09-05-95 CC Minutes unsigned Regular Meeting of the City Council September 5, 1995 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on September 5, 1995 at 6:30 PM. The following members were present: Johnson, Micks, Russell, Thompson and Tremere. Also present were: William Joynes, City Manager; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Approval of Minutes: Council/Manager Meeting - Auaust 29, 1995 and City Council Meeting - August 15, 1995 MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the Council/Manager meeting minutes of August 29, 1995; and City Council meeting minutes of August 15, 1995 as submitted. Approval of Agenda MOVED by Thompson, seconded by Russell and motion carried unanimously to approve the agenda of September 5, 1995 as submitted. Approval of Consent Agenda MOVED by Russell, seconded by Johnson and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). *Bills and Claims MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize payment of the bills as submitted. *General Business and Heating Licenses MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize the issuance of license #6734 - #6735. *Gambling License Exemption - South Metro Chapter/MN Deer Hunters Association MOVED by Russell, seconded by Johnson and motion carried unanimously to receive and file the gambling license exemption for the South Metro Chapter/MN Deer Hunters Association. MOVED by Russell, seconded by Johnson and motion carried unanimously to direct staff to present on update at the next meeting as to the status of the issue. *Letter from Arthur Sirkin Regarding West Suburban Mediation Center Fundinq MOVED by Russell, seconded by Johnson and motion carried unanimously to receive and file the letter from Arthur Sirkin, dated August 7, 1995, regarding West Suburban Mediation Center funding. *Approval of Requests for Beer and/or Wine at Brookview Park MOVED by Russell, seconded by Johnson and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. *Authorization to Sian Contract for Veterinarian Services MOVED by Russell, seconded by Johnson and motion carried unanimously to authorize the Mayor and City Manager to sign the contract with Dr. David Munson for veterinarian services until September 6, 1996. *Call for Public Hearing - special Assessments - 10/10/95 MOVED by Russell, seconded by Johnson and motion carried unanimously to call for a public hearing for October 10, 1995 at 7:00 PM as the date for the special assessment public hearing on the following projects: RSL 214 - Turnpike Road, RSL 215 - Maryland Avenue, 94 SI 11 - Sandburg Lane, 94 SI 9 - Jersey Avenue, delinquent utility bills, and miscellaneous charges. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION 95-66 RESOLUTION FOR STREET VACATION PORTION OF SANDBURG LANE The motion for the adoption of the foregoing resolution was seconded by Member Micks, and upon a vote being taken thereon, the following voted in favor thereof: Johnson, Micks, Russell, Thompson and Tremere; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the City Clerk. Call for Public Hearing - 1996 Budgets (General. Water and Sewer Utilities. Brookview Golf, Conservation/Recycling, Human Services Foundation. Storm Sewer Utilit� Vehicle Maintenance. and Motor Vehicle Licensin. Fq unds Don Taylor, Finance Director, introduced the agenda item and answered questions. MOVED by Russell, seconded by Micks and motion carried to set December 6, 1995 at 6:30 PM as the date for the formal public hearing for the formal Truth in Taxation Public Hearing, and December 14, 1995 at 6:30 PM for the reconvened public hearing (if needed) for consideration of the 1996 budget. Certification of 1996 Proposed Tax LevX William Joynes introduced the agenda item. Don Taylor, Finance Director, answered questions from the Council. MOVED by Thompson, seconded by Johnson and motion carried to approve the proposed tax levy for 1996. Council Member Micks voted no. 1996 Proposed Gross Levy: General Fund Operating Levy $6,440,875 Fire Relief Levy -0- Street Improvement Levy 905,000 Bonded Debt Levy 1,120.080 Total 1996 Proposed Gross Levy $8,465,955 Less: 1995/96 Homestead and Agricultural Credit Aid (HACA) (1.701,695) Total 1996 Proposed Net Levy $6.764,260 Regular Meeting of the City Council September 5, 1995 Page 4 Announcements of Meetinas Council Member Johnson announced information about the Human Services Foundation sponsoring of a FUN RUN to be held on Saturday, September 23, 1995 beginning at 7:30 AM. The start and finish will be near Brookview Community Center parking lot and urged any and all walkers and runners to participate. The next Housing and Redevelopment Meeting is scheduled for September 12, 1995 at 6:30 PM. Mayor and Council Communications Mayor Tremere reviewed the communications he received. *Proclamation for Cities Week - October 1 - 7. 1995 MOVED by Russell, seconded by Johnson and motion carried unanimously to proclaim October 1 - 7, 1995 Cities Week. *Proclamation for Crime Prevention Month - October 1995 MOVED by Russell, seconded by Johnson and motion carried unanimously to proclaim October 1995 Crime Prevention Month. *Proclamation for Citizenship Day - September 17. 1995 and Constitution Week - September 17 - 23, 1995 MOVED by Russell, seconded by Johnson and motion carried unanimously to proclaim September 17, 1995 as Citizenship Day and September 17 - 23, 1995 as Constitution Week. NLC Voting and Alternate Voting Delegates - Congress of Cities Mayor Tremere introduced the agenda item. MOVED by Thompson, seconded by Johnson and motion carried unanimously to designate the City Manager as the delegate, subject to future change. Regular Meeting of the City Council September 5, 1995 Page 5 Request by Human Riahts Commission to Send Letter to Legislators Regardina Human Rights Cases Mayor Tremere introduced the agenda item. Shaun Jamison, Commissioner; and Julie Shannon, Chair; were present and reviewed the request to send the letter to the Legislators. MOVED by Johnson, seconded by Micks and motion carried to authorize the sending of the letter to the Legislators, inviting them to attend a Human Rights Commission meeting, but send no copies to other organizations. Council Member Thompson voted no. *Appointment to Human Services Foundation MOVED by Russell, seconded by Johnson and motion carried unanimously to appoint Sharon Mattison to the Human Services Foundation for a term to expire April 1,1996.
