12-03-96 CC minutesRegular Meeting of the City Council December 3, 1996 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on December 3, 1996 at 6:30 p.m. The following members were present: Anderson, Johnson, LeSuer, Micks and Russell. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Citizen Input Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Mayor closed the public hearing. Approval of Minutes: City Council Meeting - November 6 and 19, 1996• and Council/Manager Meeting - November 12, 1996 MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the City Council meeting minutes of November 6, and 19, 1996; and Council Manager meeting minutes of November 12, 1996 as submitted. 1 Me MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the agenda of December 3, 1996 as amended: Addition of Organizational Items: General Business and Heating Licenses #16313 and #61314; and Approval of On Sale Wine License - D'Amico Catering, Inc. d/b/a D'Amico & Sons; Addition of Mayor and Council Items - Update on Bassett Creek Water Management Commission. Approval of Consent Agenda MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk, adding General Business and Heating Licenses #16313 and #61314. On Sale Wine License - D'Amico Catering, Inc d/b/a D'Amico & Sons William Joynes introduced the agenda item and answered questions from the Council. MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the on sale wine license for D'Amico Catering, Inc. d/b/a D'Amico & Sons. *Minutes of Boards and Commissions MOVED by Russell, seconded by LeSuer and motion carried unanimously to receive and file the minutes received as follows: Joint Water Commission - November 14, 1996 Bassett Creek Water Management Commission - October 17, 1996 Human Rights Commission - October 10, 196 Public Hearing -Second Consideration - Ordinance #153 - Regarding Recycling for Multifamily Dwellings The following ordinance was MOVED by Johnson, seconded by Russell: ORDINANCE #153, 2ND SERIES AN ORDINANCE AMENDING THE CITY CODE Regarding Recycling for Multifamily Dwellings William Joynes introduced the agenda item. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the hearing. MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve Ordinance #153, 2nd Series. Upon a roll call vote, the vote was as follows: ANDERSON - YES JOHNSON - YES LESUER - YES MICKS - YES RUSSELL - YES Regular Meeting of the City Council December 3, 1996 Page 3 Announcements of Meetinas Mayor Anderson made the following meeting announcements: The 1997 Budget Meeting will be held on December 4, 1996 at 7:00 p.m. in the Council Chambers. A Council/Manager meeting will be held on December 11, 1996 at 5:30 p.m. in the Council Conference Room. The Housing and Redevelopment Authority meeting will start at 7:00 p.m. on December 11, 1996 in the Council Chambers. A Reconvened Budget Meeting will be held on December 12, 1996 at 7:00 p.m. in the Council Chambers if needed. The 1997 Budget Adoption meeting will be held on December 16, 1996 at 7:00 p.m. in the Council Chambers. The next City Council Meeting will be held on December 17, 1996 at 6:30 p.m. in the Council Chambers. Two Council Members will be attending the National League of Cities 1996 Congress of Cities & Exposition, December 7-10, 1996. Chair Johnson stated the Housing and Redevelopment Authority meeting of December 11, 1996 will be continued to December 17, 1996 at 7:00 p.m. to discuss the MEPC development. Mayor and Council Communications Council Member Russell distributed copies of the Association of Metropolitan Municipalities Response to the Metropolitan Council's Growth Management Plan. Regular Meeting of the City Council December 3, 1996 Page 4 Resolution Supporting the Six Lane Option and the Draft Environmental Impact Statement for Reconstruction of Highway 100 Between Highway 55 and 50th Avenue North William Joynes and Fred Salsbury reviewed the agenda item. Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-101 RESOLUTION SUPPORTING THE SIX LANE OPTION AND THE DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR RECONSTRUCTION OF HIGHWAY 100 BETWEEN HIGHWAY 55 AND 50th AVENUE NORTH The motion for the adoption of the foregoing resolution was seconded by Member Johnson and upon a vote being thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Approval of Hidden Lakes Planned Unit Development Environmental Assessment Worksheet for Distribution to the Environmental Quality Board Mark Grimes, Director of Planning and Development, introduced the agenda item. Bill Huser, and Bob Schmidt, from Hidden Lakes answered questions from the Council. MOVED by Johnson, seconded by Micks and motion carried unanimously to approve the release of the Environmental Assessment Worksheet for the Hidden Lakes Planned Unit Development for distribution by the responsible governing unit to the Environmental Quality Board. Update on Bassett Creek Water Management Commission Council Member LeSuer updated the Council on the Bassett Creek Water Management Commission meeting he attended and their response to the Council's requests. Staff was requested to investigate the authorization of the letter from the Minnesota Board of Water & Soil Resources, dated October 23, 1996; and survey other cities to find out if they have any citizen advisory committees for the water management plans and advisory committee to their watershed boards.
