01-02-96 CC MinutesRegular Meeting of the City Council January 2, 1996 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on January 4, 1996 at 6:30 p.m. The following members were present: Johnson, Micks and Russell. Also present were: William Joynes, City Manager; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. ,Approval of Minutes: Special City Council Meeting - December 6, 1995 and City Council Meeting --December 19, 1995 MOVED by Micks, seconded by Russell and motion carried unanimously to approve the Special City Council Meeting minutes of December 6 1995 as submitted. MOVED by Micks, seconded by Russell and motion carried unanimously to approve the City Council Meeting minutes of December 19, 1995 as amended: Public Hearing - Adoption of 1996 Budget Resolution - Resolution 95-85 - change vote to read: "and the following voted against the same: Johnson and Micks." Adjournment MOVED by Micks, seconded by Russell and motion carried unanimously to adjourn the meeting at 6:32 p.m. Oath of Office. Roll Call and Seating of the Council Judge Patrick Fitzgerald gave the oath of office to Mayor Mary E. Anderson and Council Members Gloria L. Johnson and Jan A. LeSuer. The term for Mayor Anderson expires December 31, 1997 and the terms for Council Members Johnson and LeSuer expires on December 31, 1999. A roll call was taken and the seating of the 1996 Council took place. The Mayor adjourned the meeting for cake and coffee, after which the meeting reconvened. Regular Meeting of the City Council January 2, 1996 Page 2 Approval of Consent Agenda Mayor Anderson read the items listed on the consent agenda. MOVED by Russell, seconded by Micks and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk (*). Appointment of Mayor Pro Tem Mayor Anderson introduced the agenda item. MOVED by Micks, seconded by LeSuer and motion carried unanimously to appoint Council Member Johnson as Mayor Pro Tem for a period of one year. *Set Time and Place of Agenda Closing MOVED by Russell, seconded by Micks and motion carried unanimously to set the closing time and place for receipt of public information for the Council agenda at 4:30 p.m. on the Wednesday preceding the Council Meeting in the City Manager's Office. *Designation of Official Publication MOVED by Russell, seconded by Micks and motion carried unanimously to designate the New Hope -Golden Valley SunPost as the City's official newspaper. *Bills and Claims MOVED by Russell, seconded by Micks and motion carried unanimously to authorize the payment of the bids as submitted. *General Business and Heating Licenses MOVED by Russell, seconded by Micks and motion carried unanimously to authorize the issuance of license #15760 to #15765 and #6748 to #6750. Gambling License Exemption - Minneapolis Jewish Day School Inc. MOVED by Russell, seconded by Micks and motion carried unanimously to receive and file the gambling license exemption for the Minneapolis Jewish Day School Inc. Regular Meeting of the City Council January 2, 1996 Page 3 *Solicitor's License - Sexual Violence Center MOVED by Russell, seconded by Micks and motion carried unanimously to approve the solicitor's license for the Sexual Violence Center. *Minutes of Boards and Commissions MOVED by Russell, seconded by Micks and motion carried unanimously to receive and file the minutes received as follows: Human Rights Commission - November 9, 1995 *Letter from Ann Rzeszutko Regarding Resignation from Human Rights Commission MOVED by Russell, seconded by Micks and motion carried unanimously to receive and file the letter from Ann Rzeszutko, dated December 14, 1995 regarding resignation from the Human Rights Commission and request the Mayor send her a letter in appreciation for her service to the community. *Letter from Jack and Gloria Kiffe Regarding Community Standards Task Force MOVED by Russell, seconded by Micks and motion carried unanimously to receive and file the letter from Jack and Gloria Kiffe, dated December 22, 1995 regarding the Community Standards Task Force. *Designation of Depositories for City Funds Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-1 RESOLUTION DESIGNATING DEPOSITORIES FOR CITY FUNDS The motion for the adoption of the foregoing resolution was seconded by Member Micks and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council January 2, 1996 Page 7 `Call for Public Hearing- 95 SI 8 - Natchez Avenue South, Glenwood Avenue to Circle Down 2/6/96 Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-8 RESOLUTION PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS 95 SI 8 NATCHEZ AVENUE SOUTH, GLENWOOD AVENUE TO CIRCLE DOWN The motion for the adoption of the foregoing resolution was seconded by Member Micks and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. 