Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on April 16, 1996 at 6:30 p.m.
The following members were present: Anderson, Johnson, LeSuer, Micks and Russell.
Also present were: Jeanne Andre, Assistant to the City Manager; Fred Salsbury, Director of
Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary.
Approval of Minutes: City Council Meeting - April 2, 1996
MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the
City Council Meeting minutes of April 2, 1996 as submitted.
MOVED by Russell, seconded by Johnson and motion carried unanimously to approve the
agenda of April 16, 1996 as submitted.
Approval of Consent Agenda
MOVED by Micks, seconded by Russell and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk.
Mayor Anderson read the items listed on the consent agenda.
*Approval of Check Register
MOVED by Micks, seconded by Russell and motion carried unanimously to authorize
payment of the bills as submitted.
*General Business and Heating Licenses
MOVED by Micks, seconded by Russell and motion carried unanimously to authorize the
issuance of general business licenses #16032 - #16039 and #6814 - #6821.

MOVED by Micks, seconded by Russell and motion carried unanimously to receive and
file the minutes received as follows:

*Approval of Requests for Beer and/or Wine at Brookview Park
MOVED by Micks, seconded by Russell and motion carried unanimously to approve the
requests for beer and/or wine at Brookview Park as recommended by staff.
*Approval of March 1995 General Fund Budget Report
MOVED by Micks, seconded by Russell and motion carried unanimously to receive and file
the March 1996 general fund budget report.
Approval of Plat - PUD #70 - Golden Valley Commons
Fred Salsbury introduced the agenda item.
Jay Scott, Opus Corporation, answered questions about the plat and ground breaking
ceremony.
Member Johnson introduced the following resolution and moved its adoption:

RESOLUTION FOR APPROVAL OF PLAT
PUD #70 - GOLDEN VALLEY COMMONS
The motion for the adoption of the foregoing resolution was seconded by Member Russell,
and upon a vote being taken thereon, the following voted in favor thereof: Anderson,
Johnson, LeSuer, Micks, and Russell, and the following voted against the same: none,
whereupon said resolution was declared duly passed and adopted, signed by the Mayor
and her signature attested by the City Clerk.

Authorization to Sign PUD Permit - PUD #70 -Golden Valley Commons
Fred Salsbury introduced the agenda item.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to authorize the
Mayor and City Manager to sign the PUD permit for PUD #70, Golden Valley Commons.
MOVED by Russell, seconded by Johnson and motion carried unanimously to direct staff
to hold the final plat and the PUD permit and not release them until closing of the HRA
land sale to Golden Valley Commons L.L.C.
*1996 Community Service Officer (CSO) Unit Labor Agreement
MOVED by Micks, seconded by Russell and motion carried unanimously to authorize the
Mayor and City Manager to sign a contract with the conditions as outlined in the memo
from the City Manager dated April 1, 1996.
Announcements of Meetings
The Board of Review will be held on Thursday, April 18, 1996 at 7:00 p.m. at City Hall.
The Council/Manager Meeting will be held on April 23, 1995 at 5:30 p.m. at City Hall.
There will be a groundbreaking ceremony for the Golden Valley Commons Shopping
Center on April 22, 1996 at 10:00 a.m. at the northeast corner of Winnetka and Highway
55, followed by a coffee break at City Hall.
Mayor and Council Communications
Mayor Anderson will distribute a memo to the Council about future meetings to include the
following topics: continuation of the pavement management discussion, budget process,
staff work plan and manager performance review.
Mayor Anderson suggested that the Council Members inform staff of their vacation
schedule.
Mayor Anderson stated the Golden Valley Women of Today FunFest is scheduled for
June 1, 1996 and they need volunteers to run an event. Mayor Anderson, and Council
Members Micks and Russell will volunteer.

Presentations of Certificates of Appointment
Mayor Anderson presented the following people with Certificates of Appointments: Joan
Dorman, Northwest Hennepin Human Services Council Advisory Commission; Duane
Wosje, Human Services Foundation; Jim Vaughan, Open Space and Recreation
Commission; Robbin Rouillard, Human Services Foundation; Bill Hobbs, Civil Service
Commission; and Fred Tenfingers, Human Rights Commission.
Minnesota Center for Art Education Campus Presentation - Capital Plan
David O'Fallon, Executive Director; and Barbara Martin, Deputy Director; Minnesota Center
for Art Education, reviewed the five year master plan for the campus and answered
questions from the Council.
Presentation of Certificate of Achievement for Financial Reporting
Mayor Anderson presented Sue Virnig, Assistant Finance Director; with the Certificate of
Achievement for Financial Reporting.
The Council congratulated and thanked the staff.
Set Date for Board/Commission Recognition Dinner
Mayor Anderson introduced the agenda item. The Council will hold the board/commission
dinner on May 30, 1996 at 6:30 p.m. at the Brookview Community Center.
*Proclamation for Volunteer Recognition Week
MOVED by Micks, seconded by Russell and motion carried unanimously to proclaim April
21-27, 1996 as Volunteer Recognition Week in Golden Valley.
*Proclamation for Older Americans Month
MOVED by Micks, seconded by Russell and motion carried unanimously to proclaim May
1996 as Older Americans Month in Golden Valley.
*Proclamation for Infant Immunization Awareness Week
MOVED by Micks, seconded by Russell and motion carried unanimously to proclaim April
21-27, 1996 as Infant Immunization Awareness Week in Golden Valley.

Call for Informal Public Hearing - Schaper Property
Mayor Anderson introduced the agenda item.
MOVED by Johnson, seconded by Russell and motion carried unanimously to call for an
informal public hearing regarding the Schaper Property for May 7, 1996 at 7:00 pm.

MOVED by Russell, seconded by Micks and motion carried unanimously to adjourn the
meeting at 7:25 p.m.
