08-20-96 CC minutesRegular Meeting of the City Council August 20, 1996 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on August 20, 1996 at 6:30 p.m. The following members were present: Anderson, Johnson, and Russell; and the following were absent: LeSuer, Micks. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Citizen Input Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Council continued the meeting. Approval of Minutes:- Council/Manager Meeting - August 7 1996, and City Council Meeting -August 7. 1996 MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the Council/Manager Meeting minutes of August 7, 1996 and the City Council Meeting minutes of August 7, 1996 as submitted. Approval of Agenda MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the agenda of August 20, 1996 as submitted. Approval of Consent Agenda MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk, removing Departmental Item - Call for Feasibility Studies -1997 Pavement Management Program. Mayor Anderson read the items listed on the consent agenda. *Approval of Check Register MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize payment of the bills as submitted. Regular Meeting of the City Council August 20, 1996 Page 2 *General Business and Heating Licenses MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize the issuance of general business licenses #16175 - #16179 and #6850 - #6851. *Minutes of Boards and Commissions MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file the minutes received as follows: Human Rights Commission - June 13, 1996 *Approval of Requests for Beer and/or Wne at Brookview Park MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. Call for Feasibility Studies - 1997 Pavement Management Program William Joynes introduced the agenda item. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION 96-68 RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT 1997 PAVEMENT MANAGEMENT PROGRAM The motion for the adoption of the foregoing resolution was seconded by Member Russell and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, and Russell, and the following were absent: LeSuer, Micks, and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Authorize Purchase of Parts for Traffic Signal at Boone Avenue North and 10th Avenue North William Joynes introduced the agenda item. MOVED by Johnson, seconded by Russell and motion carried unanimously to authorize approval of the purchase of traffic signal bases, poles and controller parts from Millerbrend Manufacturing, Brown Traffic Products and ACT Electronics for the following costs: Regular Meeting of the City Council August 20, 1996 Page 3 Authorize Purchase of Parts for Traffic Signal at Boone Avenue North and 10th Avenue North - Continued Millerbrend Manufacturing mast arms and poles $20,600.00 Brown Traffic Products traffic controller unit 1,980.00 ACT Electronics controller cabinet and control hardware 6,204.00 TOTAL $28,584.00 *Bids - 96 SI 1 - Golden Hills Drive MOVED by Johnson, seconded by Russell and motion carried unanimously to award the bid for the construction of 96 SI 1, Golden Hills Drive from the lowest responsible bidder, Lan Dar, Inc. for $155,300.55. The bids are as follows: Lan Dar, Inc. $155,300.55 Valley Paving, Inc. 24,081.48 C. S. McCrossan, Inc. 25,261.72 *Bids - Lakeview Park Playground Equipment MOVED by Johnson, seconded by Russell and motion carried unanimously to award the bid for the furnishing and installation of playground equipment at Lakeview Park from the lowest responsible bidder, Flanagan Sales, Inc. for $23,733.00. The bids are as follows: Flanagan Sales, Inc. Earl F. Anderson, Inc. Announcements of Meetings $23,733.00 23, 975.28 Mayor Anderson will attend the September 9, 1996 Planning Commission to review the former post office site and Area B. The next City Council Meeting is September 3, 1996. The next Housing and Redevelopment Authority Meeting and Council/Manager Meeting is September 11, 1996.
