05-06-97 CC Minutes unsigned Regular Meeting of the City Council May 6, 1997 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on May 6, 1997 at 6:30 p.m. The following members were present: Anderson, Johnson, LeSuer, Micks and Russell. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Citizen Input Nancy Azzam, 2300 Noble Avenue North, stated she and several others were doing an ecological survey of Bassett Creek from Plymouth to Theodore Wirth. She stated when they got to the Golden Valley Country Club the creek was blocked by rocks and boulders, and reported that areas of the creek contain trash, litter and sediment. She made the following suggestions to alleviate some of her concerns: One or more Council Members meet with the Manager of the Golden Valley Country Club and remind him that Bassett Creek is public waters; the dumpster on the City owned property near the creek bank should be moved away from the creek; businesses on Lewis Road should be informed of the trash they are letting pile up along the creek side and; discuss how we can keep the sand from running off the road and into the creek. Joy Puppe, 1945 Kyle Place, asked why the Golden Valley House liquor license was revoked and when will it be allowed to reopen. Mayor Anderson stated staff will review the issues and contact both of them with answers to their questions. Off_Sale Liquor License - Byerly Beverages Inc. d/b/a Byerly's Wine & Spirits William Joynes introduced the agenda item. MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the off sale liquor license for Byerly Beverages, Inc. d/b/a Byerly's Wine & Spirits. *Minutes of Boards and Commissions MOVED by Johnson, seconded by Russell and motion carried unanimously to receive and file the minutes received as follows: Bassett Creek Water Management Commission - March 20, 1997 Planning Commission - March 24, and April 14, 1997 Board of Zoning Appeals - March 25, 1997 Public Hearing - Preliminary Design Plan A��roval - PUD #74 Hidden Lakes Development Mayor Anderson introduced the agenda item. William Joynes stated the applicant has requested the public hearing be postponed until May 15, 1997 in order to give the developer time to respond to a letter they received from the Minnesota Pollution Control Agency and report back to the CounciL The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. Regular Meeting of the City Council May 6, 1997 Page 3 Public Hearing - Preliminary Design Plan Approval - PUD #74 Hidden Lakes Development - Continued The Council requested staff to inform the applicant that they have until May 12, 1997 to inform staff if they plan on withdrawing their application for consideration or if they wish to hold the public hearing on May 15, 1997. MOVED by Johnson, seconded by Russell and motion carried unanimously to continue the public hearing f�or consideration of the preliminary design plan approval for PUD #75, Hidden Lakes Development until Thursday, May 15, 1997 at 7:00 p.m. *Approval of Requests for Beer and/or Wine at Brookview Park MOVED by Johnson, seconded by Russell and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. Staff Report -Aggressive Skate Parks Mayor Anderson introduced the agenda item. William Joynes reviewed the staff report. MOVED by Russell, seconded by Johnson and motion carried unanimously to receive and file the staff report from Rick Jacobson, dated April 29, 1997 regarding aggressive skate. parks. Mayor Anderson will write a letter to the students who requested the Council consider building a skate park informing them of the Council's discussion and action. Mayor Anderson will also forward the report to the Joint City and Robbinsdale School District Meeting for discussion. Council Member LeSuer stated that item was on the agenda for the next Joint City and Hopkins School District Meeting. Addition of Departmental Item - Assignment of HRA Agreement Rights for Stormwater Holding Pond in Golden Hills West 3rd Addition Allen Barnard introduced the agenda item and answered questions from the Council. MOVED by LeSuer, seconded by Russell and motion carried unanimously to authorize the Mayor to sign the Assignment of HRA Agreement Rights for stormwater holding pond in the Golden Hills West 3rd Addition. Regular Meeting of the City Council May 6, 1997 Page 4 Preliminary A�proval to Issue Industrial Development Revenue Bonds for LOGIS Don Taylor, Finance Director reviewed the item and answered questions from the Council. MOVED by Johnson, seconded by Russell and motion carried unanimously that the City Council give preliminary approval for the issuance of industrial development revenue bonds for the financing of a building project for LOGIS to be located within the City. *Bids - Demolition of 8000 Golden Valley Road MOVED by Johnson, seconded by Russell and motion carried unanimously to award the bid for the demolition of the old SuperValu building located at 8000 Golden Valley Road from the lowest responsible bidder, Veit 7 Company for $56,319.00. Announcements of Meetings The Council will meet on May 8, 1997 to discuss the Planning Commission vacancy and the charge for the Surface Water Management Committee. The Human Services Foundation Plant Sale will be held on Saturday, May 17, 1997 in the Golden Valley Commons shopping center. Announcements of Meetings - Board/Commission Recognition Dinner Mayor Anderson announced that the Board/Commission Recognition Dinner will be held on May 22, 1997 at the Brookview Community Center. Presentation of Certificate of Achievement for Financial Reportinq William Joynes presented Don Taylor, Finance Director, with the Certificate of Achievement for Financial Reporting. The Council congratulated and thanked the staff. *Pro�lamation for Arbor Day and Month MOVED by Johnson, seconded by Russell and motion carried unanimously to proclaim May 23, 1997 as Arbor Day and May, 1997 as Arbor Month in Golden Valley.
