February 17, 1998
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of
Golden Valley, Hennepin County, Minnesota was held at 7800 Golden Valley Road in said
City on February 17, 1998 at 6:30 p.m.
The following members were present: Anderson, Johnson, LeSuer and Micks; and the
following was absent: Bakken. Also present were: William Joynes, City Manager; Fred
Salsbury, Director of Public Works; Allen Barnard, City Attorney; and Judy Nally,
Administrative Secretary.
Citizen Input
Rosemary Marrs, 4840 Markay Ridge, asked if the City could change the policy to provide
assistance to those who can't afford the street assessment.
Mayor Anderson stated that staff will respond to the above-mentioned request and review
the response at the next Council meeting.
*Letter from Carol Johnson Regardinq Resignation from Civil Service Commission
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the letter from Carol Johnson, dated February 5, 1998 regarding resignation from the
Civil Service Commission and request the Mayor send her a letter in appreciation of her
service to the community.
Approval of Minutes: City Council Meeting - February 3, 1998
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
City Council Meeting minutes of February 3, 1998 as amended: that in the January 20,
1998 minutes - Adoption of 1998 Fee Resolution - add "plus $1.50/transaction" to the
motion made by Micks.
Approval of Agenda
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to approve the
agenda of February 17, 1998 as amended: Addition of Mayor and Council Items: Tobacco
Sale, Sidewalk Committee and Meadowbrook School zone warning light.
Approval of Consent Agenda
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
items on the consent agenda, indicated by an asterisk (*).

the payment of the bills as submitted.

the issuance of license #16773 - #16808 and #6986.
*Gambling License Exemption - The Optimist Club of Golden Valley
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
gambling license exemption for The Optimist Club of Golden Valley.
*Gambling License Exemption - Golden Valley Rotary Club
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
gambling license exemption for the Golden Valley Rotary Club.
*Gambling License Exemption - Meadowbrook School Parent Teacher Organization
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to approve the
gambling license exemption for the Meadowbrook School Parent Teacher Organization.

Dean Mooney, Public Safety Director, welcomed the families, friends and staff to the award
presentation.
Mark Kuhnly, Chief of Fire and Inspections, presented the Fire Department Service Awards
to the following: 20 Years to Captain Brian Foran and Firefighter Roger McCabe; 5 Years:
Firefighters David Gustafson, Stephan Yingst, and David Koski. Larry Bourne, Jeffrey
Gendreau, David Comb and Jason Ashley-Grochowski were unable to attend.
Dean Mooney presented Secretary Judy Smith with a 20 Year Award and Captain Bob
Shellum with a 25 Year Award.
Dean Mooney introduced Mrs. Gertrude Frandsen, and they both presented the Everett
Frandsen Scholarship Awards to Officers Rodney Dehmer, Nathan Gove and Kelly Blad.
Dean Mooney presented the Stephen Mickus Community Service Award to Bill Raymond.
Mark Kuhnly, presented the 1997 Firefighter of the Year Award to Firefighter Tom
Warzetha.
Bob Shellum presented the 1997 Police Officer of the Year Award to Detective Jim
Roberts.
The Council expressed their appreciation to the recipients and their families for the
dedication. The Council took a short recess.
Public Hearing - Preliminary Design Plan Amendment Approval - Amendment #.1 -
PUD #75 - Menard. Inc.
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to bring the
item on the table for discussion.
William Joynes stated the applicant has requested the item be continued until the March 4,
1998 meeting when a full Council is present.

The Mayor opened the meeting for public input and persons present to do so were
afforded the opportunity to express their views thereon. Hearing and seeing no one, the
Mayor closed the public hearing.
MOVED by LeSuer, seconded by Johnson and motion carried unanimously to continue
consideration of the preliminary design plan amendment approval for PUD #75, Menards,
Inc. until March 4, 1998.

along the 1-394 Corridor

*Call for Public Hearing - 1998 Urban Hennepin County Development Block Grant
(CDBG) Program -3/4/98
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to call for a
public hearing for consideration of the 1998 Urban Hennepin County Development Block
Grant (CDBG) Program for March 4, 1998.
*Receipt of January 1998 General Fund Budget Report
MOVED by Johnson, seconded by LeSuer and motion carried unanimously to receive and
file the January 1998 general fund budget report.

Announcements of Meetings
The Council will be holding Board and/or Commission interviews on February 23 and
February 26 and March 5, 1998.
Council Members were requested to notify staff if they plan on attending the League of
Minnesota Cities Legislative Meeting on February 26.
The next City Council Meeting will be held on Wednesday, March 4, 1998 because of the
precinct caucuses being held on Tuesday, March 3, 1998.
Mayor and Council Communications
No action and/or discussion took place.
Appointment to Human Services Foundation
MOVED by Johnson, seconded by Micks and motion carried unanimously to appoint Terri
DeVeau to the Human Services Foundation (Business Member) for a term to expire April 1,
2000.
Tobacco Sale, Sidewalk Committee and Meadowbrook School Zone Warning Light
Council Member LeSuer reviewed his memos regarding the tobacco sales and sidewalk
committee. Council Member Micks asked about the status of the Meadowbrook School
warning light and if it was possible to be installed this spring. William Joynes stated staff
would place these items on the Council/Manager meeting agenda of March 11, 1998.
