Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on February 20, 1996 at 6:30 p.m.
The following members were present: Anderson, Johnson, LeSuer, Micks and Russell.
Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works;
Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary.
Approval of Agenda
MOVED by Russell, seconded by Johnson and motion carried unanimously to approve the
agenda of February 20, 1996 as amended: Organizational Items - Removal of General
Business License #15815 until the applicant completes the corrective orders as issued by
the Fire Department; and Addition of Communications and Petitions - Letter from Gerald
Mundt Regarding PUD #70; and Letters from Leslie Erickson, Larry Yochim, Thomas
Bollin, Superintendent, Independent School District 281; and Fred Johnson Regarding
Street Improvement Program.
Approval of Consent Agenda
MOVED by Micks, seconded by LeSuer and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk (*), adding Removal of General
Business License #15815; Addition of Communications and Petitions - Letter from Gerald
Mundt Regarding PUD #70; and Letters from Leslie Erickson, Larry Yochim, Thomas

Kathy Erickson, KKE Architects, Inc.; Jay Scott, Director of Development, Opus
Corporation; and Mike Pan, President, Snyder Drug Store; reviewed the plan and
answered questions from the Council.
Gary Prazak, Planning Commissioner, presented the Commission report and stated they
approved the plan.
Mark Grimes, Director of Planning and Development, reviewed the plan and answered
questions from the Council.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Gregg Hackett, 130 Jersey Avenue South, urged the Council to approve the plan as
presented.

MOVED by Micks, seconded by LeSuer and motion carried unanimously to approve the
preliminary design plan for Golden Valley Commons L.L.C., PUD #70, and to take into
consideration the staff concerns and recommendations. Upon a roll call vote, the vote was
as follows:

Mayor Anderson stated the public hearings for the Rezoning to Business and Professional
Offices Zoning District and Preliminary Design Plan Approval can be combined.
The following ordinance was MOVED by Johnson, seconded by Russell:

AN ORDINANCE AMENDING THE CITY CODE

Golden Valley Housing and Redevelopment Authority (HRA), Applicant
George Sherman, Applicant, reviewed the plan and answered questions from the Council.
Gary Prazak, Planning Commissioner, presented the Commission report and stated they
approved the plan.

the opportunity to express their views thereon. Hearing and seeing no one, the Mayor
closed the public hearing.

Mayor Anderson introduced the agenda item and reviewed the procedure for consideration
of the street improvement program. Fred Salsbury will present each of the individual street
projects. William Joynes, Allen Barnard and Jeff Oliver, Assistant Engineer; were available
to answer questions about the individual projects.

MOVED by Russell, seconded by LeSuer and motion carried unanimously to bring 94 SI
10 on the table for consideration.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Paula Pentel, 941 Angelo Drive, Planning Commission Representative, Sidewalk
Committee, stated the committee reviewed the entire City and has recommended that
sidewalks be built along Noble Avenue.
Nancy Azzam, 2300 Noble Avenue North, submitted petition and feels the street should be
32 feet wide, with parking on both sides, no sidewalks, and is against installation of curb
and gutter, expressed her concern for the environment and water runoff to Bassett Creek,
and would like a 15 mile per hour speed limit posted at Noble School.
Richard Peet, 3245 Noble Avenue North, feels Noble Avenue is not a major collector
street, it is a minor collector street, and feels that cars speeding down Noble is the problem
and the Council should reconsider the Pavement Management Program.
Patricia Holmstrom, 2900 Noble Avenue North, feels the street needs to be repaved, but
doesn't want it widened, no sidewalks, not adverse to curb and gutter, feels widening the
street will make the speeding worse, feels residents north of Culver Road were not
informed of the meeting and feels the Council should consider the entire length of Noble
Avenue at one time.
Pam Welch, 2107 Noble Avenue North, likes the streets the way they are, no curb and
gutter, sidewalks and wide streets, feel residents should have a say in how their
neighborhood looks, and feels reconstruction will change the character of the
neighborhood.

