from the Auditor's report.
MOVED by Micks, seconded by Johnson and motion carried unanimously to approve the City
Council meeting minutes of August 1, 1995 as submitted.
Approval of Aaenda
MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the
agenda of August 15, 1995 as amended: Addition of Communications and Petitions - Letter
from Richard Brown Regarding 1566 Winnetka Avenue North; Departmental Item - Storm
Sewer Emergency; and Mayor and Council Item - Human Rights Commission Direction.
Ap�roval of Consent Agenda
MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk (*), addition of Communications and
Petitions - Letter from Richard Brown Regarding 1566 Winnetka Avenue North.

MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize
payment of the bills as submitted.

Jeanne Andre introduced the agenda item. Allen Barnard answered questions from the
Council.
Vincent Johnson, attorney representing the applicant; and Dan Otten, applicant; stated he
wanted to withdraw the applications for the minor subdivision and rezoning to two-family (R-2)
residential zoning district for 1566 Winnetka Avenue North and the rezoning to two-family (R-
2) residential zoning district for 1720, 1800 and 1810 Winnetka Avenue North, as he plans on
submitting applications for a minor subdivision for double bungalows.
MOVED by Russell, seconded by Micks and motion carried to accept the applicants
withdrawal of the applications for the minor subdivision and rezoning to two-family (R-2)
residential zoning district for 1566 Winnetka Avenue North and the rezoning to two-family (R-
2) residential zoning district for 1720, 1800 an 1810 Winnetka Avenue North. Council
Member Johnson voted no.
Public Hearing - Street Vacation - Portion of Ortler Pass
Fred Salsbury, Director of Public Works; introduced the agenda item. Allen Barnard
answered questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon
Jim Ladner, 1414 Tyrol Trail; petitioner, stated he is in favor of the vacation.
Bob Anderson, 1508 Alpine Pass, stated he is in favor of the vacation.
The Mayor closed the public hearing.

Member Russell introduced the following resolution and moved its adoption:
RESOLUTION 95-65
RESOLUTION FOR STREET VACATION
PORTION OF ORTLER PASS
The motion for the adoption of the foregoing resolution was seconded by Member Johnson
and upon a vote being taken thereon, the following voted in favor thereof: Johnson, Micks,
Russell, Thompson and Tremere; and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor and
his signature attested by the City Clerk.
Public Hearing - Street Vacation - Portion of Sandburg Lane
Jeanne Andre introduced the agenda item. Fred Salsbury, Director of Public Works;
reviewed the vacation and answered questions from the Council. Allen Barnard answered
questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Doug Soderling, 6840 Sandburg Lane, stated he is in favor of the vacation, and asked
questions about the deed and the construction timeline.
The Mayor closed the public hearing.
MOVED by Johnson, seconded by Thompson and motion carried unanimously to table the
street vacation until September 5, 1995 and request staff to contact School District #281
regarding the signing of the easement documents.

MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file
the letter from Richard Brown, dated August 5, 1995 regarding 1566 Winnetka Avenue North.
*A�proval of Requests for Beer and/or Wine at Brookview Park
MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the
requests for beer and/or wine at Brookview Park as recommended by staff.

*Receipt of July. 1995 General Fund Budaet Report
MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file
the July, 1995 General Fund Budget Report.
*Authorization to Sign Lease Extension with Post Office
MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the
Mayor and City Manager to sign the Lease Amendment - Lease Extension with the U. S.
Postal Service extending the lease at 700 Winnetka Avenue North until July 31, 1996.
*Appointment to Fire Code Appeals Board
MOVED by Johnson, seconded by Russell and motion carried unanimously to appoint Jay
Ipsen, Chief Building Official to the Fire Code Appeals Board.
*Receipt of Lockup Inspection Report from Sheriff's Office
MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file
the Lockup Inspection Report from the Sheriff's Office, dated May 1, 1995.
Storm Sewer EmergencX
Jeanne Andre introduced the agenda item. Fred Salsbury, Director of Public Works, stated
the culvert under the railroad embankment had washed out near Ottawa Avenue, and he has
contacted the railroad. He plans on working with the railroad to correct the problem, but
requested Council action to take some corrective action if necessary. Allen Barnard
answered questions from the Council.
MOVED by Micks, seconded by Johnson and motion carried unanimously to declare the
situation an emergency to protect public property and the adjoining properties; and provide
the Director of Public Works with the authority to expend up to $50,000 if necessary to correct
the problem.
Announcements of Meetinas
There will be a Council/Manager Meeting on August 29, 1993 at 6:30 PM to focus on the
budget matters, budget process and meetings; and requests for funding from external
organizations to the City.
Some of the Council plan on attending one of the meetings the Metropolitan Council plans on
holding regarding the Livable Communities Act of 1995.

Mayor and Council Communications
The Council will place the letter from the City of New Hope regarding the ice arena and the
letter from Sofi Haelan regarding massage licenses on the September 5, 1995 Council
agenda for discussion.
Human Services Foundation Vacancv
Mayor Tremere introduced the agenda item.
The City Council set August 30, 1995 as the date to interview applicants for the vacancy on
Foundation beginning at 6:00 PM.
Human Rights Commission Direction
Mayor Tremere introduced the agenda item.
MOVED by Tremere, seconded by Johnson and motion carried unanimously to request the
Human Rights Commission to develop some ideas of projects, programs and concerns and to
coordinate with staff as to human rights needs issues in the community and report back to the
City Council as to what they would like to review

meeting at 8:15 PM.
