City Council
January 21, 1997
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on January 21, 1997 at 6:30 p.m.
The following members were present: Anderson, LeSuer, Micks and Russell; and the
following was absent: Johnson. Also present were: William Joynes, City Manager; Fred
Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Secretary.
Citizen Input
Mayor Anderson introduced the agenda item. Hearing and seeing no one, the Council
continued the meeting.
*Petition Against Street Reconstruction on Kyle Place
MOVED by Micks, seconded by LeSuer and motion carried to receive and file the petition
against street reconstruction on Kyle Place received January 14 1997.
Approval of Minutes: Special City Council Meeting - December 4. 1996: Council/Manager

MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the
Special City Council Meeting of December 4, 1996; Council/Manager Meeting of

*A�proval of By Laws Amendments Includina Pension Increase - Fire Department Relief
Association
MOVED by Micks, seconded by LeSuer and motion carried unanimously to approve the
Fire Department Relief Association by law amendments, as adopted by the Association on
December 4, 1996, and the lump sum pension increase to $3,500 per year of service,
adopted by the Association on January 8, 1997.?

MOVED by Micks, seconded by LeSuer and motion carried unanimously to call for a public
hearing to reconsider the parking restrictions on a portion of Wayzata Boulevard and Flag
Avenue South for March 4, 1997.
Set Date for Review of Responses to Hidden Lakes Environmental Assessment Worksheet
2/4/97
Council Member LeSuer requested staff to clarify if residents or interested parties would be
able to speak at the February 2 Council Meeting. Mark Grimes, Director of Planning and
Development, reviewed the process stating the public would be allowed to testify.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to set February 4,
1997 at 7:00 p.m. as the date for review of the responses to Hidden Lakes Environmental
Assessment Worksheet.

MOVED by LeSuer, seconded by Russell and motion carried unanimously to inform the
property owners whose streets were scheduled for street reconstruction in 1997 of the
Council's action, also inform them that they may petition to have their street reconstructed
in 1997 but that a petition would need to be received by March 1, 1997.

*Bids - Golf Course Span Bridges
MOVED by Micks, seconded by LeSuer and motion carried unanimously to award the bid
for the purchase of two span bridges for the golf course from the only bidder, Continental
Bridge Company for $26,500.00.
Snow Removal Budget
William Joynes and Fred Salsbury updated the Council on the City's snow removal
program and budget.
MOVED by Micks, seconded by Russell and motion carried unanimously to congratulate
and thank the City Staff for the work they have don throughout this difficult winter season.
Mayor Anderson will send a congratulatory letter to Staff.
Announcements of Meetings
The City Council will hold the City Manager's Evaluation on February 4, 1997 at 5:00 p.m.
in the Managers Conference Room. Council Members Johnson and Russell will meet as
the City Manager's Salary Council Subcommittee and report back to the Council.
*Set Date for Board of Review
MOVED by Micks, seconded by LeSuer and motion carried unanimously to set April 17,
1997 at 7:00 p.m. as the date for the Board of Review.
Reset Council/Staff Workshop and Council/Manager Meeting Dates
MOVED by Russell, seconded by Micks and motion carried unanimously to set the
Council/Staff Visioning Workshop for February 1, 1997 at 9:00 a.m. at the Brookview
Community Center, lower level, grill area.
Mayor Anderson requested the Council Members bring their cafendars to the meeting in
order to determine a possible meeting date for the Council/Staff Workshop that was
postponed.

Mayor and Council Communications
Mayor Anderson will meet with the Planning Commission in February to discuss the
continuation of cablecasting of their meetings.
Mayor Anderson stated there are three vacancies on the Human Rights Commission
(HRC). The Council will advertise the vacancies on the HRC and proposes to interview
those candidates who have applied in the past and not been interviewed and any new
applicants in February.
Proclamation for We Love Our Kids Month
Mayor Anderson updated the Council on the We Love Our Kids Month program.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to proclaim
February, 1997 as We Love Our Kids Month.
Proclamation for Caring Youth DaX
Council Member LeSuer updated the Council on the Caring Youth Day activities.
MOVED by Micks, seconded by LeSuer and motion carried unanimously to proclaim
February 13, 1997 as Caring Youth Day.