Dick Leffler, Metropolitan Council Transit Operations, stated that buses stop at almost
every intersection along Noble Avenue, stated that buses would have to go into the
oncoming lane of traffic if a parked car was in the roadway and it could become a safety
hazard.
Atashi Acharya, 2640 Noble Avenue North, stated she hopes a decision is made about the
reconstruction, thinks that splitting the Noble project into two separate projects is a good
idea, her driveway has been blocked and people have parked in her driveway when there
are activities at the school and feels some parking for the school is needed, stated the
sidewalks are used, and requested the possibility of burying power lines be explored.
Brian Erickson, 3126 Noble Avenue North, feels that all of Noble Avenue should have been
invited and not have been split into two projects, feels if you widen one half you'll end up
widening the other, doesn't feel it has to be a major road, thinks it is fine the way it is.
Paul Drukman, 2130 Spruce Trail, asked what consideration they gave to the school, if a
plan has been developed for signage, speed marking and speed, why did the street rating
drop so much in one year, concerned about evaluation of the lighting, feels that parked
cars at night are a danger because of low lighting, and there is a potential for flooding.
James Peterson, 3216 Noble Avenue North, feels that traffic is speeding along because it
is the shortcut when Highway 100 is blocked and that most of the traffic goes to other
cities, and feels if the road is widened it will be worse, feels it should be patrolled and
speeding tickets should be given out, or stop signs installed.
Mike Welch, 2107 Noble Avenue North, feels there is no problem parking on both side of
Noble Avenue now, and that speed is very excessive, and the narrower the street the safer
it will be.
Robin Brookings, 4725 East Marie Lane, doesn't want parking removed from the school
side of the street and does want a sidewalk.
Lee Brown, 2210 Spruce Trail, suggested keeping the street narrow and have pull -off for
parking like around the lakes in Minneapolis.

Charles Lipkin, 2420 Bryd Avenue North, feels the road should be wider by the school and
narrower in front of the residences, feels safety is the #1 issue and the decision should be
based on that, and feels a decision should be made and not put off another year.
Donna Godejohn, 2091 Ordway, opposed to 36 foot wide street, would like a 32 foot wide
street, concern for speeding, good compromise is to widen the street at Noble School.
Jim Humbutel, 2243 Noble Avenue North, opposed to sidewalks, asked how many trees
are going to be lost, asked what the traffic counts are now versus 10 years ago, asked how
many pedestrians have been injured, is the school parking lot able to expand and easier
access to pick up kids in the back of the school, feels when Highway 100 and 36th gets an
interchange, traffic levels will drop, and concerned over cost.
Bill Wordon, 2650 Noble Avenue North, supports 36' wide from Culver Road to Bassett
Creek Drive which includes the street, south of Bassett Creek Drive at 32', stated that
maintenance costs will come out of the city budget not MSA funds, feels the road has total
structural failure and will require a lot of maintenance if not rebuilt.
Mike Owen, 4700 Bassett Creek Drive, asked how the widening of the street would affect
his property.
Lucy VanEyes, 2912 Noble Avenue North, resents not being informed of meeting because
she lives north of project, asked how long can the City afford to maintain the sidewalks,
asked if the street is not widened would there be enough money to do the whole street,
doesn't want to go through construction on Noble Avenue for two summers.
Elsa Peet, 3245 Noble Avenue North, feels a safety zone should be put by the school, and
asked about the installation of stop signs.

Paul Druckman, 2130 Spruce Trail, doesn't want to see any asphalt boulevards like some
cities have.
Leon Niebur, 2103 Noble Avenue North, feels there is no reason to change the road, there
has never been an accident, asked why the road is proposed to be blocked off.
Paul Daniels, 4720 Valery Road, feels the road should be reconstructed with the cul-de-
sac, stated there is an unbelievable amount of cars that use Valery Road when Noble is
blocked, feels it will improve the general livability and property resale and it is a good
investment.
Pam Welch, 2107 Noble Avenue North, asked how residents will be able to get into the
area when all the streets will be redone and expressed concern for people using Ordway to
avoid the traffic signal at Noble Avenue.

Nancy Azzam, 2300 Noble Avenue North, opposed, concerned over water quality of
Bassett Creek and feels the neighborhood will be ruined if the project proceeds.
Terry Heymer, 2150 Spruce Trail, opposed, feels there are no drainage problems, and
asked what alternatives have been recommended, and suggested asphalt overlay.
Paul Druckman, 2130 Spruce Trail, opposed, doesn't believe the street needs to be
reconstructed and suggested the Council review the Pavement Management Program.
Carolyn Fiterman, 2100 Spruce Trail, agrees with the neighbors and feels there is no need
for curb and gutter.
The Mayor closed the public hearing.

The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon. Hearing and seeing no one, the Mayor

13, Hampton Road, Noble Avenue North to Lee Avenue North from the 1996 Street
Improvement Program.
95 SI 14 - Culver Road, Noble Avenue North to June Avenue North
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Sharon Boege, 2900 Major Avenue North, expressed concern over the removal of lilacs on
her property, and about the realignment of the road, but feels the road does need to be
replaced.

