12-06-97 Special Meeting Minutes unsigned Special Meeting of the City Council December 6, 1997 Pursuant to due call and notice thereof, a special meeting of the City Council of the City of Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said City on December 6, 1997 at 9:30 a.m. The following members were present: Anderson, LeSuer, and Micks; and the following were absent: Johnson and Russell. Also present were: William Joynes, City Manager; Fred Salsbury, Director of Public Works; Don Taylor, Finance Director; and Judy Nally, Administrative Secretary. Receipt of Letters Reqardinq 1998 Proposed Budqet MOVED by Micks, seconded by LeSuer and motion carried unanimously to receive and file the letters regarding the proposed 1998 budget as follows: Kenneth Rahn, dated November 26, 1997; Gregg Hackett, dated November 26, 1997; and Nancy Azzam, dated November 24, 1997. Public Hearinct Mayor Anderson reviewed the process conducting the public hearing. William Joynes presented the 1998 Recommended Budget, outlining the budget schedule, budget factors, general fund tax levy; total city tax levy; allocation of city tax base; 1998 property tax breakdown for school district #281 and school district #270; breakdown of increase on average home of $135,915; the last four years general fund increase; proposed pavement management program; new items included in the 1998 recommended budget; Brookview Golf Course; 1998 budget in perspective; park and recreation fees. Don Taylor, reviewed the financing for the pavement management program. The Mayor opened the meeting for public input and persons present to do so were afforded the opportunity to express their view thereon. Ralph Crews, 6500 North Cortlawn Circle, Director of Golden Valley Historical Society, supports the $10,000 budget item for the Historical Society, reviewed the current and past status of the organization, their activities, and their vision for the future. Roz Shovlin, 1845 Hampshire Lane, urged the Council's support of the Historical Society, reviewed a survey they conducted of other cities, such as payment for all maintenance, financial support in various amounts, City ownership of property, payment of mailing newsletters and minutes; providing of phone lines, snow-plowing, lawn mowing, building renovation, maintenance and operations. Special Meeting of the Council December 6, 1997 Page 2 Public Hearinq - Continued Rosemary Marrs, 4840 Markay Ridge; objects to letting of a $450,000 contract to a consulting engineering firm to prepare for street reconstruction, objects not to the hiring of an engineering, but because this was done before the public hearing had been done, and the vote taken, and if reclamation is chosen feels that we are paying for work that may or may not have to be done, feels the policy should of been set before October, 1997. The Mayor closed the public hearing. The Council and staff answered the questions raised during the hearing. William Joynes stated that according to State Law the City can only contribute $2,000 to the Historical Society and reviewed possible options that may be available. MOVED by LeSuer, seconded by Anderson and motion carried to direct the staff to contribute $2,000 to the Historical Society and start discussions with the Historical Society for additional options to contribute an additional $8,000. Council Member Micks voted no. Staff was requested to provide information at the December 16, 1997 meeting as to the impact on the golf course if the resident rate for golf were not increased in 1998. The Council discussed and decided a reconvened public hearing was not necessary. The Council will formally adopt the 1998 budget at the December 16, 1997 Council Meeting at 7:00 p.m. Adiournment Mayor Anderson adjourned the meeting at 10:26 a.m. Mary E.