'Receipt of November, 1995 General Fund Budget Re ort MOVED by Russell, seconded by Micks and motion carried unanimously to receive and file the November, 1995 General Fund Budget Report. Announcements of Meetings Mayor Anderson and Council Member Johnson will meet with City Manager Joynes on January 3, 1996 at 2:00 p.m. to review issues that will be dealt with by both the City Council and Housing and Redevelopment Authority. Set Date for Council Retreat MOVED by Russell, seconded by Johnson to set January 6, 1996 as the date for the Council Retreat, beginning at 8:30 a.m. at the Brookview Community Center, lower level grill area. Mayor Anderson requested the Council review the agenda distributed by the City Manager prior to the meeting , so the Council can determine which items they would consider critical and would like discuss first. Regular Meeting of the City Council January 2, 1996 Page 8 Reset Meeting Dates The Council discussed the scheduling of City Council, Council/Manager and Housing and Redevelopment Authority Meetings. The Council will discuss at the Council Retreat the time frame and expectations for these meetings. MOVED by Johnson, seconded by Russell and motion carried unanimously to delay the resetting of the meeting dates until the January 16, 1996 Council Meeting. Set Date for Board of Review The Council discussed the date for the Board of Review. Staff was requested to check with Hennepin County to see if the Board of Review could be scheduled for May 9, 1996 and report back at the Council Retreat. Mayor and Council Communications Mayor Anderson and City Manager Joynes will attend a meeting on January 10, 1996 at noon with other Mayors and City Managers within the Hopkins School District. Council Assignments - Legislative Liaison and Spokesperson. League of Minnesota Cities. Association of Metropolitan Municipalities Council Commission Subcommittees Mayor Anderson introduced the agenda item. MOVED by Micks, seconded by Johnson and motion carried unanimously to make the following appointments: Legislative Liaison and Spokesperson - Mayor Anderson - 1 year term League of Minnesota Cities - Council Member Russell, Delegate; and Council Member Johnson, Alternate - 1 year term Association of Metropolitan Municipalities - Mayor Anderson, Delegate; and Council Member LeSuer, Alternate - 1 year term MOVED by Russell, seconded by Johnson and motion carried unanimously to make the following Council Subcommittee appointments: -1 year term: Planning Commission Subcommittee - Anderson and LeSuer Human Rights Commission - Johnson and LeSuer Open Space and Recreation Commission - Micks and Russell Regular Meeting of the City Council January 2, 1996 Page 9 Council Appointments - Assistant Weed Inspector, Housing and Redevelopment Authority Northwest Hennepin Human Services Council Executive Board Northwest Suburban Cable Commission and Northwest Community Television Executive Board Mayor Anderson introduced the agenda item. Mayor Anderson will appoint Ron Hammer as the Assistant Weed Inspector for a one year term. MOVED by Micks, seconded by Russell and motion carried unanimously to appoint the following to the Housing and Redevelopment Authority - Mary Anderson for a two year term and Gloria Johnson and Jan LeSuer for a four year term. MOVED by Russell, seconded by Micks and motion carried unanimously to appoint Jeanne Andre, Director and Mary Anderson as Alternate to the Northwest Hennepin Human Services Council Executive Board for a two year term. MOVED by Johnson, seconded by Micks and motion carried unanimously to appoint Joan Russell and Ray Stockman to the Northwest Suburban Cable Commission for a two year term. MOVED by Russell, seconded by Johnson and motion carried unanimously to appoint Jeanne Andre as Golden Valley's representative on the Northwest Community Television Board of Directors.
