09-02-97 CC Minutes unsigned Regular Meeting of the City Council September 2, 1997 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on September 2, 1997 at 6:30 p.m. The following members were present: Anderson, Johnson, and Micks; and the following were absent: LeSuer and Russell. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally, Administrative Secretary. Citizen Input Mayor Anderson introduced the agenda item. Tim Rosecraus, 12900 Fairfield Road West, stated that a golf ball hit his windshield when he was driving on I-394, he complained to the State of Minnesota Department of Public Safety, they sent a letter to the City about the golf balls impacting the traffic on the freeway and stated he would like to see the situation resolved. Mayor Anderson stated Mr. Rosecraus would receive a response from staff. Approval of Minutes: City Council Meeting -August 19, 1997 MOVED by Micks, seconded by Johnson and motion carried unanimously to approve the City Council Meeting minutes of August 19, 1997 as submitted. Approval of A,eq nda MOVED by LeSuer, seconded by Johnson and motion carried unanimously to approve the agenda of September 2, 1997 as amended: Addition of Mayor and Council Item - Human Services Foundation Golf Tournament. Aaproval of Consent A,eq nda MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the items on the consent agenda, indicated by an asterisk. Mayor Anderson read the items listed on the consent agenda. *A�proval of Check Register MOVED by Russell, seconded by LeSuer and motion carried unanimously to authorize payment of the bills as submitted. Regular Meeting of the City Council September 2, 1997 Page 2 *General Business and Heating Licenses MOVED by Russell, seconded by LeSuer and motion carried unanimously to authorize the issuance of general business licenses #16716 and #6967 - #6969. *Peddler's License - Meadowbrook Elementary School MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the peddler's license for Meadowbrook Elementary School *Solicitor's License - Loren Benkofske MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the solicitor's license for Loren Benkofske. *Gamblina License Exemptions and Wavier of Notice Requirements - Church of St Margaret M� MOVED by Russell, seconded by LeSuer and motion carried unanimously to receive and file the gambling license exemptions and approve the waiver of notice requirements for the Church of the St. Margaret Mary. *Minutes of Boards and Commissions MOVED by Russell, seconded by LeSuer and motion carried unanimously to receive and file the minutes received as follows: Bassett Creek Water Management Commission - July 17, 1997 Continued Public Hearing - General Plan A�proval - Ordinance #167 - PUD #71 - Valley Creek William Joynes introduced the agenda item. Allen Barnard stated the closing is scheduled for September 9, 1997. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Johnson, seconded by LeSuer and motion carried unanimously to continue the public hearing on Ordinance #167 until September 16, 1997. Regular Meeting of the City Council September 2, 1997 Page 3 Public Hearing - Easement Vacation - Portion of Ensign Avenue North at Medicine Lake Road William Joynes introduced the agenda item. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their views thereon. Hearing and seeing no one, the Mayor closed the public hearing. MOVED by Micks, seconded by Johnson and motion carried unanimously to continue the public hearing on the easement vacation for a portion of Ensign Avenue North for September 16, 1997. *Approval of Requests for Beer and/or Wine at Brookview Park MOVED by Russell, seconded by LeSuer and motion carried unanimously to approve the requests for beer and/or wine at Brookview Park as recommended by staff. *Call for Public Hearing - Drainage Easement Vacation - Holiday Inn Express - 10/7/97 MOVED by Russell, seconded by LeSuer and motion carried unanimously to call for a public hearing to consider a drainage easement vacation for the Holiday Inn Express for October 7, 1997. *Call for Public Hearing - Installation of No Parking Signs - Portion of Sunnyridge Lane - 10/7/97 MOVED by Russell, seconded by LeSuer and motion carried unanimously to call for a public hearing to consider the installation of no parking signs on a portion of Sunnyridge Lane for October 7, 1997. Request County Assistance in the Oversight of the Minnehaha Creek Watershed District William Joynes introduced the agenda item. Member Micks introduced the following resolution and moved its adoption: RESOLUTION 97-58 RESOLUTION REQUESTING COUNTY ASSISTANCE IN THE OVERSIGHT OF THE MINNEHAHA CREEK WATERSHED DISTRICT The motion for the adoption of the foregoing resolution was seconded by Member Johnson and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks; and Russell; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Regular Meeting of the City Council September 2, 1997 Page 4 Sale of Excess Right-of-Way on Harold Avenue Cul-deSac William Joynes introduced the agenda item. Member Russell introduced the following resolution and moved its adoption: RESOLUTION 97-59 RESOLUTION PROVIDING FOR THE SALE OF EXCESS RIGHT-OF-WAY ON HAROLD AVENUE CUL-DE-SAC The motion for the adoption of the foregoing resolution was seconded by Member Micks and upon a vote being taken thereon, the following voted in favor thereof: Anderson, Johnson, LeSuer, Micks; and Russell; and the following voted against the same: none, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and her signature attested by the City Clerk. Announcements of Meetina The next Housing and Redevelopment Authority Meeting is scheduled for September 16, 1997 at 7:00 p.m. The next Council/Manager Meeting is scheduled for September 16, 1997 at 5:30 p.m. Mayor Anderson, Bill Joynes, Dave Hanson and Cari Schmidt met regarding the Surface Water Management Plan Advisory Committee. The first meeting of the Committee will be on September 18, 1997 and the Mayor plans on attending that meeting. William Joynes updated the Council on the I-394 Joint Task Force meeting held on August 27, 1997. Mayor and Council Communications No action and/or discussion took place. Human Services Valley Foundation Golf Tournament Council Member Johnson reviewed the plans for the Tournament to be scheduled at Brookview Golf Course on September 6, 1997 and encouraged participation by all.
