12-06-95 Special Meeting Minutes unsigned Special Meeting of the City Council December 6, 1995 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on December 6, 1995 at 7:00 PM. The following members were present: Johnson, Micks, Russell, Thompson and Tremere. Also present were: William Joynes, City Manager; and Judy Nally, Administrative Secretary. Receipt of Letters Re.aq rding Proposed 1996 Budget MOVED by Thompson, seconded by Johnson and motion carried unanimously to receive and file the following letters regarding the 1996 budget and consider them at the public hearing: Jennifer Driscoll, dated November 24, 1995; Mr. and Mrs. R. L. Moon, dated November 29, 1995; Ms. Shelly Parker, dated November 30, 1995; and Mr. John Olinger, dated November 30, 1995. Public Hearina William Joynes presented the 1996 Recommended Budget, outlining the budget schedule, budget assumptions before November, 1995; general fund tax levy; total city tax levy; allocation of city tax base; 1996 property tax breakdown for school district #281and school disctrict #270; breakdown of icrease on average home of $126,880; the last three years general fund; proposed pavement management program; new items included in the 1996 recommended budget; additional requests; Brookview Golf Course; 1996 budget in perspective; what services you get; how they compare; services financed from user fees; and consolidated cooperative efforts. Don Taylor, Finance Director, reviewed the share of taxes the City receives based on the value of moderate homes, ($84,000, $73,000) average home ($125,000, $140,000) and upper valued home ($184,000 and $195,700). The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their view thereon. Julie Hipp, 8875 Elgin Place, stated she likes living in the City, but is concerned over the increases in the last 3 years and is not sure if she can afford to live in the city with the increases. Alan Nadosy, 5121 Colonial Drive, stated his income has dropped over the last three year, is concerned over increases for city employees, and recommended cutting city salaries, sabbaticals and out-state trips. Mel Heckt, 2651 Major Avenue North, is concerned over increases asked questions about street reconstruction program and special assessment policy. lohn Rohlf, 125 Paisley Lane, asked questions about the street reconstruction program. Ray Lemke, 1921 Rhode Island Avenue North, asked questions regarding the electrical inspector and the appraisers in the assessing department. Special City Council Meeting December 6, 1995 Page 2 Public Hearing - Continued Tom Enright, 5320 Dawnview Terrace, asked about the cost of street repairs versus the street reconstruction program, and requested the Council declare a moratorium on any additional expenditures. Eugene Krueger, 1617 Flag Avenue North, concerned over increase in taxes and asked why taxes are reduced in some other neighboring cities. Joe Boisclair, 3390 Scott Avenue North, doesn't understand why the taxes are increasing. Loren Westrom, 2610 Lee Avenue North, asked questions about street reconstruction program, how the special assessments are levied. Dennis Carlson, 150 Hanley Road, concerned over increase of 17.3% in city tax, want the city to prioritize where the spending of tax dollars goes, and would like each department to take a percentage off their budgets. Frank Casey, 7140 Archer Avenue North, asked what the city has done to help reduce the property taxes. r�ichard Blomgren, 1529 Flag Avenue North, feels that as far as the street reconstruction program is, you pay now or pay later, and asked how the city benefits from the gas tax. Barbara Crolley, 310 Pennsylvania Avenue South, asked questions about the special assessment policy and why the policy has changed over the years. The Mayor closed the public hearing. The Council discussed and decided a reconvened public hearing was not necessary. The Council will hold a budget workshop on December 12, 1995 at 5:00 PM. The Council requested staff to provide them with the financial impact on the budget if the salaries of the top personnel were frozen. The Council will formally adopt the 1996 budget at the December 19, 1995 Council meeting.