Tom Boege, 2900 Major Avenue North, asked questions about the removal of the lilac
bushes on their property, why the project needs curb and gutter and why the
recommended road alignment.
Chris Nelson, 4300 Culver Road, asked about drainage on her property, asked if burying
the powerlines would be possible.
Wayne Holstrom, 2900 Noble Avenue North, asked about realignment of the road.
The Mayor closed the public hearing.
MOVED by Johnson, seconded by Micks and motion defeated to delete Culver Road, Kyle
Avenue to June Avenue from the project. Council Members Anderson, LeSuer and Russell
voted no.
Member Russell introduced the following resolution and moved its adoption:

RESOLUTION ORDERING CERTAIN PROPOSED PUBLIC
IMPROVEMENTS AND AUTHORIZING ADVERTISING FOR BIDS

The motion for the adoption of the foregoing resolution was seconded by Member Micks
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
LeSuer, Micks, and Russell, and the following voted against the same: Johnson,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.

The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon. Hearing and seeing no one, the Mayor

Member Russell introduced the following resolution and moved its adoption:
RESOLUTION 96-39
RESOLUTION APPROVING PROJECTED USE OF FUNDS FOR 1996 URBAN
HENNEPIN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
AND AUTHORIZING SIGNATURE OF SUBRECIPIENT AGREEMENT WITH
HENNEPIN COUNTY AND ANY THIRD PARTY AGREEMENTS
The motion for the adoption of the foregoing resolution was seconded by Member
Anderson and upon a vote being taken thereon, the following voted in favor thereof:
Anderson, Johnson, LeSuer, Micks, and Russell, and the following voted against the
same: none, whereupon said resolution was declared duly passed and adopted, signed
by the Mayor and her signature attested by the City Clerk.
MOVED by Johnson, seconded by Micks and motion denied to delete $1,000 from the
Child Care Subsidy Program and allocate it to the CASH home program. Mayor Anderson,
Council Members LeSuer and Russell voted no.

Announcements of Meetings
The City Council and the Open Space and Recreation Commission will have a joint
meeting on Monday, February 27, 1996 at 7:00 p.m. in the Council Conference Room at
City Hall.
The next City Council meeting will be held Wednesday, March 6, 1996.
Mayor Anderson requested that any Council Member wishing to attend the LMC Legislative
Conference on Thursday, February 29 ,1996 should notify staff.

Avenue to Circle Down
MOVED by Johnson, seconded by Russell and motion carried unanimously to bring 95 SI
2, Ottawa Avenue South, Glenwood Avenue to Circle Down on the table for consideration.
The Mayor opened the meeting for public input and persons present to do so were afforded
the opportunity to express their views thereon.
Ed Phillips, 601 Ottawa Avenue South, stated the residents on Ottawa Avenue South don't
want any road changes at this time.

Avenue to Circle Down - Continued
S. Tebedge, 116 Ottawa Avenue South, feels the street has held up pretty good and
doesn't see a problem with parking on the street, asked what kind of maintenance has
been done on the street, stated it needs some cosmetic work, maybe an overlay would
work; suggested that when the street is reconstructed that the utilities be buried, feels other
streets that are in worse shape should be reconstructed first.
The Mayor closed the public hearing.
Member Micks introduced the following resolution and moved its adoption:

The motion for the adoption of the foregoing resolution was seconded by Member LeSuer
and upon a vote being taken thereon, the following voted in favor thereof. none, and the
following voted against the same: Anderson, Johnson, LeSuer, Micks and Russell;
whereupon said resolution was declared duly defeated.
The Council did not consider Resolution 96-27, Resolution Restricting Parking on Portions
of Ottawa Avenue South.
MOVED by Micks, seconded by Johnson and motion carried unanimously to direct staff to
prepare a resolution rescinding previous action taken on 95 SI 3, Circle Down, Ottawa
Avenue South to Natchez Avenue South for the March 6, 1996 City Council meeting.
*Additional Allocation from Human Services Foundation for 1995
MOVED by Micks, seconded by LeSuer and motion carried unanimously to approve the
final allocation from the Human Services Foundation to Home Free Shelter for $2,982.00
and Northwest YMCA for $2,542.00.
Set Dates for Board and Commission Interviews
Mayor Anderson requested the Council Members return the memo of available interview
dates to her tonight. She will review the lists and let the Council know the interview dates.
