12-16-96 Special Meeting MinutesSpecial Meeting of the City Council December 16, 1996 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on December 16, 1996 at 6:30 p.m. The following members were present: Anderson, Johnson, LeSuer, Micks, and Russell. Also present were: William Joynes, City Manager; Don Taylor, Finance Director; and Judy Nally, Administrative Secretary. Public Hearing - Adoption of 1997 Budget Resolutions William Joynes and Don Taylor presented an overview of the 1997 budget reviewed the individual budgets, and answered questions from the Council. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Micks, seconded by Johnson and motion failed to amend Resolution 96-102 to reduce the Street Improvement Debt Service Fund - Street Improvement Levy by $60,000 to $921,075. Council Members Johnson and Micks voted yes. Mayor Anderson and Council Members LeSuer and Russell voted no. Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-102 RESOLUTION OF THE CITY OF GOLDEN VALLEY, MINNESOTA AUTHORIZING A NET TAX LEVY FOR 1997 The motion for the adoption of the foregoing resolution was seconded by Member LeSuer and upon a vote being taken thereon, the following voted in favor thereof: Anderson, LeSuer and Russell; and the following voted against the same: Johnson and Micks; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. MOVED by Micks, seconded by Johnson and motion failed to amend Resolution 96-103 to reduce the City Manager Division by $13,100 for the residents guide to $379,645. Council Members Johnson and Micks voted yes. Mayor Anderson and Council Members LeSuer and Russell voted no. Regular Meeting of the City Council December 16, 1995 Page 2 Public Hearing - Adoption of 1997 Budget Resolutions - Continued Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION 96-103 RESOLUTION ADOPTING THE 1997 BUDGET OF THE GENERAL FUND The motion for the adoption of the foregoing resolution was seconded by Member Russell and upon a vote being taken thereon, the following voted in favor thereof. Anderson, LeSuer and Russell; and the following voted against the same: Johnson and Micks; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-104 RESOLUTION ADOPTING THE 1997 BUDGET OF THE WATER AND SEWER UTILITY FUND The motion for the adoption of the foregoing resolution was seconded by Member LeSuer and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION 96-105 RESOLUTION ADOPTING THE 1997 BUDGET OF THE BROOKVIEW GOLF FUND The motion for the adoption of the foregoing resolution was seconded by Member Russell and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council December 16, 1995 Page 3 Public Hearing - Adoption of 1997 Budget Resolutions - Continued Member Micks introduced the following resolution and moved its adoption: RESOLUTION 96-106 RESOLUTION ADOPTING THE 1997 BUDGET OF MOTOR VEHICLE LICENSING FUND The motion for the adoption of the foregoing resolution was seconded by Member Johnson and upon a vote being taken thereon, the following voted in favor thereof. Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION 96-107 RESOLUTION ADOPTING THE 1997 BUDGET OF THE CONSERVATION/RECYCLING FUND The motion for the adoption of the foregoing resolution was seconded by Member Russell and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Member Russell introduced the following resolution and moved its adoption: RESOLUTION 96-108 RESOLUTION ADOPTING THE 1997 BUDGET OF THE HUMAN SERVICES FOUNDATION The motion for the adoption of the foregoing resolution was seconded by Member LeSuer and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council December 16, 1995 Page 4 Public Hearing- Adoption of 1997 Budget Resolutions - Continued Member LeSuer introduced the following resolution and moved its adoption: RESOLUTION 96-109 RESOLUTION ADOPTING THE 1997 BUDGET OF THE STORM SEWER UTILITY FUND The motion for the adoption of the foregoing resolution was seconded by Member Johnson and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Member Johnson introduced the following resolution and moved its adoption: RESOLUTION 96-110 RESOLUTION ADOPTING THE 1997 BUDGET OF THE VEHICLE MAINTENANCE FUND The motion for the adoption of the foregoing resolution was seconded by Member LeSuer and upon a vote being taken thereon, the following voted in favor thereof. Anderson, Johnson, LeSuer, Micks and Russell; and the following voted against the same: none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk.
